The Office of U.S. Foreign Disaster Assistance (OFDA) was created in 1964 to provide emergency nonfood humanitarian assistance in response to international crises and disasters, in order to save lives and alleviate human suffering and to reduce the economic impact of those disasters. The office operates under the overall mandate of the U.S. Agency for International Development (USAID), which is to provide “economic, development and humanitarian assistance around the world in support of the foreign policy goals of the United States.”1 OFDA coordinates relief efforts for the U.S. government, and funds relief efforts by UN humanitarian agencies, private nongovernmental organizations (NGOs), and other international organizations.

This article sheds light on the role of foreign direct investment as an instrument for economic development and, in turn, for the advancement of U.S. foreign policy goals during the Cold War. From the earliest days of the Cold War, and especially after the U.S.-Soviet competition for influence in the developing world began in the 1950s, the United States sought to promote private enterprise on behalf of U.S. goals. In the late 1940s and early 1950s, U.S. officials believed that foreign investment would suffice to fuel international development, obviating the need for official development assistance. These hopes, however, were largely disappointed. On the one hand, U.S.-based multinational companies preferred to invest in the industrial world; on the other hand, some Third World governments were uninterested in promoting private enterprise rather than state-led development. In part because foreign investment did not meet expectations, the U.S. government ended up elaborating an official foreign aid program instead.

The Philippines’ humanitarian norms and frameworks have evolved from focusing on humanitarian assistance and disaster relief to more pro-active disaster preparedness, enhancing community resilience and empowered participation of local and grassroots actors. The US-Philippines security alliance has evolved in line with these developments and needs to be understood more holistically and not be limited to providing humanitarian assistance and disaster relief through sending foreign military assets in times of disasters. This article argues that the non-traditional aspect of the US-Philippines bilateral alliance is not intended to underplay the role of the US military, but highlights the importance of the private sector, humanitarian NGOs, and the US Agency for International Development (USAID) in deepening and broadening the security alliance.

This chapter explores the National Council of Negro Women's (NCNW) international work, focusing especially on NCNW's postwar work for human rights and its later formation of an international division in the 1970s. In 1973 Congress passed the Percy Amendment to the U.S. Foreign Service Act that pushed the U.S. government to ensure that women were beneficiaries of international development projects. In this climate, NCNW won $1.7 million dollars in funding from the United States Agency for International Development (USAID) between 1975 and 1985. The U.S. government saw the women of the NCNW, as a black American women-led nonprofit organization, as the "natural allies" of women of African descent worldwide. With this money, the NCNW first hosted a concurrent conference for women of African descent at the International Women's Year conference in Mexico City, established an international division, and tried to create international poverty programming like it had in Mississippi.

Established in 1889, the United States Public Health Service Commissioned Corps (Corps) is one of the seven uniformed services and is part of the U.S. Department of Health and Human Services. The Corps is committed to protecting, promoting and advancing the health and safety of the nation with a history that dates back over two centuries, beginning as the U.S. Marine Hospital Service. Today, the Corps responds and serves in many areas impacted by natural disasters, disease outbreaks, terrorist attacks and public health emergencies. Corps officers have deployed to provide assistance during national public health emergencies (e.g., hurricanes, bombings, flooding and wild fires); to combat the Ebola epidemic in West Africa; and to provide humanitarian assistance in Latin America and the Caribbean. Corps deployments impact not only service members but also their families. This article offers a brief overview of the Corps and discusses how deployments impact families. Family resiliency and future implications for research and practice will also be examined.

Research institutions and specifically think tanks have existed and developed in the United States for more than 100 years. Since their inception, they have changed and evolved in many ways, while expanding their research foci and political impact. Since the 2010s, a few experts in the field have observed that the U.S. policy expertise is now in crisis. To understand current challenges of policy analysis institutions it is important to study them in a historical retrospective. This article explores the political and socioeconomic contexts in which think tanks emerged and developed from 1910 to the 1950-s. It particularly examines the role of international crises, as well as domestic political factors, such as the role of philanthropy organizations, institutional changes in the government, and others. It discusses how these domestic and foreign policy aspects affected the early development of the Carnegie Endowment for the International Peace (1910), the Council on Foreign Relations (1921) and the RAND Corporation (1948).
