This study aims to find out the form of optimizing the supervision of the Southeast Sulawesi regional inspectorate on budget implementation during the Covid-19 pandemic and to find out the results of the Southeast Sulawesi Regional Inspectorate's supervision of budget implementation during the Covid-19 pandemic. The method used in this study used a qualitative descriptive method. The results of this study indicate that the optimization of the supervision of the Southeast Sulawesi Province Inspectorate on the implementation of the use of the Covid-19 budget, shows that the Inspectorate's supervision on the management of the Covid-19 budget is going quite well. This can be seen from the development of the results of the supervision carried out during the evaluation period until the follow-up, there was an increase in findings from 3 recommendations to 10 administrative compliances. The results of the Supervision of Refocussing and Reallocating the Regional Budget to the Southeast Sulawesi Provincial Government showed that at the evaluation stage carried out by the Inspectorate, there were still many administrative and material negligence carried out by the Southeast Sulawesi government. The results of the Supervision of the Implementation and Designation of Handling in the Health Sector, Social Sector, and the Handling Economic Impact Sector from the Aspects of Timeliness, Quantity, and Quality, still found negligence in the implementation, this resulted in several recommendations that needed to be followed up immediately.AbstrakPenelitian ini bertujuan untuk mengetahui bentuk optimalisasi pengawasan inspektorat daerah Sulawesi Tenggara terhadap pelaksanaan anggaran dimasa Pendemik     Covid-19 dan untuk mengetahui hasil pengawasan Inspektorat Daerah Sulawesi Tenggara terhadap pelaksanaan anggaran dimasa Pendemik Covid -19. Metode yang digunakan dalam penelitian ini menggunakan metode deskriptif kualitatif. Hasil penelitian ini menunjukan bahwa Optimalisasi pengawasan Inpektorat Provinsi Sulawesi Tenggara terhadap pelaksanaan penggunaan anggaran Covid-19, menunjukan bahwa pengawasan Inspektorat pada pengelolaan anggaran Covid-19 berjalan cukup baik. Hal ini, terlihatan  dari pengembangan  hasil pengawasan yang dilakukan pada masa evaluasi sampai pada tindak lanjut terjadi penambahan temuan dari 3 rekemndasi menjadi 10 kelalayan admnistrasi. Hasil Pengawasan Refocussing dan Realokasi APBD pada Pemerintah Provinsi Sultra menunjukan  bahwa pada tahapan evaluasi yang dilakukan Inspektorat masih banyak menemukan kelalaian secara administrasi dan materil yang dilakukan oleh pemerintah Sulawesi Tenggara. Hasil Pengawasan terhadap Pelaksanaan dan Peruntukan Penanganan Bidang Kesehatan, Bidang Sosial, dan Bidang Penanganan Dampak Ekonomi dari Aspek Ketepatan Waktu, Jumlah, dan Kualitas, masih ditemukan kelalaian dalam pelaksanaannya hal ini mengakibatkan beberapa rekomendasi yang perlu segera ditindak lanjuti.

Mitigation of the impact of disasters and increasing resilience represent an inseparable part of the competitiveness of regions that cannot be implemented without a necessary resource framework. The paper focuses on the issue of financing individual phases of disaster management at the level of regions in the Czech conditions. The article is based on the assumption that public authorities do not systematically plan funds for dealing with crisis situations in the expenditure part of the budget, thereby not supporting the structural and functional conditions of territorial attractiveness, security and sustainability. The aim of the article is to propose a unique calculation of the minimum fund allocation for individual phases of disaster risk reduction at the regional level. The calculation concept is based on the value of the property owned by the region, the number of crisis situations predicted in the region, the number of crisis situations predicted in the Czech Republic, the administrative territory of the region and the total expenditures of the regional budget. The article presents a specific national approach to the public fund allocation to the individual disaster risk management phases, providing competitive administration and progressive and resilient development of the region. Based on the originally elaborated calculation, a comparative analysis of the expenditure part of 13 regional budgets for the 2013– 2019 period was performed. The premise on the insufficient financing of disaster management was confirmed, although the Crisis Management Act imposes this obligation. The results showed that the most underfunded area was the implementation phase.

The article focuses on sustainable tourism in the protected landscape area of the Moravian Karst. Participants in the research included municipalities, stakeholders in the field of tourism, residents, and visitors. The Moravian Karst (CHKO) is an example of a preserved landscape area that managed to combine environmental protection and tourism. Visits to caves prevail; however, visitors do not limit their activities to this type of tourist attraction. They also visit other natural as well as cultural sights. Most municipalities think that the existence of the Moravian Karst CHKO positively influences the development of tourism. They appreciate new jobs and the inflow of finance from the regional budget.

