Public private partnerships have been gaining the interest of emergency management and security-related federal organizations. In 2010, the National Academies Press published a framework for resilience-focused private-public sector collaboration which may be the catalyst for how resilience-oriented public private partnerships are developed in the future (National Academies Press. 2010). Public private partnerships can be utilized to increase citizen awareness and preparedness, to address a specific need in a community, or to accomplish any other function that brings a community and government together. “Utilized correctly, a public private partnership is a win-win situation for all participants” (Hahn, 2010, p. 274). Although perceived as very successful, no prior systems analysis has been conducted on these partnerships. In this chapter, a successful public private partnership is evaluated using systems analysis techniques. Results of that analysis, along with details of the original case study and the public private partnership itself are presented.

The uncertainty and complexity of natural hazards put forward new requirements for emergency management systems. In order to deal with natural hazards effectively, it is important to build a cooperative network between government organizations and social organizations. The social network analysis method is adopted, the April 2013 Ya’an China earthquake is taken as a case study, the institutionalized emergency organization network before the disaster and the actual response organization network after the disaster are analyzed, and centrality, between centrality, closeness centrality and core-periphery are calculated. Through qualitative and quantitative research, the functions of social organization in the process of natural hazards emergency relief are revealed, the role orientation of social organization in the emergency management network is analyzed, and the influence factors of the social organization participation in the natural hazards relief is pointed out. Research results will help to promote the cooperation between social organization and government, and improve the efficiency of natural hazards emergency relief.

Abstract. The effects of natural hazards can be mitigated by the use of proper "pre-event" interventions on "key" elements of the territory, that is on elements that are mostly vulnerable to a given catastrophic scenario and whose loss of functionality can cause damages on people, property and environment. In this respect, methodologies and tools should be studied to support decision makers in the analysis of a territory, in order to point out such elements. In this work, vulnerability is taken into account under two aspects: "physical vulnerability", which measures the propensity of a territorial element to suffer damage when subject to an external stress corresponding to the occurrence of a natural phenomenon; "functional vulnerability", which measures the propensity of a territorial element to suffer loss in functionality, even when that is caused by the loss of functionality of other territorial elements. In the proposed modeling approach, vulnerability is represented through the use of a graph-based formalization. A territorial system is represented as a complex set of elements or sub-systems. Such elements have differentiated and dedicated functions, and they may be functionally interconnected among them. In addition, vulnerability is defined through the use of two different variables, namely the criticality and the efficiency. Focusing the attention on the temporal phases corresponding to the occurrence of a calamitous event, the first one measures the service demand of an element, whereas the efficiency is a measure of the service that can be offered by such an element. The approach presented is largely independent from the natural risk considered. Besides, the tools introduced for the vulnerability analysis of the territorial system can also be used to formalize decision problems relevant to the location of the available resources for emergency management. A specific case study pertaining to the hydrological risk in the Val di Vara area (Italy) is presented.

The COVID-19 pandemic has caused significant economic and social impacts worldwide and revealed the importance and urgency of urban resilience enhancement. To learn the lessons from this pandemic, this study undertook a case study in Wuhan City, which was the first city in China where the outbreak was declared, and analyzed the process of its response to the pandemic. Based on the theory of emergency management, this study identified four stages of the emergency management process and conducted an in-depth analysis of the experience gained at each stage from the perspective of urban resilience. Then, this study evaluated the level of urban resilience of Wuhan City, and put forward suggestions for enhancement of the emergency system of China. The findings provided important revelation for other cities to cope with major disasters in the future.

An online program developed at the University of Costa Rica provides the professionals working in meteorology a new way to pursue graduate level degrees. The focus of this graduate program is Operational Meteorology and the students need to complete the research and development process of an operational product to graduate. The products created during the program are a solution to operational institutions in need of innovation and can later be incorporated into institutional activities including advisories, warnings and emergency management. A case study included here shows an example of the need that led to the product, the methodologies used for the development and the final operational product created.
