Open data, a concept that has recently came to prominence frequently, is generally the sort of data which could be accessed by any user fast and conveniently, easy-to-process, alter, utilize, share, and which does not subject to any copyright issue. Application of open data in public administration is expected to yield substantial benefits such as introduction of open, transparent, and accountable services in public administration, low-cost and efficient utility of public resources, establishing trust-worthy environment to increase participation of citizens, reduction of bureacracy and lumpishness in public administration, and creating more efficient public policies. In Turkey, studies on open data have commenced in 2011 through nurous reports and programs, and the Office of Digital Transformation was founded. From this point, the present study will first consider concepts about open data, its benefit in terms of public administration, open data practices and position of Turkish public administration in terms of open data.

According to We Are Social research in January 2018, Indonesia's population now is 265,4 million, while its social media active users reached 130 million. 43% of people are using Youtube as their primary social media. This situation shows us that Youtube is still the most used and liked social media channel, followed closely by Facebook and Whatsapp. The vlogger phenomenon is also getting stronger among Indonesian young people. The increasing number of Youtube content production ranged from artists, public figures, and ordinary people, also known as Youtuber. One of the famous Youtuber is Raditya Dika, whose subscriber reached more than 3.3 million, and estimated income per year around USD 46 thousand to USD 739 thousand. The problem that arises is about the copyright violation in background music used by Indonesian Youtuber. This research tries to dig further data about the youtube policy in protecting the copyright issue in that area. This research uses a discourse analysis method on 15 videos from the top 5 Youtuber in Indonesia as the unit of analysis. The result shows that some Youtuber still violate the copyright issue while using background music on their Youtube materials production.

The article is dedicated to the research of the problems of obtaining and protecting copyright in the circus industry, the problem of plagiarism in circus art, and the problem of professionalism in the circus performing arts. In Ukraine there is no special Law on Circuses. Because of that there are some difficulties with the application of the Law on Copyright to Circus Arts, in particular to the original stunts, acts and show programs created by circus performers and directors. In the EU, copyright issue is also an important factor for circus artists. The circus performer as a creator of the original act needs legal protection of an individual artistic creation, but it is very difficult to prove and legally justify the individual features of a certain stunt in the circus art. Another performer may bring some small changes to the same trick, and declare it as his original one, and even prove that it differs from the one created by another artist. In the Circus Art, the reproduction and copying of stunts is more in the field of ethics than of legal issues. There is no obvious and quick solution of this problem today.

Libraries will need to enhance and upgrade nowadays since the world steps into the Digital systems.The major issue is that of the technical architecture that underlies any library which encompass both electronic and paper materials.Infact, Digital Libraries are also the digital face of traditional libraries that include both digital collections and traditional fixed media collections.It will also include digital materials that exist outside the physical and administrative bounds of anyone.  It includes all the process and services that are taken to the backbone and nervous systems of Libraries. This paper identifies various additional jobs of professional librarians those are well versed with science and technology applications.The government policy based challenge and need Library facilities in Digital Era are presented. The copyright issue plays an important role as well as the challenges are the complying with the copyright and intellectual property of right issues. Also the executive summary of impact of on Library Information Centre role on country population enrolled   under digitization process through aadhar card.

This chapter examined digital libraries and copyright issues. It considered several issues such as the meaning of digital libraries, the characteristics, functions, digital scholarship services, copyright and the materials that can be and cannot be copyrighted, fair use of library materials, reservation for general use, access to electronic copies, guidelines for fair use in the digital libraries, library reproduction and re-distribution and inter-library loan. The chapter concludes that, reading through this chapter, undergraduates, academics and other library users will have a good understanding of what the digital libraries are and copyright issue all of which are considered very important and germane as we approach paperless society.

Internet and its widespread usage for multimedia document distribution put the copyright issue in a complete new setting. Multimedia documents, specifically those installed on a web page, are no longer passive as they typically include active applets. Copyright protection safeguards the intellectual property (IP) of multimedia documents, which are either sold or distributed free of charge. In this Chapter, the basic tools for copyright protection are discussed. First, general concepts and the vocabulary used in copyright protection of multimedia documents are discussed. Later, taxonomy of watermarking and fingerprinting techniques are studied. This part is concluded by a review of the literature dealing with IP security. The main part of the chapter discusses the generic watermarking scheme and illustrates it on three specific examples: collusion-free watermarking, spread spectrum watermarking, and software fingerprinting. Future trends and conclusions close the chapter.