This article provides an overview of the budget of the Kemerovo region - Kuzbass as of 01.01.2021, as well as the adopted law on the budget of the Kemerovo region - Kuzbass for the planning periods from 2022 to 2024. The analysis revealed an underperformance of the budget, noted the absence of significant changes in parameters the regional budget adopted for execution in 2022 and calculated for the period 2023-2024. The action of the reasons influencing the result of budget execution in the planning period was also established.

One of the most pressing issues in financial law is the determination of the place of expenditure obligations for the social sphere in the structure of the regional budget. Expenditure obligations of a social orientation are legally fixed in the Budget Code of the Russian Federation, as well as in the legal acts of the subjects of the Russian Federation regulating budget relations for the financial year and the planning period. The analysis of the content characteristics of expenditure obligations in the social sphere and the practice of their consolidation in regional budgets, indicates the priority nature of their financing, as indicated by both conducted sociological studies and developed and tested methods, in particular, the assessment of the elasticity of expenditures on budget revenues.

Penelitian ini bertujuan untuk mengetahui dan menganalisis: 1) Kualitas penyelenggaraan Ranperda pada DPRD Kabupaten Pangkep. 2) implementasi penyelenggaraan Ranperda pada DPRD Kabupaten Pangkep. Metode penelitian ini menggunakan metode kualitatif dengan tipe deskriptif. Penelitian dilakukan pada DPRD Kabupaten Pangkep. Hasil penelitian menunjukan bahwa: 1) Kualitas penyelenggaraan Ranperda pada DPRD Kabupaten Pangkep bahwa dengan adanya tujuan sebagai dasar hukum bagi APBD (Anggaran Pendapatan dan Belanja Daerah), melaksanakan perintah peraturan perundang-undangan yang lebih tinggi, menambah pendapatan pemerintah daerah, dan meningkatkan kesejahteraan masyarakat khususnya masyarakat di Kabupaten Pangkep. Kejelasan strategi yang ditunjukkan dengan langkah-langkah penyelenggaraan Ranperda dalam pengusulan Ranperda, pembuatan naskah akademik melibatkan pihak ketiga yang di dalamnya terdapat orang-orang ahli, uji publik dalam rangka melihat respons masyarakat, pengajuan Ranperda untuk dibahas di DPRD, pengesahan Ranperda menjadi Perda, dan Sosialisasi Perda (Sosper). Penyusunan program dalam penyelenggaraan Ranperda dengan adanya pembahasan Ranperda melalui Bapemperda (Badan Pembentukan Peraturan Daerah), Panitia Khusus (Pansus), dan gabungan dari beberapa komisi di DPRD Kabupaten Pangkep. Ketersediaan sarana dan prasarana penyelenggaraan Ranperda dalam hal dana anggaran masih kurang maksimal sehingga menjadi faktor yang menghambat dalam penyelenggaraan Ranperda. 2) Implementasi penyelenggaraan Ranperda pada DPRD Kabupaten Pangkep dideskripsikan bahwa komunikasi ditinjau dalam tiga aspek yaitu: (1) transmisi dilakukan dalam bentuk uji publik dan sosialisasi Perda yang bertujuan menginformasikan kepada masyarakat terkait adanya Ranperda yang akan dibahas dan ditetapkan menjadi Perda, (2) pemberian kejelasan juga dilakukan dalam bentuk uji publik dimana melalui uji publik, masyarakat memperoleh informasi yang jelas terkait adanya Ranperda, dan (3) konsistensi ditunjukkan dengan adanya pelaksanaan penyelenggaraan Ranperda berdasarkan perintah UU No. 12 tahun 2011 tentang pengembangan undang-undang dan pedoman. This study aims to determine and analyze: 1) The quality of the implementation of the Ranperda at the Pangkep Regency DPRD. 2) implementation of the implementation of the Ranperda at the Pangkep Regency DPRD. This research method uses a qualitative method with a descriptive type. The research was conducted at the Pangkep Regency DPRD. The results of the study show that: 1) The quality of the implementation of the Ranperda at the Pangkep Regency DPRD is that with the aim of being the legal basis for the Regional Budget (Regional Revenue and Expenditure Budget), carrying out higher laws and regulations, increasing local government revenue, and improving people's welfare. especially people in Pangkep Regency. The clarity of the strategy shown by the steps for implementing the Ranperda in proposing the Ranperda, making an academic manuscript involving third parties in which there are experts, public testing in order to see the community's response, submitting the Ranperda to be discussed in the DPRD, ratification of the Ranperda into a Perda, and Socialization of Regional Regulations (Sosper). Preparation of the program in the implementation of the Ranperda with the discussion of the Ranperda through the Bapemperda (Regional Regulation Formation Agency), the Special Committee (Pansus), and a combination of several commissions in the Pangkep Regency DPRD. The availability of facilities and infrastructure for the implementation of the Ranperda in terms of budget funds is still less than optimal so that it becomes a factor that hinders the implementation of the Ranperda. 2) Implementation of the implementation of the Ranperda at the Pangkep Regency DPRD describes that communication is reviewed in three aspects, namely: (1) the transmission is carried out in the form of a public test and dissemination of the Perda which aims to inform the public regarding the existence of a Ranperda that will be discussed and stipulated as a Regional Regulation, (2) granting Clarity is also carried out in the form of a public test where through a public test, the public obtains clear information regarding the existence of a Ranperda, and (3) consistency is shown by the implementation of the implementation of a Ranperda based on the order of Law no. 12 of 2011 concerning the development of laws and guidelines.

