The aims of the research are to study the management efficiency of financial and economic development of the border regions of Ukraine through the assessment of funding of the Cross-Border Cooperation Programme Poland-Belarus-Ukraine 2014-2020. The methodology is based on quantitative and qualitative research following the concept of “cross-border regional innovation system”. The basic research methods are statistical analysis of project financing indicators of the Cooperation Programme and content analysis of reports for 2016-2019 on project implementation. The results demonstrate the crucial role of the proximity of border regions in the level of development of the social-economic system, which accelerates cross-border cooperation and the effects of integration. Quantitative and qualitative assessments of the Programme prove the existence of insignificant short-term effects of cooperation between countries due to different levels of development of the border regions of Ukraine and Poland. The higher level of economic development of Poland’s regions has provided a comparative advantage in the implementation of projects in the framework of the Programme. The formation of a market model of Ukraine’s economy determines the implementation of projects in the social sphere, which in the long run will provide an influx of investment. The practical significance of the results lies in the possibility of using the results of the study in the development of cross-border cooperation programs within the concept of “cross-border regional innovation system”.

ABSTRAK Pemerintah Daerah Provinsi Banten mengembangakan Sistem Innovasi Daerah (SIDa) melalui pengembangan model klaster ternak domba dan kambing terpadu di Kampung Ternak Domba dan Kambing Cinyurup Kelurahan Juhut Kabupaten Pandeglang, 2012-2017. Tujuan dari penelitian ini adalah untuk mengevaluasi pelaksanaan RIS dalam rangka mendesain ulang model pengembangan klaster ternak untuk periode kedua 2018-2023 di Provinsi Banten. Metode penelitian menggunakan penelitian eksploratori dengan analisis deskriptif. Analisis menggunakan SWOT untuk menentukan implikasi beberapa variabel dijelaskan dan mendesain ulang model pengembangan cluster cattlle untuk periode kedua. Penerapan model klaster ternak berhasil dilaksanakan dengan meningkatkan nilai ekonomi dan mendorong peningkatan kesejahteraan bagi masyarakat. Model ini telah diadopsi di daerah lain di wilayah ini. Hasil analisis SWOT menunjukkan bahwa model klaster perlu memperluas pembangunan melalui memilih opsi strategis yang sesuai dengan mempertimbangkan semua masalah dan pemangku kepentingan yang terlibat melalui teknologi input, program mentoring, akses pinjaman dari lembaga pendanaan, peningkatan kapasitas manusia, dan strategi pendekatan campuran. Pemangku kepentingan perlu membangun komitmen, dan mempertimbangkan semua pemangku kepentingan yang terlibat dalam penerapan RIS untuk periode kedua.   Kata kunci: Model Pengembangan Cluster Ternak, Pengembangan Ekonomi Lokal, SIDa, Kabupaten Pandeglang     ABSTRACT The Regional Government of Banten Province Regional Government Regional Innovation System (SIDa) through the development of integrated sheep and goat cluster models in Cinyurup Sheep and Goat Livestock Village, Juhut Village, Pandeglang Regency, 2012-2017. The objective of the research is to evaluate the implementation of RIS in order to redesign a cattle cluster development model for second period 2018-2023 in Banten Province. Research method used exploratory research with descriptive analysis. Analysis using SWOT to determine the implication some variable described and redesign the model of cattlle cluster development for second period. The cattle cluster model adoption was successful implemented with increasing economic value and drive to improving welfare for the community. The model has been adopted in other area in this region.  The result of SWOT analysis indicate that the cluster model need extending development through choose appropriate strategic option considering all problem faces and stakeholder involved through input technology, mentoring program, loan access from funding agency,  improving human capacity, and  mixed approach strategies. Stakeholders need to build commitment, and deliberating all stakeholders involved on implementing RIS for second period.   Keywords: Cattle cluster development model, local economic development, SIDa, Pandeglang district

In the article, a comparative interregional and cross-border assessment of socio-economic development of the Transcarpathian region is conducted. The results of the study are based on an analysis of the level and dynamics of such key indicators of economic and social development of the region as GRP per capita, employment rate, unemployment rate, average monthly salary, etc. According to the results of interregional comparisons, the low level of efficiency of the economy but the positive dynamics of some indicators of the labor market of the Transcarpathian region was revealed. In particular, among the regions of Ukraine in 2013-2017, the region was 22nd in terms of GRP per capita and 19th in terms of employment. At the same time, by unemployment, it rose from 15th in 2013 to 10th in 2018, and the average monthly wage ranged from 20th to 7th, respectively. Cross-border comparisons showed a significant lag behind the Transcarpathian region from the neighboring regions of Poland, Slovakia, Romania and Hungary for all considered socio-economic indicators. Thus, in particular, according to the indicator of GRP per capita, this lag compared to the Kosice region (Slovakia) in 2017 was 11.4 times. The average monthly salary in Transcarpathian region is 4 times lower than in the neighboring Kosice and Presov regions of Slovakia and the Podkarpackie voivodship of Poland. The positive dynamics in the direction of reducing the above-mentioned gaps in the level of socio-economic development of the analyzed regions in 2017-2018 are revealed. In addition, a regional peculiarity has been identified – the Transcarpathian region and the regions it borders, lag substantially behind the countries they belong to by the level of socio-economic development. As a result, the conclusion is drawn that the results of the conducted inter-regional and transboundary assessment of the socio-economic development of the Transcarpathian region will facilitate the development of inter-regional and interstate programs and strategies for the development of the Carpathian transboundary region to eliminate the identified imbalances.

A small-world simulation model of a regional innovation system combining the strength of the intersubject relationship of the regional innovation system with the loosely coupled system is constructed. We use a simulation to observe knowledge flow within the regional innovation system under relationships of varying strength. The results show that when the relationship between the subjects of the regional innovation system reaches a certain strength, the system will exhibit high module independence and high network integrity, forming a loosely coupled system. The knowledge flow in the system exhibits the emergence of a fast flow rate, a high mean value and little variance. When relationship strength is at other levels, the emergence of knowledge cannot be identified.
