The effort to put good governance in development in Indonesia is basically not new. Since the Reformation, the transformation of closed government into an open government (inclusive) has begun to be pursued. Highlighting the conflicts in the land sector that tend to strengthen lately, there are some issues that have intensified conflicts in the field, such as the lack of guaranteed land rights in various legal and policy products. In this paper, a descriptive method is considered important in identifying the applicable issue and methodological framework for addressing governance issues in Indonesia. To reduce such agrarian conflicts between farmers and the government, and as an effort to increase farmers' income, all farmers are incorporated into agricultural cooperatives. Agricultural cooperatives are structured down to the National Level. Thus, farmers participate in good access to the marketing of agricultural produce.Keywords:good governance, agrarian conflict, agricultural cooperative

ABSTRACTThe aim of this essay is to re-examine the government of the southwest of England in the 1530s in the light of Dr M. Robertson's essay in The Historical Journal (December 1989). Drawing on her research on Thomas Cromwell's political affinity, Dr Robertson argued that Cromwell ‘managed’ southwestern government very effectively through a system of patronage of leading local officeholders. In this essay, this thesis is challenged in two ways using research into southwestern government from a provincial perspective. Firstly, by identifying the officeholding elite of the province, examining its recruitment and tracing its activities, the practical limitations on Cromwell's power and freedom to manoeuvre in his dealings with local government are highlighted. The conclusion follows that it was, in practice, beyond Cromwell's competence to ‘manage’ southwestern government. Secondly, it is argued that ‘management’ from the centre was, in any case, potentially at least, inimical to good governance in this period because it denied local governors the scope for pragmatism and flexibility of action which were essential to effective local policing. Thus, the essay also takes issue with Professor Elton's thesis that Cromwell's revolutionary handling of local government was the key to the successful enforcement of the Reformation in the 1530s.

The purpose of this research is to describe the role of the clerics to actualize good governance concept in the development of Makassar City. Therefore, clerics are not merely issuing “fatwas” (religious advises) for the sake of society, but also, clerics can also play a role in development process. The method applied in this research is a descriptive method. While the approach applied is a qualitative method because the issues that are studied are phenomenological. The results show that the role of clerics is optimal in actualizing good governance concept in Makassar City development process. The role and function of the clerics can be represented as a community counselor in line with the government's role as servant and protector of society. Moreover, the policy taken by the government has been supported by all the clerics in actualizing development programs for the mutual good of the societies. In making strategic decisions, clerics sometimes contribute and suggestions to the government to improve social support of that decision

The rejection of potential leaders who are not from the same group can affect national-level political stability. To avoid that, the government formed BPIP or Agency of Pancasila Ideology Education with the task of protecting the ideology of Pancasila. This research aims to analyze the formation of BPIP with research subjects of 7 teachers who teach PPKn at 7 Madrasyah Aliyah (Islamic Senior High Schools) of Bagan Sinembah subdistrict. In order to answer the problem formulation, the researchers use a qualitative descriptive method with research instruments using interviews, observation, and questionnaires and then analyze it using the Liker scale to reach conclusions. The results of data analysis conclude that teachers who teach Pancasila and Citizenship Education subject support the formation of BPIP initiated by the government that continue to improve its performance to maintain the Pancasila ideology. Or otherwise, it can have a major impact on social disintegration.

One manifestation of good governance is the availability of infrastructure that providing information and take into account of people's expectations, so that it can be used to improvethe performance of government services. Basically, public has the right to use the complaints media if the performance of the government is not in line with public prospects. By giving an example of complaints managements and policiesthat are applied in the city of Bekasi as a benchmark that can be copied or replicated in other agencies. This study utilize exploratory descriptive method that link with regulationin order to explain the complaint in a straightforward and structured. Bekasi city has packed a system of provision of information and public complaints by utilizing technology which is the website and the SMS center. In addition, to support the success of the public services, Bekasi provides clear rules related to the provision of information and public complaints, and organizingtransparency complaint data and simple management. Kota Bekasi telah mengemas suatu sistem pelayanan penyediaan informasi dan pengaduan masyarakat dengan memanfaatkan sarana teknologi yaitu situs web dan sms center.Selain itu, untuk menunjang keberhasilan pelayanannya, kota Bekasi memberikan aturan yang jelas terkait pemberian informasi dan pengaduan masyarakat, dan melakukan transparansi data pengaduan serta manajemen yang sederhana. The Government of Bojonegoro Regency was an Indonesia representative in Open Government Partnership (OGP) of Subnational Government Pilot Program. This achievement raised new energy to implement openness in rural government. This policy was also in line with Rural Law. Mean while, to implement government openness, the use of e-Government was highly prioritized. By e-Government, the governance would be effective and efficient. However, only one of 419 villages in Bojonegoro succesded in implementing government openness, that was Pejambon Village. This village won the best website in East Java in 2016 and 2017. There after, it took the first place as the most informative and transparant village in national level in 2018. This research uses qualitative descriptive research methods. The results show that in general the success of E-Government implementation in the open government in Pejambon village is influenced by three main factors. First governing factors that include vision, leadership, and funding. Second, organizational factors that include policy, human resources, and collaboration. Third, technical factors that include IT infrastructure and IT standars. However, there are some indicators that need to get attention and improved by the village government of Pejambon, namely Funding, human resources, and IT infrastructure. If not immediately handled seriously, the future will impede the implementation of open government in Pejambon village.Keywords: Open Government, Succes Factors, e-Government, Grassroots, Village

