Civic problems are often too complex to solve through traditional top-down strategies. Various governments and civic initiatives have explored more community-driven strategies where citizens get involved with defining problems and innovating solutions. While certain people may feel more empowered, the public at large often does not have accessible, flexible, and meaningful ways to engage. Prior theoretical frameworks for public participation typically offer a one-size-fits-all model based on face-to-face engagement and fail to recognize the barriers faced by even the most engaged citizens. In this article, we explore a vision for open civic design where we integrate theoretical frameworks from public engagement, crowdsourcing, and design thinking to consider the role technology can play in lowering barriers to large-scale participation, scaffolding problem-solving activities, and providing flexible options that cater to individuals’ skills, availability, and interests. We describe our novel theoretical framework and analyze the key goals associated with this vision: (1) to promote inclusive and sustained participation in civics; (2) to facilitate effective management of large-scale participation; and (3) to provide a structured process for achieving effective solutions. We present case studies of existing civic design initiatives and discuss challenges, limitations, and future work related to operationalizing, implementing, and testing this framework.

the past several decades, the scope of decision-making in the public domain has changed from a focus on unilateral regulatory verdicts to a more comprehensive process that engages all stakeholders. Consequently, there has been a distinct increase in public participation in the environmental decision-making process. While the potential benefits of public engagement are substantial in terms of identifying synergies between public and industry stakeholders that encourage project development, this participation does not come without its challenges. To meet global energy demands and fulfill ambitious targets for greenhouse gas reduction, renewable energy has received increased attention as a feasible alternative to conventional sources of energy. However, current literature on renewable energy, particularly on wind power, highlights potential social barriers to renewable energy investment. This study investigates the role of public participation by reviewing two case studies of the Ontario wind power generation market to identify the facilitators and constrainers that affected public input into wind project development in Ontario and recommends a participatory framework in the hope of improving public engagement in the wind project development decision-making process. The recommended framework in this research requires all stakeholders to reconsider their current roles in the decision-making process. The public should engage in project planning and monitor the decision-making processes to ensure that their concerns have been addressed. Developers should address public concerns through a consensus building process initiated early in their planning process. Federal and provincial governments have to reclaim their role of ongoing leadership and provide better criteria for implementation and evaluation of the public participation processes. Finally, the process requires a third party who is not only an intermediary, but also plays the role of a knowledge-broker to connect with stakeholders, share and exchange knowledge, and work on overcoming barriers. The knowledge-broker helps to fulfill the main requirement of the collaborative decision-making, which is effective communication.

The Representative Areas Program (RAP) was, at the time, the most comprehensive process of community involvement and participatory planning for any environmental issue in Australia. The RAP was a key component of the widely acclaimed rezoning of the Great Barrier Reef Marine Park, and although completed in 2003, many lessons learned are still relevant today. This paper provides an analysis of the comprehensive public participation program that significantly influenced the final planning outcome. It provides insights into a fundamental component of effective marine planning, assessing what worked well and what did not in terms of public engagement. Some aspects of the public participation program were innovative, and some were more effective than others. The outcome was one-third of the Marine Park was declared as highly protected no-take zones in 2004, with the remainder of the park also zoned to provide lower levels of protection. The methods used to engage the public and the 25 lessons discussed in this paper should be of interest for practitioners, policy makers and academics elsewhere aiming for ‘good practice’ approaches to achieve environmental conservation.

In this article, I introduce the Dewey-Lippmann democracy debate of the 1920s as a vehicle for considering how social theory can enhance the empirical viability of participatory democratic theory within the current context of advanced capitalism. I situate within this broad theoretical framework the theories of Habermas and Dewey. In the process, I argue (a) that while Dewey largely failed to reconcile his democratic ideal with the empirical constraint of large-scale organizations, Habermas, in particular his work on the public sphere, provides an important starting point for considering the state of public participation within the communication distortions of advanced capitalism; (b) that to fully understand the relation between communication distortions and public participation, social theorists must look beyond Habermas and return to Dewey to mobilize his bi-level view of habitual and reflective human agency; and, finally, (c) that the perspective of a Deweyan political theory of reflective agency best furthers our understanding of potential communication distortions and public participation, particularly in the empirical spaces of media centralization and intellectual property rights.

