Based on analysis of two case studies in the Canton of Bern, this article examines the question of knowledge transfer from history to transport policy and planning in the recent past in Switzerland. It shows that for several reasons, direct knowledge transfer did not occur. In particular, historians have seldom become actively involved in transport planning and policy discourses, probably partly because the academic system offers no incentive to do so. However, historical knowledge has certainly influenced decision-making processes indirectly, via personal reflection of the actors in the world of practice or through Switzerland's strongly developed modes of political participation. Because the potential for knowledge transfer to contribute to better policy solutions has not been fully utilized, we recommend strengthening the role of existing interfaces between science and policy.

This book brings together in compact form a broad scientific and sociopolitical view of US wetlands. This primer lays out the science and policy considerations to help in navigating this branch of science that is so central to conservation policy, ecosystem science and wetland regulation. It gives explanations of the attributes, functions and values of our wetlands and shows how and why public attitudes toward wetlands have changed, and the political, legal, and social conflicts that have developed from legislation intended to stem the rapid losses of wetlands. The book describes the role of wetland science in facilitating the evolution of a rational and defensible system for regulating wetlands and will shed light on many of the problems and possibilities facing those who quest to protect and conserve our wetlands.

This article examines the various roles that indicators, as boundary objects, can play as a science-based evidence for policy processes. It presents two case studies from the EU-funded POINT project that analyzed the use and influence of two highly different types of indicators: composite indicators of sustainable development at the EU level and energy indicators in the UK. In both cases indicators failed as direct input to policy making, yet they generated various types of conceptual and political use and influence. The composite sustainable development indicators served as “framework indicators”, helping to advocate a specific vision of sustainable development, whereas the energy indicators produced various types of indirect influence, including through the process of indicator elaboration. Our case studies demonstrate the relatively limited importance of the characteristics and quality of indicators in determining the role of indicators, as compared with the crucial importance of “user factors” (characteristics of policy actors) and “policy factors” (policy context).

Nearly 8% of deaths in Europe are due to ambient temperatures, and global warming represents an additional threat for public health. Despite the fact that we expect more frequent, intense and persistent heat waves during the present century, it is actually not clear whether the number of attributable deaths will also increase. Here I discuss why the role of early adaptation to temperature rise is a major ongoing research topic in science and policy-making, and how these eventual acclimatization processes depend on a myriad of non-climate factors such as the air quality in cities, social differences within and between societies, demographic changes or the evolution of the economy.

Abstract The behavioral sciences were there at the beginning of the systematic study of climate change. However, in the ensuing quarter century, they largely faded from view, during which time public discourse and policy evolved without them. That disengagement and the recent reengagement suggest lessons for the future role of the behavioral sciences in climate science and policy. Looking forward, the greatest promise lies in projects that make behavioral science integral to climate science by: (1) translating behavioral results into the quantitative estimates that climate analyses need; (2) making climate research more relevant to climate-related decisions; and (3) treating the analytical process as a behavioral enterprise, potentially subject to imperfection and improvement. Such collaborations could afford the behavioral sciences more central roles in setting climate-related policies, as well as implementing them. They require, and may motivate, changes in academic priorities.

Following a brief consideration of the role of rhetoric in law, science and policy, this chapter explores how rhetorical accounts of new technologies influence the course of legislative, judicial and regulatory decisions. It proposes that such themes have the powerful capacity to determine outcomes and to shape modern concepts of individual as well as societal freedoms and rights.
