An Economic Analysis of the Relationship between High-speed Rail and Tourism Products in China

The small-world model provides a useful perspective and method to study the topological structure and intrinsic characteristics of high-speed rail networks (HRNs). In this paper, the P-space method is used to examine global and local HRNs in China, meanwhile the adjacency matrix is developed, then the social network analysis and visualization tool UCINET is used to calculate the spatial and attribute data of HRNs at national and local levels in China. The small-world characteristics of whole HRNs are discussed, three networks which have different properties are determined, and a comparative analysis of the small-world effect is detected. Then, the relationship between the construction of high-speed rail and regional development of China is analysed. The results show that: 1) China's HRNs have small average path length ( L ) and large clustering coefficient (C ), representing a typical small-world network; 2) Local HRNs have a certain correlation with economic development. The reasons for the difference of HRNs with respect to characteristics among regions are eventually discussed.

Exploiting China’s high-speed rail (HSR) as a quasi-natural experiment, we examine the relationship between the HSR connection and green innovation. The opening of HSR can promote green innovation by facilitating the flow of innovation factors. Using the multiperiod difference-in-differences (DID) model, we find that the regional green innovation performance significantly becomes better following the opening of HSR in the local city. Moreover, in examining the specific mechanisms at work, we find evidence that HSR stimulates green patents through increased labor mobility and research capital mobility. Further analyses show that the facilitating effect of HSR is heterogeneous among cities. Our paper sheds new light on the effects of HSR on social welfare in the case of sustainable economy.

Aim: Identification of the degree of influence of high-speed lines on industrial specialization. Methods: This paper examines the relationship between high-speed rail and the agglomeration economy. A literature review of the most popular points of view on the economy of agglomerations is carried out. The main task is to answer whether HSR contributes to the development of industrial uniformity or industrial diversification. The work will show a model for calculating the specialization index, and also, assess the degree of influence of distance from the high-speed rail on the specialization of the city. Results: Three options for the location of cities and the industrial specialization of these cities were identified: right next to the HSR diversified; at a distance of 270 km from HSR uniform; at a distance of more than 500 km from HSR diversified. Conclusion: It is revealed that the single dominant industry receives the greatest benefit from agglomerations. Also-in this paper, the possibility of more effective orientation of the private sector by the state government is justified.

Purpose The purpose of this paper is to investigate how to improve the effectiveness of public participation in public infrastructure megaprojects (PIMs). Conflicts among stakeholders and uncertainty disrupt the success of PIMs when public participation is ineffective. Design/methodology/approach Secondhand data are collected to study the effectiveness of public participation in the Beijing–Shenyang High-Speed Rail (China) and the California High-Speed Rail (USA). The employed research method is an inductive case study. Findings Ineffective public participation can cause schedule and cost overruns and increase uncertainty in PIMs. The ambiguity of meaningful public participation, ineffective participatory approaches and overburden of public participation in environmental impact assessment are the causes of ineffective public participation in PIMs. Research limitations/implications Public participation has become an essential part in PIMs management. This study looks at the understanding of the relationship between public participation and the success of PIMs. Practical implications Legislative bodies should perfect the laws to guarantee meaningful public participation. Lead agencies should adopt additional effective participatory approaches to solicit public comments and identify critical voices. A dispute solution mechanism is necessary to solve public participation disputes in PIMs in practice. Originality/value Stakeholder and uncertainty management are important to the success of PIMs. This study reveals methods to improve the effectiveness of public participation to alleviate the conflicts among stakeholders and reduce uncertainty in PIMs.

To give full play to the role of high-speed rail (HSR) in promoting sustainable economic development, the models that can calculate and describe the impacts of HSR on the sustainable economy are required. However, little attention has been paid so far to building such models. To address this, the paper puts forward the definition of sustainable economic development, especially that of China. Based on the definition, the paper proposes the indicators of sustainable economic development for China from industry and labor force perspectives. Compared with the previous literature, these indicators take into account the behavior of enterprises and labor forces as individuals rather than as groups, which is more explanatory. HSR, as the main factor to improve the level of transportation technology and accessibility, is incorporated into the analytical framework. Then, we build decision-making behavior models of single enterprise and labor force under market equilibrium to get the relationship between HSR and indicators. Compared with the previous literature, the methods within the paper not only fully consider the interests of enterprises and labor forces, but also considers the interaction between industries and the trade of commodities in different cities/regions. The evidence from the central part of China shows that the model can effectively reveal the relationship between HSR and indicators. The paper gives new perspectives to study the relationship between HSR and sustainable economic development. Based on the findings herein, we offer recommendations for how HSR can promote sustainable economic development effectively.

Much research has verified that the active development of the High Speed Rail (HSR) can create business activities and promote tourism growth. However, based on the related research review, there is currently a lack of profound discussion on the development of the overall transportation system and tourism growth in Taiwan, thus, this study intends to discuss this issue and hopes to provide an important reference for future regional development. This study conducts an in-depth investigation of the relationship between HSR and tourism volume. The Difference in Difference (DID) model is used to verify the impact of HSR services on the tourism volume in Taiwan. In addition, the aggregate data of socio-economic variables and the constituent factors of the transportation mode are incorporated. Finally, the possible consequences are described through elastic analysis. The results of this study can be an important reference for the future development of counties and cities.

The paper first describes high speed rail generally and explains the relationship between high speed and conventional railway networks (according to the vehicle types in operation on the network). The core of the paper is comprised of the methodology for choosing the best route for a railway line and its application to the high speed railway connection Praha – Brno. The Algorithm used assumes the existence of more route proposals, which could be different in terms of the operational conception, line routing or types of vehicles used. The optimal variant is the one with the lowest daily cost, which includes infrastructure and vehicle costs; investment and operational costs. The results from applying this model confirmed the assumption, that a dedicated high speed railway line, only for high speed trains, has the same or lower investment costs than a line for both high speed and conventional trains. Furthermore, a dedicated high line also has a lower cost for infrastructure maintenance but a higher cost for buying high speed multiple units.