<p>The release of greenhouse gases (GHG) like CH<sub>4</sub> into the atmosphere plays a key role in driving the climate change. With the optimization of atmospheric chemistry climate models, the accuracy in assessing future scenarios is improved, which is an important factor in our efforts to mitigate climate change.</p> <p>Within this work we introduce the WALLACE workflow, a method for the quantification and adjustment of wrong or missing emissions in well-established GHG-inventories, which are used as input data in atmospheric chemistry transport or climate models. The overall goal of WALLACE is to highlight emission hotspots and it therefore includes spatiotemporal proxy data and a selection algorithm. For the North Sea as a show case region we apply WALLACE to quantify methane emission fluxes of oil and gas platforms. The adjusted emissions are implemented as pointsources into our model and idealized simulations are performed to derive their impact on the spatial distribution of methane and its global and regional budget. Additionally, we take a look at the anti-correlation between methane and its main sink in the atmosphere, the hydroxyl radical (OH), which is implemented as a simple OH-chemistry mechanism into the model. This work makes a new and innovative contribution to achieve an accurate quantification of environmentally harmful gases – in particular CH<sub>4</sub> - that drive man-made climate change.</p> <p>In conjunction with WALLACE we use the global model ICON-ART (ICOsahedral Nonhydrostatic model - Aerosols and Reactive Trace gases). ART is an online-coupled model extension for ICON that includes chemical gases and aerosols. One aim of the model is the simulation of interactions between the trace substances and the state of the atmosphere by coupling the spatiotemporal evolution of tracers with atmospheric processes, thus testing the impact of WALLACE-adjusted emissions on the CH<sub>4</sub> distribution in the atmosphere.</p>

Slum-free Urban Program (KOTAKU) is arranged by the Directorate General of Human Settlements, Presidential Regulation Number 2 of 2015, which instructs the development and expansion of urban regions by handling the residential environment's quality. The research shows that Binjai City has 21 Urban Villages included in the slums residential area. They are Tanah Merah, Bhakti Karya, Tanah Seribu, Puji Dadi, Binjai Estate, Rambung Barat, Rambung Timur, Timbang Langkat, Sumber Mulyorejo, Sumber Karya, Bandar Sinembah, Limau Mungkur, Paya Roba, Suka Maju, Suka Ramai, Tangsi, Satria, Berngam, Pekan Binjai, Damai, and Cengkeh Turi. The KOTAKU program gets its fund from the Kotaku program, Regional Budget (APBD), and communities' funds to manage the program. In this research, the methodology used was the descriptive method using a qualitative approach to focus on the current issues or phenomena during the research. The research shows the decrease of slums residential area from 315.6 Ha to 224.57 Ha. The implementation of the KOTAKU program has a resistor factor: the lack of socialization from the government regarding the program and the lack of community participation in the development process. This research concludes that the implementation of the KOTAKU program in Binjai City has corresponded to the local people requirements, and it creates a decrease of residential slums area to 30%. This research provides a recommendation: the government needs to make more socialization regarding the program and conduct direct coordination to the community to increase people's participation to run the KOTAKU program. The suggestion for future research is to conduct a bottom-up strategy so that many people are actively involved in the program

