AbstractObjectiveWe conducted a content analysis of public comments to understand the key framing approaches used by private industryv. public health sector, with the goal of informing future public health messaging, framing and advocacy in the context of policy making.DesignComments to the proposed menu-labelling policy were extracted from Regulations.gov and analysed. A framing matrix was used to organize and code key devices and themes. Documents were analysed using content analysis with Dedoose software.SettingRecent national nutrition-labelling regulations in the USA provide a timely opportunity to understand message framing in relation to obesity prevention and policy.SubjectsWe examined a total of ninety-seven documents submitted on behalf of organizations (private industry,n64; public health,n33).ResultsPublic health focused on positive health consequences of the policy, used a social justice frame and supported its arguments with academic data. Industry was more critical of the policy; it used a market justice frame that emphasized minimal regulation, depicted its members as small, family-run businesses, and illustrated points with humanizing examples.ConclusionsPublic health framing should counter and consider engaging directly with non-health-related arguments made by industry. Public health should include more powerful framing devices to convey their messages, including metaphors and humanizing examples.

The article provides an analysis of the transition of antidoping policy from a series of relatively discrete processes, confined to individual sports, events, or countries, to a global policy that comprises a complex network of relationships involving governmental and nongovernmental organizations. Regime theory is used to examine the nature of the policy process at the international level, focusing particularly on the difficulties of defining the objective of harmonization and of achieving compliance. The characteristics of the regime are identified, and issues of resource dependence, capacity building, verification of compliance, and the increasing centrality of government to policy implementation are examined. Despite the constant risk of defection and the tensions within the regime, the conclusion is drawn that the regime should not be deemed ineffective. Increasing effectiveness, however, is likely to occur at the cost of progressive marginalization of sports organizations.

This chapter describes the role of the Swedish parliament, and parliamentary committees in particular, in the policy-making process. The role depends on the parliamentary situation: whether there is a majority government or minority government in power. In essence, the chapter shows that Parliament mainly approves governmental bills and seldom initiates legislation. It is an arena for both political conflict and consensus. Political negotiations between governmental parties and opposition parties occur in which the opposition has influence on parliamentary decisions in the policy process. Due to increased conflict between the two blocs in Swedish politics, the importance of the committees as grounds for negotiating compromises has, however, decreased.

The first half of this chapter examines the implications of these findings for our understandings of several areas of the poor laws: local ideas and policy transfer, national legislation and policy-making. The second half of the conclusion focuses on the influences upon the development of the poor laws. It examines the role of stakeholders and key actors, each with distinct roles in the policy process across both the old and New Poor Law eras. The chapter finishes by discussing more broadly how the policy process approach can be applied to understand reform and innovation in the broader field of social and public policy.

E-government discourse implicates state-produced Websites to enable opportunities and citizen spaces on policy issues, subject to demands to be inclusive, engaging, and free from commercial interests. Policy-making for a global issue like climate change takes place at the inter-governmental United Nations Climate Change Conference (UNCCC). It becomes critical to examine if and how the governments hosting this restrictive global policy-making space may engage citizens through their online presence—host country conference outreach Websites. The chapter explores relational underpinnings between states and citizens in such Websites by examining the values privileged by designers using mixed methods. Among UNCCC Websites from 2007 to 2009, the Danish government Website's enhanced features may have contributed to potential inclusivity for the inter-governmental process online compared to previous government's efforts. However, findings have shown such interactive Website's inherent design aspects may potentially shape the manner that climate conversations are limited in an assumed democratized space online.

This chapter introduces the section on policy-making in Sweden. It starts from the observation that, at least for outside observers, Swedish policy-making has been portrayed as a rational process. Two features of Swedish policy-making have been particularly important for the emerging of the idea of a consensual and rational process. The first, and most well known, is the corporatist policy-making style, and the second feature is the commissions of inquiry and referral systems. Two other important characteristics of the Swedish policy process concern coordination and the creation of party-political support. The chapters in this section describe these four features of the Swedish policy-making process and pay special attention to changes over time.

This chapter examines the European Union’s policy-making process with a comparative perspective. It outlines the stages of the policy-making process (agenda-setting, policy formation, decision-making, implementation, and policy feedback) and considers the prevailing approaches to analysing each of these stages. It also shows how these approaches apply to studying policy-making in the EU. Themes addressed in this chapter include policy-making and the policy cycle, the players in the policy process, executive politics, legislative politics, and judicial politics. The chapter argues that theories rooted in comparative politics and international relations can help elucidate the different phases of the EU’s policy process. It concludes by explaining why policy-making varies across issue areas within the EU.
