The current trends in the development of innovative activities in Russia are far from fully meeting the expectations associated with improving the competitiveness of products and the quality of life of the population, with the provision of dynamic sustainable growth, and the formation of the innovative economy. The mixed nature of the Russian economy, the fundamentally different technological level and institutional conditions for the development of various sectors exclude the possibility of defining a single model of innovative development that is universal for all sectors. In the current conditions, the technical and technological level of the agrarian sector of the country's economy is the most catastrophically lagging behind the world's leading producers of agricultural products. Domestic agrarian production is 5 times more energy intensive and 4 times more metal consuming, and labor productivity is 8-10 times lower than in the USA, in the leading countries of the European Union and Canada. Not having eliminated this techno-technological backlog, without implementing the advanced development of certain specific areas of scientific research and technological developments in the field of agriculture, Russia's agrarian sector will finally lose its competitiveness and will not be able to ensure the country's food security. Thus, the need for a scientific justification of the theory, methodology and practice of the innovative development management of the agrarian sector of the regional economy in the context of large-scale economic and institutional transformations determines the urgency of the issue. Currently, most of the works of domestic researchers put emphasis on the problems of knowledge transfer, at the same time, the methodology for creating and commercializing competitive scientific knowledge through the formation of innovative agricultural clusters is beyond the scope of scientific research, and its management and economic mechanism has not been developed yet. Thus, the aim of this research is to develop proposals for optimization of the management mechanism for the innovative development of the region's agricultural sector (by the example of the Samara Region of the Russian Federation). The research used a set of methods of scientific knowledge used at both theoretical and empirical levels (conceptual modeling, synthesis and analysis, tabular and graphical interpretation of theoretical information and empirical data).

On the basis of archival sources and studies of Bulgarian historians, the peculiarities of changes in production relations and productivity of the agrarian sector of the Bulgarian economy in the context of European integration are revealed. It is analyzed which sectors of agriculture developed, and which, on the contrary, were in a state of stagnation. In the process of Bulgaria’s accession to the European Union, the agrarian sector of the economy needed modernization of the management system and the reform of production relations.In the Bulgarian countryside, during the period of 1990-2007, a process of reforming agricultural production relations was taking place, accompanied by the conditions of European integration, which, in turn, led to the need for transformation of all spheres of agriculture in the country. One of the most important was the agrarian sphere. During the period of 1944 – 1989, the transformation in the agrarian sector of agricultural commodity production was rather controversial: the imperfection of land reform, namely land privatization, intensive process of agricultural co-operation, led to the creation of gaps in the development of all spheres of the agrarian sector. With the integration of Bulgaria into the European Union, the issue of harmonization of the agricultural production sector with the requirements of the European Union in the field of intensification of agricultural development and promotion of trade with the European Union with agrarian products became important. Given the current state of European integration processes in Ukraine, a comprehensive study of the historical conditions of the agricultural reforms in agriculture, which will allow us to analyze the problems and determine the prospects for its development on the path of integration into the European economic space, is relevant.

The purpose of the article is to analyze the trends in the innovative development of the agro-industrial complex and outline further ways of this process. Research methods. Dialectical methods of cognition of processes and phenomena were used, monographic (analysis of the implementation of innovations in the agro-industrial complex), abstract-logical (theoretical generalizations and the formation of conclusions), comparative analysis (the reasons and differences in the development of innovative activity in the agro-industrial complex are determined), empirical (comprehensive assessment and analysis of the object of study). Research results. The indicators and development trends of key institutions of agrarian sector of the economy are analyzed, the state of scientific activity in the agro-industrial sector and its impact on the agrarian sector of the economy is assessed, the market infrastructure of the agro-industrial complex and its influence on the innovative development of the agricultural sector are investigated. Scientific novelty. Theoretical and practical provisions for assessing the state of innovative development of the agro-industrial complex have been further developed; the necessity of development of innovative infrastructure of agro-industrial complex is substantiated. Practical significance. The main provisions and conclusions set out in the article contain certain methodological and practical recommendations for assessing the state of innovative development of AIC. Not only key institutions of the agricultural sector of the economy are analyzed, but also scientific activity in the field of agro-industrial complex and market innovation infrastructure, which has an impact on the innovative development of the agrarian sector. Purpose: to study the problem of structural changes in the development of the agricultural sector in Russia within the framework of the national priorities implementation. Materials and methods: the synthetic tools of the study are based on the methods of economic statistics, which helped to analyze the structural dynamics of the country's agricultural sector. The object of the research was the agrarian structure of the Russian agricultural sector. The statistical analysis was carried out in the context of individual categories of farms. Results. The problems of structural changes in the agricultural sector of Russia within the framework of the implementation of national priorities are dealt with. For this, the methodology for calculating structural changes in agriculture and the mining industry, as well as the agricultural sector in the context of certain categories of farms, was used. The analysis is carried out for agricultural organizations, peasant (farmer) households. The problem of structuring the agrarian sector of the Russian economy is considered as a systemic task of state management of the industry, reduced to the formation of optimal proportions between the elements of the agrarian structure and their development. The results of agrarian reforms in agriculture for the period 2006–2019 are presented. A comparative characteristic of the options for organizing large-scale agro-industrial production in Russia and abroad is given. Conclusions. The presented dynamics of structural changes in agriculture on the basis of linear and quadratic coefficients makes it possible to determine the effectiveness of the state agricultural policy in the context of the implementation of national priorities. It has been substantiated that in the mid-term strategic development the intensity of structural changes in agriculture will be determined by the development trends of the small-format sector of the economy, including the one through the system of agricultural cooperation.

