Radio propagation planning requires the use of propagation models in planning cell size as well as frequency assignment. This paper presents a comparative study of path loss predicted using COST 231 Hata model and ECC-33 model on received signal strength data collected from three deployed GSM networks at 1800MHz in Nigerian Institute for Oil Palm Research environment (NIFOR), Edo State, Nigeria. Based on the Mean Prediction Error (MPE) and Root Mean Square Error (RMSE) values obtained from the comparison, the COST 231 Hata model was tuned using the least square approach. The result obtained after tuning shows that for Network A; MPE andRMSE values reduces to 1.17 dB and 5.5dB. For Network B, MPE and RMSE values reduces to 2.26 dB and 7.16dB. While, for Network C; MPE and RMSE values reduces to 6.21 dB and 10.78dB. The results obtained show that the tuned COST 231 Hata model can be used for radio planning in the study environment as well as other environment with similar terrain profile. Keywords: Propagation model, Path loss, COST 231 Hata model, ECC-33 model, Least square tuning approach, MPE and RMSE

Sedangkan literasi keuangan memiliki pengaruh yang terhadap kinerja dan keberlangsungan sektor UMKM.Kata kunci: Inklusi Keuangan, Literasi Keuangan, Kinerja Bisnis, Keberlangsungan Bisnis, UMKMAbstract: Financial Inclusion and Financial Literacy on the Performance an Sustainability of the MSMEs. Excellent performance and sustainable business can be realized if there are strategic efforts. East Java, as one of the Province with a large number of MSMEs that have a great opportunity to improve the Indonesian economy. This study was conducted to analyze the effect of financial inclusion and financial literacy on the performance and sustainability of MSMEs in Surabaya. This research is a quantitative study with independent variables are financial inclusion (INKA) and financial literacy (LIKA), and the dependent variables are business performance (KIUS) and business continuity (KEUS). The sample in this study amounted to 113 MSMEs which were then analyzed using the Partial Least Square approach. this study concludes that financial inclusion has no effect on the performance and sustainability of MSMEs. while financial literacy has a influence on the performance and sustainability of MSMEs. Keywords: Financial Inclusion, Financial Literacy, Business Performance, Sustainability, MSMEs

The purpose of this study is to examine and analyse the effect of local governments’ ability on the relationship between budget turbulence and budget deviation. The study sample uses the regional budget (APBD) report and realization of a number of districts/cities throughout Indonesia encompassing the 2014-2017 period, while the analysis covers the period from 2015-2017. This study uses the least square approach with EViews analysis tool version 10 to test the hypothesis. Result of the study shows that budget turbulence has a positive and significant effect on budget deviation. The result also shows that the capacity of local governments can reduce the influence of budget turbulence on the budget deviation. Sensitivity tests using proxies of local governments not sampled by the main test also show consistent results. Finally, sensitivity test by area category proves that for the three categories, mainly western, central, and eastern Indonesia, the results are consistent with the main test results. The contribution of this study to the policies of the local governments is aimed to enhance efficiency of spending and increase productive spending to support the priority of government programs and encourage efficient, innovative and sustainable financing while maintaining the investment climate. Through several of these alternatives, the local government can overcome the conditions of resource instability that can threaten the effectiveness of the implementation of various programs.

The Bootstrap Statistical method is applied for estimating the accuracy of the convective heat transfer non linear correlation of AL2O3 nanofluid working as cooling fluid. The flow experiment considers laminar and turbulent regimen through an array of aluminum microchannels and millichannels heat sink, taking into account the Volume Fractions, Reynolds, Peclet and Prandtl numbers. The β’s parameters are estimated with nonlinear least square approach. StatGraphics® was used, considering the Gauss-Newton algorithm with Levenberg-Marquardt modifications for global convergence. Correlation for Nusselt number is presented and suggestions for future experimentation are presented in order to improve the accuracy of the regression.
