The engineering contracting enterprises have the following development obstacles including the lower profit level, malignant competition intensified, the lower financing level and the sole industrial structure. Along with the stern challenge of the climatic change in the whole world, the enterprise must apply the low-carbon thinking to reconstruct operation mode. They should use the diversification strategy to widen the enterprise’s competition channel, strengthen the research and development of low-carbon technology to promote the competition level and apply the measures of the high-quality personnel training and the technical science and technology to impetus the management mechanism innovation. These measures provide the highly effective realization path for the enterprise’s sustainable development.

The current trends in the development of innovative activities in Russia are far from fully meeting the expectations associated with improving the competitiveness of products and the quality of life of the population, with the provision of dynamic sustainable growth, and the formation of the innovative economy. The mixed nature of the Russian economy, the fundamentally different technological level and institutional conditions for the development of various sectors exclude the possibility of defining a single model of innovative development that is universal for all sectors. In the current conditions, the technical and technological level of the agrarian sector of the country's economy is the most catastrophically lagging behind the world's leading producers of agricultural products. Domestic agrarian production is 5 times more energy intensive and 4 times more metal consuming, and labor productivity is 8-10 times lower than in the USA, in the leading countries of the European Union and Canada. Not having eliminated this techno-technological backlog, without implementing the advanced development of certain specific areas of scientific research and technological developments in the field of agriculture, Russia's agrarian sector will finally lose its competitiveness and will not be able to ensure the country's food security. Thus, the need for a scientific justification of the theory, methodology and practice of the innovative development management of the agrarian sector of the regional economy in the context of large-scale economic and institutional transformations determines the urgency of the issue. Currently, most of the works of domestic researchers put emphasis on the problems of knowledge transfer, at the same time, the methodology for creating and commercializing competitive scientific knowledge through the formation of innovative agricultural clusters is beyond the scope of scientific research, and its management and economic mechanism has not been developed yet. Thus, the aim of this research is to develop proposals for optimization of the management mechanism for the innovative development of the region's agricultural sector (by the example of the Samara Region of the Russian Federation). The research used a set of methods of scientific knowledge used at both theoretical and empirical levels (conceptual modeling, synthesis and analysis, tabular and graphical interpretation of theoretical information and empirical data).

Parallel file systems deploy multiple metadata servers to distribute heavy metadata workload from clients. With the increasing number of metadata servers, metadata-intensive operations are facing some problems related with collaboration among them, compromising the performance gain. Consequently, a file system simulator is very helpful to try out some optimization ideas to solve these problems. In this paper, we propose DMFSsim to simulate the metadata-intensive operations on large-scale distributed metadata file systems. DMFSsim can flexibly replay traces of multiple metadata operations, support several commonly used metadata distribution algorithms, simulate file system tree hierarchy and underlying disk blocks management mechanism in real systems. Extensive simulations show that DMFSsim is capable of demonstrating the performance of metadata-intensive operations in distributed metadata file system.

With the large scale deployment of multihomed mobile computing devices in today’s Internet, the Multipath TCP (MPTCP) is being considered as a preferred data transmission technology in the future Internet due to its promising features of bandwidth aggregation and multipath transmission. However, MPTCP is more likely to be vulnerable to the transmission quality differences of multiple paths, which cause a “hot-potato” out-of-order arrival of packets at the receiver side, and in the absence of a related approach to fix this issue, serious application level performance degradations will occur. In this paper, we proposes MPTCP-LM 3 , a Lightweight path Management Mechanism to aid Multihomed MPTCP based mobile computing devices towards efficient multipath data transmission. The goals of MPTCP-LM 3 are: (i) to offer MPTCP a promising path management mechanism, (ii) to reduce out-of-order data reception and protect against receiver buffer blocking, and (iii) to increase the throughput of mobile computing devices in a multihomed wireless environment. Simulations show that MPTCP-LM 3 outperforms the current MPTCP schemes in terms of performance and quality of service.

In VANETs, users are rational, independent, and selfish. Stimulation-based reputation management system is critical for them to avoid selfishness and promote network performance in large-scale VANETs. The current reputation mechanisms produce some problems, for example, overfull energy consumptions, confused collusion, and misreport. In order to detect selfish and collusive behaviors accurately and quickly, we propose a dynamic three-layer reputation evidence decision and management mechanism, which combine with Dempster-Shafer evidence integration mechanism to distinguish selfish nodes. In particular, the system helps in collusion avoidance through reporting falsified reputation evidences of colluders. In addition, we borrow ideas from Weber-Fechner’s law and design an adaptive reputation evidence gathering cycle for prolonging the lifetime of detector and overwhelming frequent polling for reputation evidences. The simulation results demonstrate that REDS has higher detection speed for selfish nodes and collusive observers and less network traffic of gathering reputations.