In its development paper Europe 2020, the European Commission defined the ambitious goal of raising the level of resource efficiency. As a means of achieving this goal in the agricultural sector, the demand for increased productivity was replaced by the naturally based development of agriculture, which should be based on scientific foundation. The main results of this change should be higher outputs obtained with less investment. The aim of this paper is to determine whether this requirement is met. In this context, and in this paper, an analysis of the trends in agricultural productivity in the countries of the European Union in the period 2005-2015 was carried out by using the model of total factor productivity. The selection of the TFP index for measuring agricultural productivity in the paper proved to be correct since it enabled us to determine which of the several observed input factors had the greatest impact on the observed productivity trends. A general conclusion derived from the obtained results is that the overall productivity of agriculture in the EU has slowed growth in recent years and has started to lag behind leading global competitors. This indicates that, observed by the standards of modern agriculture, the modest growth of productivity in agriculture, is based on unsustainable principles, primarily in the intensive reduction of employees in agriculture, rather than on the application of scientific achievements. In the circumstances of limited natural resources, these achievements are the only possible source of sustainable growth.

The relevance of the topic of the article - the issues of innovative development of agroindustrial complex of Kazakhstan, which provides large-scale production, require detailed study. The goal - is to consider the positive aspects of the best practices of foreign countries regarding this problem and develop practical recommendations. Methods - generalization, quantitative and qualitative analysis, abstract logical. Results - in order to apply high technologies in agricultural sector, economically developed countries use subsidy systems, price support (USA), government assistance in obtaining income per hectare and payments for livestock (EU countries), income support through payments (Canada) and concessional lending (Brazil). In addition to financial assistance, agricultural producers in the USA, Canada and other countries are provided with information, legal, innovation, marketing, insurance and other types of support. Conclusions - innovative processes, expansion of the competitive environment in the AIC presuppose the effective use of scientific and technical potential, integration of science, education and production, technological modernization of the economy based on progressive methods. Innovation is reflected in the implementation of the strategic objectives of ensuring food security and effective regulation of the domestic food market in order to stimulate labor productivity in agriculture, increase export potential of agricultural sector. It is necessary to combine innovative activity in domestic agro-industrial production with international practice, which will increase production capacity of agrarian sector of the republic. The development trends of the world market convincingly show that there can be no other way in Kazakhstan than the formation of a new type of economy, widespread innovation.

The relevance of scientific knowledge of theoretical and legal aspects of the interpretive function of the notary in Ukraine is revealed in the work. Since the functions of the notary in general perform a general social role, due to their extension to public relations, it should be said that they are complex, implemented in various spheres of public relations, using various forms and methods, trying to perform tasks assigned by law at the notary. This indicates the possibility of distinguishing the types of functions of the notary, which in the doctrinal plan will allow to present the functions of the notary in the form of a clear system, and in practical terms - to establish the state of implementation of the functions of the notary. It is noted that today in the context of intensification of economic development of the state there is a strengthening of the role of the notary of Ukraine, so the problem of its reform, including in the context of improving the quality of notary functions, becomes especially relevant and needs scientific rethinking. First of all, this is due to the current European integration changes in the socio-political and legal life of Ukraine, which requires adaptation and harmonization of the functioning of the notary of Ukraine to the standards of the European Union. Noting the high level of relevance of scientific research of theoretical and legal aspects of the functional purpose of the notary in Ukraine, emphasizing the exceptional importance for the further development of the domestic notary system, the author analyzed the views of scholars on understanding the functional purpose of the notary and established their place and meaning . It is concluded that from the scientific point of view the classification of the functions of the notary: first, it is an issue that is poorly studied, the existing approaches to the classification of notary functions are quite scattered and sometimes controversial, which does not allow to establish a single comprehensive approach to characterizing the types of notary functions; secondly, the doctrinal uncertainty of the types of functions of the notary and their characteristics complicates the scientific research of the functions of the notary; interdisciplinary nature of scientific knowledge of the functions of the notary and their types; the presence of different types of notaries, due to its respective functional purpose and the range of functions performed by it; instability of the notary’s functioning, which is due to the intensification of itscurrent development, improvement and the tendency to expand the range of functions; ambiguity of doctrinal approaches to the combination and balancing of private-public elements in the activities of the notary system, etc. In accordance with the criterion of the purpose of the notary’s function, together with other functions of the notary, the legal-interpretive function of the notary is singled out, the purpose of which is to clarify the content and meaning of the legal norm concerning notarial activity and provide relevant explanations to legal entities. For example, clarification of the rights and obligations of the parties to the contract of sale of real estate, certified by a notary. The article considers problems of innovative development in agricultural entrepreneurship. The presented comparative analysis of agriculture in the USA, European countries and Ukraine allows making conclusions on its anticipated innovativeness. The findings are based on the analysis of the following criteria: contribution of the agrarian sector to the GDP; focus on efficiency of agribusiness; value of export of agricultural products; types and rates of lending; tools for creating current assets; ways for supporting the agricultural sector. Special aspects of creating innovative models for agribusiness in Ukraine over the transition period are determined. It is stressed that American and European models cannot be implemented in their pure form in Ukraine. The point that Ukraine’s model of innovative development for agribusiness is oligarchic and corrupt is proven. The model is based on the mini- mum aid from the state. An innovative role of administering VAT is examined, which enables agricultural producers to accumulate 20 per cent of sold output on special accounts with the aim of buying new machinery, mechanization and technology. The special regime of taxation for agricultural producers, its advantages and disadvantages are considered. Further ways for improvement of administering VAT, aimed at maintaining its innovative essence are suggested.

