The effort to put good governance in development in Indonesia is basically not new. Since the Reformation, the transformation of closed government into an open government (inclusive) has begun to be pursued. Highlighting the conflicts in the land sector that tend to strengthen lately, there are some issues that have intensified conflicts in the field, such as the lack of guaranteed land rights in various legal and policy products. In this paper, a descriptive method is considered important in identifying the applicable issue and methodological framework for addressing governance issues in Indonesia. To reduce such agrarian conflicts between farmers and the government, and as an effort to increase farmers' income, all farmers are incorporated into agricultural cooperatives. Agricultural cooperatives are structured down to the National Level. Thus, farmers participate in good access to the marketing of agricultural produce.Keywords:good governance, agrarian conflict, agricultural cooperative

The nature of liberalism was at the heart of the political debate surrounding the first Irish Home Rule bill in Edinburgh. The rhetoric of the campaign was dominated by the fight for the ownership of liberalism, and it was pivotal for all the candidates standing in Edinburgh to present themselves as liberals, and to define their stance on the Irish question by associating it to a core value of liberalism. Democracy and the protection of minorities were the two values used to justify the candidates’ stances on Irish Home Rule, and the perceived threat of Irish Catholicism was often the focus of the associated arguments. The discourse that resulted from this justification centred on a fight to define the essence of liberalism. Therefore, the Irish Home Rule debate in Edinburgh demonstrates that the Liberal split was more nuanced than the traditional assessment of a Whig versus Radical split. Instead, the debate on the Irish question signified the struggle of liberalism.

The objectives of the research were to describe the types of speech acts used in televised political debates of governor candidates of North Sumatera, to derive the dominant type of speech acts used in televised political debates of governor candidates of North Sumatera and to elaborate the way of five governor candidates of North Sumatera use speech acts in televised political debates. This research was conducted by applying descriptive qualitative research. The findings show that there were only four types of speech acts used in televised political debates, Debat Pemilukada Sumatera Utara and Uji Publik Cagub dan Cawagub Sumatera Utara, they were assertives, directives, commissives and expressives. The dominant type of speech acts used in both televised political debates was assertives, with 82 utterances or 51.6% in Debat Pemilukada Sumatera Utara and 36 utterances or 41.37% in Uji Publik Cagub dan Cawagub Sumatera Utara. The way of governor candidates of North Sumatera used speech acts in televised political debates is in direct speech acts, they spoke straight to the point and clearly in order to make the other candidates and audiences understand their utterances.   Keywords: Governor Candidate; Political Debate; Speech Acts

A pillar of African emergence and an important issue of political debate that is central to regional integration, free movement is however not yet acquired in Central Africa. Yet a glance at the pre colonial history invites us to believe that Central Africa has been an area of free movement. The recognition of a right that cannot be realized only by an agreement leads to the Central African states pledging to work together in the context of regional integration by recognizing their citizens' right to full mobility. This contribution highlights the efforts, challenges and prospects of free movement in Central Africa by reference to the African Union framework, and asks if the legal and institutional framework of free movement in Central Africa has led to the emergence of a social policy supportive of free movement at the sub regional level. Spanish La libre circulación de personas es un pilar del África emergente, un tema importante en el debate político, un punto central de la integración regional, y sin embargo todavía intangible en África Central. No obstante, una mirada a la historia precolonial nos invita a pensar que África Central ha sido un espacio de libre circulación. El reconocimiento de un derecho que no puede realizarse sólo por un acuerdo, conduce a que los Estados de África Central se comprometan a trabajar juntos en el marco de la integración regional para reconocer el derecho de sus ciudadanos a la movilidad total. Esta contribución destaca los esfuerzos, desafíos y perspectivas de la libre circulación en África Central en referencia con el marco de la Unión Africana, y se pregunta si el marco legal e institucional de la libre circulación en África Central ha llevado a la aparición de una política social que apoye la libre circulación a nivel subregional. French Pilier de l'émergence de l'Afrique, enjeu des débats politiques et de l'intégration, la libre circulation n'est pas encore un acquis en Afrique Centrale. Pourtant, un regard porté sur l'histoire précoloniale nous invite à croire que l'Afrique centrale a été un espace de libre circulation. La reconnaissance d'un droit ne pouvant se faire que par l'objet d'un accord, les États d'Afrique Centrale se sont engagés dans le choix d'une histoire à réaliser ensemble dans le cadre de l'intégration, en consacrant dans des pactes communautaires la pleine mobilité de leurs ressortissants. Cette contribution met en évidence les efforts, défis et perspectives de la libre circulation en Afrique centrale par référence au cadre de l'Union africaine, et pose la question de savoir si le cadre juridique et institutionnel de la libre circulation en Afrique centrale a conduit à l'émergence d'une politique sociale en faveur de la libre circulation au niveau sous régional.

The welfare reform law of August 1996 signed by President Bill Clinton put an end to immigrants’ eligibility of federal means tested entitlements. The rollbacks on welfare are the most drastic for older, low-income Asian immigrants who are on Supplemental Security Income. The article’s focus is in on national Asian American organizations who are involved in this political debate. The central question discuss is how did national Asian American organizations characterize and affect the 1996 federal welfare reform and immigrant debate. The selection of organizations that was studied and the findings of that investigation, along with the assessment of its effectiveness and the resources barriers they face are discussed.