ABSTRAK Peran strategis ASN dalam menjalankan tugas pelayanan publik memerlukan manajemen ASN berbasis sistem merit. Di tengah pandemi Covid-19 dan defisit anggaran, disertai besarnya biaya pengembangan kompetensi ASN, jika dihubungkan dengan keterbatasan anggaran, banyak pengembangan kompetensi ASN di Provinsi Sulawesi Selatan yang tidak terlaksana. Penelitian ini bertujuan untuk memberikan alternatif kebijakan pengembangan kompetensi ASN di Provinsi Sulawesi Selatan yang tidak dapat dilaksanakan. Metode penelitian yang digunakan yakni penelitian kualitatif, dimana menekankan pada aspek pemahaman secara mendalam terhadap suatu masalah dan teknik pengumpulan data yang digunakan yaitu, observasi dan dokumentasi. Penelitian ini menggunakan Metode analisis Fishbone Diagram (diagram tulang ikan) yaitu diagram sebab-akibat yang dapat menjadi penyebab lahirnya suatu kebutuhan. Pengembangan kompetensi di daerah belum sepenuhnya terlaksana secara maksimal. Dengan kebutuhan ketersediaan anggaran yang besar (biaya tinggi) dalam pengembangan kompetensi secara klasikal, cenderung jenis pengembangan kompetensi lainnya tidak dapat dilaksanakan. Dari hasil penelitian, alternatif kebijakan yang diberikan terkait pengembangan kompetensi ASN yaitu dengan metode E-learning, metode tersebut merupakan smart solution pada kondisi saat ini, karena pengembangan kompetensi dengan metode E-learning dapat dilaksanakan dengan biaya murah/low cost training (LCT), sehingga ketersediaan anggaran daerah (APBD) tidak menjadi faktor penghambat dan efektif dari segi waktu dan ruang, sehingga perencanaan pelatihan yang telah disusun dalam Analisis kebutuhan pelatihan lingkup Pemerintah Provinsi Sulawesi Selatan dapat dilaksanakan secara berkesinambungan dan terpenuhinya kompetensi ASN sesuai dengan kualifikasi yang diinginkan organisasi serta tentunya menjadi acuan dalam pelaksanaan low cost training sebagai sebuah tantangan untuk diimplementasikan, bukan ‘angan’ semata Kata Kunci: ASN, Reformasi Birokrasi, Pengembangan Kompetensi, Rekomendasi Kebijakan   ABSTRACT The strategic role of ASN in carrying out public service tasks, government tasks and development tasks requires ASN management based on a merit system. In the midst of the Covid-19 pandemic and the budget deficit, accompanied by the large cost of developing ASN competencies, if it is associated with budget constraints, many ASN competency development in South Sulawesi Province has not been implemented. The purpose of this study is to provide an alternative policy for developing ASN competence in South Sulawesi Province which cannot be implemented. The research method used in this study is a qualitative approach, emphasizing the aspect of in-depth understanding of a problem and the data collection techniques used, namely, observation and documentation. This study uses the Fishbone Diagram analysis method (fishbone diagram), which is a cause-and-effect diagram that can be the cause of the birth of a need. Competency development in the regions has not been fully implemented optimally. With the need for a largebudget (high cost) in classical competency development, it is likely that other types of competency development cannot be implemented. From the results of the study, the alternative policy given related to the development of ASN competencies is the E-learning method, this method is a smart solution in current conditions, because competency development with the E-learning method can be carried out at low cost / low cost training (LCT), so that the availability of the regional budget (APBD) does not become an inhibiting factor and is effective in terms of time and space, so that the training planning that has been prepared in the analysis of training needs for the South Sulawesi Provincial Government can be carried out continuously and the competence of ASN is fulfilled in accordance with the qualifications desired by the organization and of course become a reference in the implementation of low cost training as a challenge to be implemented, not just a 'wish' Keywords: ASN, Bureaucratic Reform, Competence Development, Policy Recommendations

This research aims to determine the factors affecting human development index (HDI) in regency/city in Indonesia. Based on data from BPS (Statistics Indonesia), human development index (HDI) of each regency/city in Indonesia has a heterogeneous achievement value from the low, middle to high categories of HDI. This indicates that there are still underdeveloped areas and inequality in human development in Indonesia. Meanwhile, regional government expenditure on education, health, and economic functions tends to increase considerably each year. The methods used were panel data regressions with time series data from 2011-2017 and cross section data of 465 regencies/cities in Indonesia. Econometrics results show variables that have significant positive effect on HDI, which are regional government expenditure on education function, health function, economic function, GRDP (Gross Regional Domestic Product), education infrastructure (number of junior high schools), health infrastructure (number of community health center), and BPK (The Audit Board of Indonesia) opinion. While poverty has negative effect, infrastructure (road length) has no effect. To avoid inequality from affecting human development in Indonesia, the government role to prioritize human development in regency/city with HDI achievement values that are still low or underdeveloped is necessary. These contributions can be made by prioritizing expenditure on health, education, and economic functions in the regional budget.
