Open data, a concept that has recently came to prominence frequently, is generally the sort of data which could be accessed by any user fast and conveniently, easy-to-process, alter, utilize, share, and which does not subject to any copyright issue. Application of open data in public administration is expected to yield substantial benefits such as introduction of open, transparent, and accountable services in public administration, low-cost and efficient utility of public resources, establishing trust-worthy environment to increase participation of citizens, reduction of bureacracy and lumpishness in public administration, and creating more efficient public policies. In Turkey, studies on open data have commenced in 2011 through nurous reports and programs, and the Office of Digital Transformation was founded. From this point, the present study will first consider concepts about open data, its benefit in terms of public administration, open data practices and position of Turkish public administration in terms of open data.

The objective of the chapter is to identify some barriers to accessing public data through the study of one of the pillars of Mexico's national open data policy, the Open Mexico Network. Based on the exploratory analysis of the “Mexico Abierto network” and the description of a case study in northern Mexico, an attempt is made to answer the following question: Does Mexico's national open data policy generate timely data and have efficient access to data? and the final question, Is it easy for citizens to obtain? The study identifies major problems from the design of the national policy of open data, such as not having foreseen the creation of positive incentives for local governments to update the databases in the “México Abierto network.”

AbstractAs part of the rhetoric surrounding the Smart City concept, cities are increasingly facing challenges related to data (management, governance, processing, storage, publishing etc.). The growing power acquired by the data market and the great relevance assigned to data ownership rather than to data-exploitation knowhow is affecting the development of a data culture and is slowing down the embedding of data-related expertise inside public administrations. Concurrently, policies call for more open data to foster service innovation and government transparency. What are the consequences of these phenomena when imagining the potential for policy making consequent to the growing data quantity and availability? Which strategic challenges and decisions do public authorities face in this regard? What are valuable approaches to arm public administrations in this “war on data”? The Smart Flanders program was initiated by the Flemish Government (Belgium) in 2017 to research and support cities with defining and implementing a common open data policy. As part of the program, a “maturity check” was performed, evaluating the cities on several quantitative and qualitative parameters. This exercise laid to bare some challenges in the field of open data and led to a checklist that cities can employ to begin tackling them, as well as a set of model clauses to be used in the procurement of new technologies.

<span class="fontstyle0">The Open Data policy is a struggle in the institutionality of national transparency for the construction of the Democratic Rule of Law. Research on the inclusion of open data in the field, in particular, aimed at discussion around family farming, is important to promote access to information necessary for the monitoring and evaluation of public policies. This article is limited as a way of contributing to the understanding of this dynamic of action in family farming on the policies that affect it. Through bibliographic and documentary research and content portals. We found that several data on family farming do not exist, either because they are not produced or even because they have not been cataloged, generating a need for access to coherent and relevant information, especially in the spheres of state and municipal governments. Only with due open access to this information will we be able to analyze it, refute data and produce knowledge about the repercussions of various public policies aimed at family farming</span> <br /><br />

AbstractThe purpose of the article is analysis of participatory budgets as a tool for shaping decisions of local communities on the use of public funds. The authors ask the question of whether the current practice of using the participatory budget is actually a growing trend in local government finances or, after the initial euphoria resulting from participation, society ceased to notice the real possibilities of influencing the directions of public expenditures as an opportunity to legislate public policies implemented. It is expected that the conducted research will allow us to evaluate the participatory budget and indicate whether this tool practically acts as a stimulus for changes in the scope of tasks under public policies. The authors analyzed and evaluated the announced competitions for projects as part of the procedure for elaborating participatory budgeting for selected LGUs. Then, they carried out an in-depth analysis of the data used to assess real social participation in the process of establishing social policies.

Although deliberative reforms have been proposed to strengthen democracy, little is known about their impact on politics, public policies, and society. This article develops a framework to systematically assess this impact, differentiating between direct and indirect forms of impact. We apply this framework to two cases of deliberative citizens’ summits in the Netherlands. Our analysis reveals that these summits have a limited direct impact on local politics and policy making, but a relatively strong indirect impact on the local community. The article also discusses some conditions that mediate the impact of the forum.

Nowadays, the availability of authoritative geospatial features of various data themes is becoming wider on global, regional and national levels. The reason is existence of legislative frameworks for public sector information and related spatial data infrastructure implementations, emergence of support for initiatives as open data, big data ensuring that online geospatial information are made available to digital single market, entrepreneurs and public bodies on both national and local level. However, the availability of authoritative reference spatial data linking the geographic representation of the properties and their owners are still missing in an appropriate quantity and quality level, even though this data represent fundamental input for local governments regarding the register of buildings used for property tax calculations, identification of illegal buildings, etc. We propose a methodology to improve this situation by applying the principles of participatory GIS and VGI used to collect observations, update authoritative datasets and verify the newly developed datasets of areas of buildings used to calculate property tax rates issued to their owners. The case study was performed within the district of the City of Požega in eastern Croatia in the summer 2015 and resulted in a total number of 16072 updated and newly identified objects made available online for quality verification by citizens using open source geospatial technologies.

Participatory mechanisms are now widely used by national and local governments in developed and developing countries. While their purpose and form varies greatly, they all rely on the discretion of a professionalised bureaucracy to manage these processes and prepare their outcomes in a manner that they can feed into policy-making. Bureaucrats thus have a gate-keeping role. They can substantially influence whether and how information from participatory processes feeds into policy-making. Bureaucrats can thereby impact to what extent participatory mechanisms can deliver on their promise of giving citizens greater direct control over the policy-making process. Formal political control over the bureaucracy is limited in this case. Could informal controls make bureaucrats comply more with the demands of participatory mechanisms? This study employs a large field experiment (N=7,532) to test (1) whether citizen input filters through to bureaucrats tasked with policy design and implementation and (2) whether bureaucrats’ engagement with citizen input can be in- creased by using non-monetary rewards and value-based communication. The experiment accounts for heterogeneity by bureaucrat seniority, central versus street-level roles and involvement in the collection of citizen input. It finds no meaningful engagement at the baseline (C=0%) but that motivational interventions can significantly increase engagement (T1= 14%, T2=15%). The findings suggest that currently little input from citizens filters through to bureaucrats, but small tweaks substantially increase the democratic potential of participatory initiatives.
