IntroductionWhile health is one of the Sustainable Development Goals (SDGs), many other ‘health-related’ goals comprise determinants of health. Integrated implementation across SDGs is needed for the achievement of Agenda 2030. While existing literature is rich in normative recommendations about potentially useful approaches, evidence of implementation strategies being adopted by countries is limited.MethodsWe conducted a systematic review with qualitative synthesis of findings using peer reviewed and grey literature from key databases. We included publications examining implementation of health and health-related SDGs (HHSDGs) at national or subnational level published between June 2013 and July 2019.ResultsOf the 32 included publications, 24 provided information at the national level while eight provided information for multiple countries or regions. Our findings indicate that high-level political commitment is evident in most countries and HHSDGs are being aligned with existing national development strategies and plans. A multisectoral, integrated approach is being adopted in institutional setups but evidence on effectiveness of these approaches is limited. Funding constraints are a major challenge for many countries. HHSDGs are generally being financed from within existing funded plans and, in some instances, through SDG-specific budgeting and tracking; additional funding is being mobilised by increasing domestic taxation and subsidisation, and by collaborating with development partners and private sector. Equity is being promoted by improving health service access through universal health coverage and social insurance schemes, especially for disadvantaged populations. Governments are collaborating with development partners and UN agencies for support in planning, institutional development and capacity building. However, evidence on equity promotion, capacity building initiatives and implementation approaches at subnational level is limited. Lack of coordination among various levels of government emerges as a key challenge.Conclusionstrengthening implementation of multisectoral work, capacity building, financial sustainability and data availability are key considerations to accelerate implementation of HHSDGs.

The adoption of the 2030 Agenda for Sustainable Development marked a defining moment in the history of the United Nations and the creation of an unprecedented development paradigm bringing together the social, environmental, and economic development strands into one comprehensive, ambitious, and balanced framework. With seventeen interdependent Sustainable Development Goals (SDGs) and 169 targets, the Agenda replaces the narrower and more limited Millennium Development Goals, and has two important features: universality (applicable to all countries and populations); and a commitment to “leaving no one behind”—irrespective of population characteristics or place on the development-humanitarian continuum. SDG 3 (the “health goal”) is supported by nine substantive targets across a broad spectrum of health issues, and four means of implementation targets covering issues such as financing, human resources, and research and development. Given that the social determinants of health (e.g., education, employment, gender-equality) are the focus of other SDGs and the Agenda’s architects conceptualize the goals and targets as interdependent with cross-cutting approaches as well as intersectoral collaboration, in practice at least eleven goals and many more targets are health-related (see World Health Organization 2017, cited under Health-Related Goals, Targets, and Indicators in Agenda 2030). Accountability is key, and many countries have reoriented their national development strategies around the SDGs and have been enthusiastic in presenting Voluntary National Reviews to the annual UN High-Level Political Forum on Sustainable Development. Nonetheless, the SDGs have been critiqued for their omissions (from social mobilization to global health security) as well as their perceived failure to disrupt deep economic and structural injustices which are harmful to people and planet. In our review of the English language literature, we identified over fifty papers addressing some aspect of the SDGs and health. We are reluctant to conceptualize these as a single literature on the broad, diverse, and complex nature of sustainable development as it relates to human health, particularly since a significant proportion are commentaries rather than primary studies or new theoretical/conceptual ideas. We have grouped the papers into six areas: the genesis and significance of Agenda 2030 and its relationship to health; goals, targets, and indicators; projections of progress and financing implications; goal interdependence and intersectoral collaboration; human rights, participation, and the principle of leaving no one behind; critiques and criticisms. If any topic dominates, it is on universal health coverage, one of the thirteen targets in SDG3; conversely the literature tends to lack a detailed prescriptive guidance on how to move from analysis to action. Given the Agenda was only agreed upon in the past few years we are hopeful that policy- and practice-relevant literature on how to implement action and activities to reach the Goals will be forthcoming in the near future. The aim of this study is to conduct research and analysis on Indonesia's progress toward the Sustainable Development Goals (SDGs) Quality Education over the last three years (2015-2018). The aim of this study is to assess and comprehend Indonesia's progress toward achieving the Sustainable Development Goals (SDGs) for Quality Education since they were announced in 2015. In Indonesia, the Sustainable Development Goals (SDGs) and Education Quality thesis utilizes a qualitative research design. We conducted this research using a case study analysis based on the procedure, the data, and the triangulation of sources. We draw certain conclusions as a result of the study. To begin, in comparison to four years ago, at the time of the SDGs' initial ratification, Indonesia experienced better progress in terms of timeliness and participatory processes. But even so, the challenges faced by implementing the SDGs are not just about those two things. In terms of substance, the ambition of SDGs to eliminate the negation component of the development is a work that is almost close to utopia. Second, in terms of the process, the implementation of SDGs Quality Education at the national level still leaves homework such as accountability mechanisms, receipt of data from non-government parties, and the participation process itself. This should not be seen as a burden but rather a challenge that must be faced to improve performance for the acceleration of Indonesia's quality education national development until 2030. Third, the active role of the government is certainly the main capital for the implementation and achievement of SDGs quality education in Indonesia. Initiatives that come from various parties, including universities, bring optimism that the SDGs quality education will be implemented on inclusive and participatory principles. Fourth, a coalition of civil society organizations is needed to ensure that the SDGs' quality education is implemented in the context of Indonesia's growth, both at the national and regional levels. These social systems have the potential to pressure the Indonesian government to prepare for a variety of things, both procedurally and substantively.

