Graduate Adapted Physical Education Personnel Preparation Programs Receiving Federal Funding

A survey of the 13 master’s level and five doctoral level adapted physical education programs that received federal funding in the United States in 1998 was conducted to develop a profile describing their attributes. The response rate was 100% (N = 18). Results indicated that these programs, in general, had received funding for more than 15 years, offered coursework from an average of three different academic disciplines, had a high graduate employment rate within 12 months of graduation, and had about one third of the graduates representing a recognized minority group. Master’s level teacher preparation programs were concentrated in the eastern region of the U.S., had graduates with predominantly in-state home addresses, and had graduated predominantly females. Doctoral level leadership programs were geographically distributed across the U.S., had graduates with predominantly out-of-state home addresses, and had equal graduate representation from both genders.

As the United States moves toward a majority-minority country, candidates for public office must increasingly make appeals to voters from a range of racial and ethnic backgrounds. In 2008, Barack Obama did this to maximum effect with white voters across the U.S. Most recently, in 2018, Beto O’Rourke nearly became the first Democratic senator from Texas since the 1990s. O’Rourke, who grew up in El Paso, speaks Spanish and is extremely knowledgeable about border issues and immigration policy more generally, which translated into strong support and turnout among Latino voters. In Campaigning in a Racially Diversifying America: When and How Cross-Racial Electoral Mobilization Works, Loren Collingwood examines the specific case of how and when white/Anglo candidates mobilize Latino voters, and why some candidates are successful whereas others are not. Drawing on extensive data collection, statistical analysis, and archival evidence, Collingwood traces the development of cross-racial mobilization across the U.S. South and the Southwest since the 1940s. Extensive cross-racial mobilization is most likely to occur when elections are competitive, institutional barriers to the vote are low, candidates have previously developed a welcoming racial reputation with target voters, whites’ attitudes are racially liberal, and the Latino electorate is large and growing. Collingwood convincingly argues—and empirically demonstrates—that to maximize the vote across the racial aisle, white/Anglo candidates must develop minority-group cultural competence and group-specific policy expertise. With these qualities, and maximum efforts at cross-racial mobilization, non-co-ethnic candidates can begin to approach the electoral benefits previously thought only accrued to co-ethnic candidates.

This paper presents data that document the need for additional leadership personnel in adapted physical education. A systematic analysis of the Chronicle of Higher Education, Dissertation Abstracts International, and the Physical Education Gold Book reveals that there is currently a discrepancy between the number of advertised positions in higher education and the number of available personnel to fill these positions. The delivery of appropriate personnel preparation programs in the area of adapted physical education is dependent upon the availability of well trained and qualified personnel. Observations are made on the type of training needed and recommendations for ensuring the availability of a qualified pool of applicants.

There are a variety of trends that are enabling and forcing organizational change. A crucial trend that has implications for a changing and growing demographic workforce includes Millennials and in particular Latinos/Hispanics as the world and particularly the U.S. workplace continues to have an increased aging workforce. Yet, while Latinos are members of the largest and also the fastest growing minority group in the United States, they are disproportionately underrepresented in more highly compensated professional and leadership roles across corporate America. The majority of existing career development and acculturation literature in the United States has focused narrowly on Anglo-oriented acculturation as a linear process. Unfortunately, as society has evolved so has the form of prejudices and biases. This is supported by the fact that well more than 50% of Hispanics experience discrimination through a variety of means including micro-aggressions. We believe that developing and maintaining an overlapping and compatible bicultural identity might not be enough and that we need to rethink what acculturation and biculturalism means for millennials and broaden our thinking to include cosmopolitanism as more encompassing of the millennials and their place in the world. We believe this article begins the dialogue for more research into this growing part of the U.S. workforce along with practical implications and applications.

For over 15 years it has been public policy to educate students with disabilities, to the maximum extent possible, in the least restrictive environment (LRE) alongside their peers without disabilities. However, scarce empirical data exist documenting nationwide efforts to comply with the LRE mandate. The purpose of this study was to determine what types of LRE continua are in use in physical education throughout the United States. Subjects were physical education personnel in 452 schools throughout the United States. Data were collected regarding the usage of physical education LRE placement continua across enrollment level, grade range, metro status, and geographic region. Results indicate that while numerous (N = 26) physical education LRE continua were used during the 1988-89 school year, in most cases students with disabilities received physical education in a regular class setting with little or no access to adapted physical education. These results indicate that the utility of traditional physical education LRE placement continua may be suspect.

The National Leadership Consortium in Sensory Disabilities (NLCSD) trained doctoral scholars at universities across the United States to increase the number and quality of professionals specializing in educating children with sensory disabilities. NLCSD produced 40 new doctorates and created a community of learners comprised of scholars, faculty, and leaders in policy and advocacy.

In preparing for the 21st century, faculty and professional preparation programs must be responsive to the ever-expanding knowledge base in physical education and sport, as well as the shifting economic and social conditions in society. Creative approaches to undergraduate education will be needed. Current curricular approaches in undergraduate physical education programs provide minimal preparation in disability issues for undergraduate students. Since the 1970s, specialists in adapted physical education have been educated and provided with the necessary skills for teaching individuals with disabilities in specialized settings. On the other hand, the preparation of regular physical educators, who will provide physical activity for the majority of individuals with disabilities, is inadequate. Traditional approaches espouse a hierarchical delivery of information that is not only unrelated to other knowledges but often devoid of the viewpoint that knowledge and situations are problematic and socially constructed. A model is proposed that integrates knowledge and understanding of disability issues and infuses them throughout the undergraduate physical education curriculum.

One ongoing challenge that educator preparation programs frequently encounter is their limited ability to authentically expose preservice teachers (PSTs) to rural schools and potential careers in rural school districts. To remedy this concern, faculty at three institutions in both the United States and Australia have developed targeted initiatives designed to provide initial exposure to rural schools, build a rural-intensive element within a practicum course, and establish rural immersion experiences for PSTs. A detailed look at the structure of these programs, a comparison of these three diverse approaches, and recommendations for the expansion and sustainability of these efforts are highlighted within this narrative. Through this comparison of activities being advanced in both countries, the authors provide a better understanding of the options and effectiveness related to initial rural school exposure.
