Introduction. This article is devoted to legal regulation of digital assets turnover, utilization possibilities of distributed computing and distributed data storage systems in activities of public authorities and entities of public control. The author notes that some national and foreign scientists who study a “blockchain” technology (distributed computing and distributed data storage systems) emphasize its usefulness in different activities. Data validation procedure of digital transactions, legal regulation of creation, issuance and turnover of digital assets need further attention.Materials and methods. The research is based on common scientific (analysis, analogy, comparing) and particular methods of cognition of legal phenomena and processes (a method of interpretation of legal rules, a technical legal method, a formal legal method and a formal logical one).Results of the study. The author conducted an analysis which resulted in finding some advantages of the use of the “blockchain” technology in the sphere of public control which are as follows: a particular validation system; data that once were entered in the system of distributed data storage cannot be erased or forged; absolute transparency of succession of actions while exercising governing powers; automatic repeat of recurring actions. The need of fivefold validation of exercising governing powers is substantiated. The author stresses that the fivefold validation shall ensure complex control over exercising of powers by the civil society, the entities of public control and the Russian Federation as a federal state holding sovereignty over its territory. The author has also conducted a brief analysis of judicial decisions concerning digital transactions.Discussion and conclusion. The use of the distributed data storage system makes it easier to exercise control due to the decrease of risks of forge, replacement or termination of data. The author suggests defining digital transaction not only as some actions with digital assets, but also as actions toward modification and addition of information about legal facts with a purpose of its establishment in the systems of distributed data storage. The author suggests using the systems of distributed data storage for independent validation of information about activities of the bodies of state authority. In the author’s opinion, application of the “blockchain” technology may result not only in the increase of efficiency of public control, but also in the creation of a new form of public control – automatic control. It is concluded there is no legislation basis for regulation of legal relations concerning distributed data storage today.

As an innovation in the world of computers, blockchain has many benefits and is also widely applied in the world of education. Blockchain itself has many advantages, especially in the world of education. Blockchain is a digital data storage system that consists of many servers (multiserver). In this Blockchain technology, data created by one server can be replicated and verified by another server. By using this technology with a decentralized system and strong cryptography and can help colleges or universities to build infrastructure in the archive storage of transcripts, diplomas, and diplomas. Usage One of the blockchain technology applications in education is iBC, namely the e-learning Blockchain Certificate, book copyright, and also e-Portfolios. iBC or e-learning Blockchain Certificate is a tool designed to create, verify and also issue blockchain certificates. As has been supported by the IBC to create certificates that are globally verified and stored in a decentralized manner. Here will be presented use cases that are relevant in the use of Blockchain technology in educational environments, especially data processing in universities and we also try to design an IBC based on blockchain technology that can be used to support transparency and accountability of colleges or universities in issuing diplomas and grades.

A cloud-based public key infrastructure (PKI) utilizing blockchain technology is proposed. Big data ecosystems have scalable and resilient needs that current PKI cannot satisfy. Enhancements include using blockchains to establish persistent access to certificate data and certificate revocation lists, decoupling of data from certificate authority, and hosting it on a cloud provider to tap into its traffic security measures. Instead of holding data within the transaction data fields, certificate data and status were embedded into smart contracts. The tests revealed a significant performance increase over that of both traditional and the version that stored data within blocks. The proposed method reduced the mining data size, and lowered the mining time to 6.6% of the time used for the block data storage method. Also, the mining gas cost per certificate was consequently cut by 87%. In summary, completely decoupling the certificate authority portion of a PKI and storing certificate data inside smart contracts yields a sizable performance boost while decreasing the attack surface.

A log is a record of events that happens within an organization containing systems and networks. These logs are very important for any organization, because a log file will able to record all user activities. Due to this, log files play a vital role and contain sensitive information, and therefore security should be a high priority. It is very important to the proper functioning of any organization, to securely maintain log records over an extended period of time. So, management and maintenance of logs is a very difficult task. However, deploying such a system for high security and privacy of log records may be overhead for an organization and require additional costs. Many techniques have been designed for security of log records. The alternative solution for maintaining log records is using Blockchain technology. A blockchain will provide security of the log files. Log files over a Blockchain environment leads to challenges with a decentralized storage of log files. This article proposes a secured log management over Blockchain and the use of cryptographic algorithms for dealing the issues to access a data storage. This proposed technology may be one complete solution to the secure log management problem.

Blockchain-based technology is becoming increasingly popular and is now used to solve a wide range of tasks. And it's not all about cryptocurrencies. Even though it's based on secure technology, a blockchain needs protection as well. The risks of exploits, targeted attacks, or unauthorized access can be mitigated by the instant incident response and system recovery. Blockchain technology relies on a ledger to keep track of all financial transactions. Ordinarily, this kind of master ledger would be a glaring point of vulnerability. Another tenet of security is the chain itself. Configuration flaws, as well as insecure data storage and transfers, may cause leaks of sensitive information. This is even more dangerous when there are centralized components within the platform. In this chapter, the authors will demonstrate where the disadvantages of security and privacy in blockchain are currently and discuss how blockchain technology can improve these disadvantages and outlines the requirements for future solution.

With the fast development and expansion of the Internet of Things (IoT), billions of smart devices are being continuously connected, and smart homes, as a typical IoT application, are providing people with various convenient applications, but face security and privacy issues. The idea of Blockchain (BC) theory has brought about a potential solution to the IoT security problem. The emergence of blockchain technology has brought about a change of decentralized management, providing an effective solution for the protection of network security and privacy. On the other hand, the smart devices in IoT are always lightweight and have less energy and memory. This makes the application of blockchain difficult. Against this background, this paper proposes a blockchain model based on hypergraphs. The aims of this model are to reduce the storage consumption and to solve the additional security issues. In the model, we use the hyperedge as the organization of storage nodes and convert the entire networked data storage into part network storage. We discuss the design of the model and security strategy in detail, introducing some use cases in a smart home network and evaluating the storage performance of the model through simulation experiments and an evaluation of the network.