AbstractThe international community has emphasised the importance of governments adapting the United Nations Sustainable Development Goals (SDGs) to national policy priorities. Whilst sustainability assessment frameworks and indicators are meant to facilitate adaptation, their assumption of high institutional capacity based on Global North contexts is a shorthand for Global South contexts. In particular, limited institutional capacity means that electricity utilities in the Global South struggle with meeting national and international demands to universalise access to basic services for the entire population as well as in ensuring financial sustainability. Based on a case study of the Mozambique government’s National Energy for All Programme, this paper analyses the ways the public electricity company Electricity of Mozambique (known as EDM) has been translating SDG 7.1 on ‘ensuring universal access to affordable, reliable and modern energy services’ into its national political context given the conditionalities of international donors and investors. One outcome of this translation, a compartmentalisation of EDM’s organisational structure, is counterproductive to the integrative and autonomous approach of the SDGs for sustainable development at the national level. To reduce organisational fragmentation and dependency of national project implementers such as EDM on donor interventions, the international community needs to tailor and better align SDG-oriented interventions with the conditions of Southern institutional frameworks and their political contexts.

The 2030 Agenda for Sustainable Development, the Sustainable Development Goals (SDGs), are high on the agenda for most countries of the world. In its publication of the SDGs, the UN has provided the goals and target descriptions that, if implemented at a country level, would lead towards a sustainable future. The IAEG (InterAgency Expert Group of the SDGs) was tasked with disseminating indicators and methods to countries that can be used to gather data describing the global progress towards sustainability. However, 2030 Agenda leaves it to countries to adopt the targets with each government setting its own national targets guided by the global level of ambition but taking into account national circumstances. At present, guidance on how to go about this is scant but it is clear that the responsibility is with countries to implement and that it is actions at a country level that will determine the success of the SDGs. Reporting on SDGs by country takes on two forms: i) global reporting using prescribed indicator methods and data; ii) National Voluntary Reviews where a country reports on its own progress in more detail but is also able to present data that are more appropriate for the country. For the latter, countries need to be able to adapt the global indicators to fit national priorities and context, thus the global description of an indicator could be reduced to describe only what is relevant to the country. Countries may also, for the National Voluntary Review, use indicators that are unique to the country but nevertheless contribute to measurement of progress towards the global SDG target. Importantly, for those indicators that relate to the security of natural resources security (e.g., water) indicators, there are no prescribed numerical targets/standards or benchmarks. Rather countries will need to set their own benchmarks or standards against which performance can be evaluated. This paper presents a procedure that would enable a country to describe national targets with associated benchmarks that are appropriate for the country. The procedure builds on precedent set in other countries but in particular on a procedure developed for the setting of Resource Quality Objectives in South Africa. The procedure focusses on those SDG targets that are natural resource-security focused, for example, extent of water-related ecosystems (6.6), desertification (15.3) and so forth, because the selection of indicator methods and benchmarks is based on the location of natural resources, their use and present state and how they fit into national strategies.

Abstract The Global Burden of Disease is the most comprehensive effort to date to measure epidemiological levels and trends worldwide. It is the product of a global research collaborative and quantifies the impact of hundreds of diseases, injuries, and risk factors in countries around the world. The publication published in The Lancet on September 12, 2017, namely the study, “Measuring progress and projecting attainment on the basis of past trends of the health-related Sustainable Development Goals in 188 countries: an analysis from the Global Burden of Disease Study 2016,” is the starting point to discuss the health-related SDG indicators as develop by the Institute for Health Metrics and Evaluation (IHME) and Global Burden of Disease collaborators. The projected increases in mortality are steep for chronic obstructive pulmonary disease and other chronic diseases. Non-communicable diseases are increasingly recognized as major causes of death and disability worldwide. The question is whether the targets in the SDGs are sufficiently addressing these increases. Or are demographic changes underlying the projected increases? Health related SDGs have been addressed in a tool made by the Institute for Health Metrics and Evaluation (IHME). Results on air pollution, smoking, unsafe water, sanitation and hygiene are presented by current and projected data in an interactive tool.

Purpose This paper aims to discuss the role of information and communication technologies (ICTs) in the effective assessment of the sustainable development goals (SDGs) related to smart and sustainable city initiatives. Design/methodology/approach The study is based on a systematic review of the literature within the Web of Science and Scopus databases, comprising the studies about ICTs related to smart and sustainable city initiatives and sustainable assessment. Findings The main results point out that there are several different ways of assessing SDGs performance related to ICTs use in smart and sustainable city initiatives. However, the effectiveness of these assessments can be questioned. The intensive use of technology understood as the core of smart and sustainable cities does not imply an improvement in sustainability unless these technologies are strategically addressed to underpin those objectives. Moreover, not all SDGs have considered the use of ICTs in their targets. Research limitations/implications The scope of the study is limited to “how” the information is used and managed, rather than analysing the sustainable performance itself. As a limitation, the findings and conclusions do not consider other sources of studies, such as grey literature. Practical implications This study suggests some requirements for providing better and more reliable sustainable assessment, making smart and sustainable city initiatives more correlated with the SDGs. Social implications By acknowledging the difficulties associated with SDGs assessment, concerning the municipal level, the study offers valuable insights into the effectiveness of public policies and public management. Besides, the findings shed some light on if and how the use of ICTs can effectively enhance sustainable development issues. Originality/value This study offers valuable contributions to the literature by providing a collection of insights regarding how the ICTs may genuinely lead to a sound assessment of sustainable development, especially regarding the SDGs.

The review is focused on the issue of policy of sustainable development introduction on the national level. UN sustainable development goals presuppose a large discretion of the state in their implementation. The object of analysis is therefore instruments the states used to achieve these goals, challenges they face while reforming legislation and practice and conditions necessary to achieve success.