The development policy in the reformation era gives priority to the paradigm of human development that puts people as the development actors and places local economy as a vehicle for community welfare. However, the government policy as stated in the national budget precisely contradicts with the role of government that should create the community welfare. This study uses the qualitative approach by using historical and verstehen methods. The management of the national budget shows the existence of the government's role in regulating the sources of general revenue and expenditure budget. The practices of the state financial management used for development purposes to create the public welfare have been conducted since the time of Prophet Muhammad. The management of the national budget in the reformation era uses performance-based budget structure that aims to improve the performance of government with good governance that requires the effectiveness, efficiency, transparency, and accountabilicy in its management. However, the abuse of the budget in the form of corruption still occurs in the management of this national budget. Key words: National Budget, Budget-Politics, Corruption, Islamic Economy.

Evolution experienced by the various concepts of governance ranging from good governance, sound governance, dynamic governance, to open government is a concept of the reference that is considered able to manage governance activities properly. The concept governance of anything adopted implies to reject various forms of government based on the activity of authoritarian activity, corruption, collusion, and nepotism that would open up opportunities for other evil actions in the carry out the activity of the government. The focus of the research objectives is trying to contribute knowledge by exploring theoretical conceptual from different scientific literature because it is not necessarily the concept of governance adopted and successfully implemented at the place differently. This research article is a synthesis of qualitative research, using the research method of meta-theory (the analysis of theory). This study seeks to identify all existing written evidence concerning the themes of research, produce a variety of studies are systematically used to develop and examine the theory has ever produced. The results of this study reveal the evolution of governance occurs due to a new thought to fill the lack of a concept that has been there before. Other results are also revealed that the concept of governance has a digest and refer to the innovation of the government. The concept of governance of this will be meaningless when run by people with the low quality of human resources, not smart, and it is not agile.

Cooperative Societies are grass root organization of group of people united with collective responsibilities to meet their common economic, social and cultural needs which run with philosophy of self-reliance and mutual help. It helps in agricultural development supporting critical inputs supply (seeds, fertilizer, pesticides, credit), storage facilities like Go downs, agro processing facilities and marketing the agro produce.  Since 1904, the cooperative moment took stardom and the five year plans and Government legislation have integrated them into the policies for self-reliant rural growth and development. Agricultural cooperative societies dealing with inputs and credit disbursement, processing cooperatives such as Sugar Cooperatives, Dairy cooperatives etc. flourished with their consumer products whereas KRIBHCO, IFFCO became successful large cooperatives in marketing their fertilizers to their farmer members and outsiders act as a business enterprise. Status of Primary Agricultural Cooperatives Societies (PACS) reveals 19% of total PACS potentially viable, 49% running in profit, 45% small farmers’ borrower from societies. Several challenges like lack of professionalism, lack of infrastructure, political interference, nepotism, unawareness of members, meager shareholding, overdependence on financing agencies for credit, poor recovery are hindering the sustainability of societies. Certain restructuring with policy intervention like reducing state control, increased professionalism, good governance, raising share capital, quality assurance with competitive product & service, multi-purpose support system, will act as vibrant social enterprise with public trust as Government sector initiative  in the locality converged with other agencies.

AbstractDespite a lack of a national legislation that mandates open government information in the People's Republic of China, each major government branch has taken proactive efforts to make primary legal information issued within their power available to the public. A close examination of Chinese official legal information portals on the national level reveal issues such as a lack of uniformity and a lack of access to authenticated primary legal information. This article, by Xiaomeng Zhang1, proposes a solution that would not only offer more consistent guidelines for the government but would empower the public to assert their right to primary legal information more powerfully and effectively.

Reform is a step taken by the government, one of which is in the area of local government financial management funds. Demands for the creation of good governance that has become the will of most people in achieving the goals and ideals of the nation and state. Accountability philosophically arises because of the power in the form of mandates / mandates given to someone to carry out their duties in order to achieve a certain goal by using existing supporting facilities. This study aims to analyze whether the system and procedures for implementing PAD receipts in the Regional Tax and Retribution Management Board of Manado City are adequate. The method of analysis used in this study is descriptive method. The results of this study indicate that the system and procedures for cash receipts carried out by the Regional Tax and Retribution Management Board of the City of Manado are in accordance with the systems and procedures contained in PERMENDAGRI 59 of 2007 for cash receipts, especially in regional taxes and leviesKeywords : Systems and Procedures, Cash Receipts, Local Revenue, Tax Management and Retribution Board of the City of Manado, PAD.