The integration of Lithuania into the European Union requires serious preparation, determining possible changes in agrarian sector and rural development and their consequences, ensuring the necessary information supply to finding and substantiation of rational strategic solutions. The paper analyzes trends of systematic analysis of the agrarian sector of the region, tools for the search of solutions, reveals the possibilities of modelling methods and information technologies application in determining the sustainable development strategy. The suggested methodic of integrated modelling of agricultural production processes in regional and farm level is introduced. The scheme of agrarian production system and some functional dependencies are presented. The problems that are expected to be solved in future are formulated.

The purpose of the article. Formation of effective state policy and mechanisms for managing innovative development of the agrarian sector in Ukraine is one of the priority tasks facing the state. In turn, the identification and analysis of factors hindering the implementation of the domestic state policy of innovation development of the agrarian sector is also a very important task. Methodology. In the course of the research general scientific and special methods of research were used, in particular: theoretical generalization, comparison and morphological analysis – in the process of formation of the conceptual-categorical apparatus of the research; Structural-structural-functional analysis - to justify the factors of the formation of the state policy of innovative development of the agrarian sector in Ukraine. Results. It has been established that in order to formulate the state policy of innovation development of the agrarian sector in Ukraine, it is necessary to have a clear idea of the structure of the innovative potential of the agrarian sector, the interrelations between its components, the system and factors that allow the most fully and effectively to implement in practice the opportunities laid down in it. In order to form an effective state policy for innovative development of the agrarian sector, a classification of the factors influencing it is proposed. Practical implications. The need to study the factors influencing the state policy of innovative development of the agrarian sector in Ukraine is primarily due to the substantiation of their content and possible forms of manifestation in the context of developing an effective system of state regulation aimed at activating innovation in the agricultural sector. In turn, the factors influencing the innovative development of the agrarian sector depend on the existing structural features of agrarian production, the level of scientific and educational and technical activities, etc. Value/originality. The proposed classification of factors that influence the formation of the state policy of innovative development of the agrarian sector in Ukraine: on the effectiveness of actions; by the nature of influence; on the structure of the infrastructure; by scale of influence. Based on the knowledge of the factors that significantly determine the dynamics of innovative development of the agrarian sector, it is possible to characterize its parameters and, on this basis, to develop recommendations related to the development of a sustainable economic growth strategy for the innovative development of the agrarian sector and the state as a whole.

The article reveals the essence and systemizes the advantages of agricultural cooperation. In the vegetable subcomplex of the agricultural sector of the economy, this type of cooperation helps attract investment and reduce risks for investors, increases the competitiveness and economic growth of the region. The relevance of the study is due to the fact that many aspects of the functioning of agricultural cooperatives remain inadequate to apply to individual sectors, in particular, to the vegetable subcomplex of the agricultural sector. The purpose of the research is to develop recommendations for managing the innovative development of the vegetable subcomplex of the agricultural sector of the regional economy (by the example of the Samara region). In preparing the article, general scientific methods of research were used: analysis and synthesis, generalization, comparison, classification. The state of vegetable growing in the Samara region is analyzed. The main problems of its innovative development are singled out. The advantages of agricultural cooperation as a modern tool for management of innovative development are systematized. The importance of cooperation within the vegetable subcomplex of the agrarian sector of the regional economy, which is of strategic importance for ensuring the food security of the region and Russia in general. Existing models of cooperation in vegetable growing in the Samara region are analyzed. The goal, tasks and main problems of the management system of innovative development of the vegetable subcomplex of the agrarian sector of the regional economy are formulated. As a result of the study, recommendations were proposed on the formation of a management system for innovative development of the vegetable subcomplex of the agrarian sector of the regional economy.