From lighting town centres to ephemeral one-off events, from nights of cultural activity to small festivals, from year-long programmes to biennials and triennials, artists are engaging in a wide variety of activities that support the idea of place- making. Emerging from the practices of interventionist art, community engage- ment and installation, through the processes and debates of public artists we are now experiencing new models of artistic intervention in the public realm. They are, quite literally, animating places. Alongside larger profile-building activities such as the European Cities/Capitals of Culture, the past 20 years has seen a significant growth in place-based festivals and events, one-off large scale events and city-specific commissions that aim, in one way or another, to animate public spaces and strive towards the idea of place-making. Artists are leading on initialising street festivals; intervening with politically motivated ‘guerrilla’ tactics to enliven places, in opposition to stasis in public engagement, and in promoting and building festival activities – some overt oth- ers more covert. For some the focus is on social and cultural change, for others the intentions are more community orientated and celebratory. All contribute to a sense of place and engagement. This chapter considers the emergent patterns of major events and festivals along- side the need to market places in competition with each other; the phenomena of culturally-focused and culturally-led events that bring places alive; the issues affecting both the artists as producers and the commissioning bodies; and the impacts and engagement of audiences. Within this exploration this chapter will address the question of whether there are principles that can be applied to the area of animation. Building on the idea that the relationship between people and place is given particular poignancy through festival and cultural engagements, a triad of place, people and purpose is emerging as a prism through which to see artists engaging in public spaces and, by doing so, contributing to place-making. The chapter will explore specific models of working that embrace three core ideas over and above this triad – the notion of making places, questions of identity, and ownership and celebration.

Objectives The aim of the present study was to describe community views and perspectives on public engagement processes in Australian health technology assessment (HTA) decision making. Methods Six focus groups were held in Sydney (NSW, Australia) as part of a broad program of work on public engagement and HTA. Eligible participants were aged ≥18 years and spoke English. Participants were asked about their views and perspectives of public engagement in the HTA decision-making process, with responses analysed using a public participation framework. Results Fifty-eight participants aged 19–71 years attended the focus groups. Responses from the public indicated that they wanted public engagement in HTA to include a diversity of individuals, be independent and transparent, involve individuals early in the process and ensure that public input is meaningful and useful to the process. This was consistent with the public participation framework. Perceived shortcomings of the current public engagement process were also identified, namely the lack of awareness of the HTA system in the general population and the need to acknowledge the role different groups of stakeholders or ‘publics’ can have in the process. Conclusions The public do see a role for themselves in the HTA decision-making process. This is distinct to the involvement of patients and carers. It is important that any future public engagement strategy in this field distinguishes between stakeholder groups and outline approaches that will involve members of the public in the decision-making process, especially if public expectations of involvement in healthcare decision-making continue to increase. What is known about this topic? The views and perspectives of patients and consumers are important in the HTA decision-making process. There is a move to involve the broader community, particularly as decisions become increasingly complex and resources more scarce. What does this paper add? It not been known to what extent, or at what points, the community would like to be engaged with the HTA decision-making process. The present study adds to the evidence base on this topic by identifying features of engagement that may be important in determining the extent of wider public involvement. It is clear that the community expects the system to be transparent, for patients to be involved early in specific processes and the wider community to be able to contribute to the broader vision of the healthcare system. What are the implications for practitioners? A formalised strategy is needed to include the public voice into health technology decisions. With the current level of reform in the healthcare sector and the focus on creating a sustainable healthcare system, there is a real opportunity to implement an approach that not only informs patients and the community of the challenges, but includes and incorporates their views into these decisions. This will assist in developing and adapting policy that is relevant and meets the needs of the population.

This paper aims to explore the perception of applying public participation practices in Jordan in the water management context. It uses grounded theory methodology to understand how the concept of public participation is perceived by different stakeholders and how it is affecting the currently applied participation practices. The data used in this study were collected through face-to-face interviews with key water experts and specialists working in the water sector in Jordan, including experts working for governmental and non-governmental institutions. The findings of this study showed that there is a distinct difference in the perception of public participation between two groups; the ‘officials’ and ‘non-officials’, which in turn has influenced other aspects of participation, mainly the objectives and preferred type of participation, justification for implementing the participation and the characterization of currently applied participation practices.

Devolution entails the decentralization of power and distribution of resources from the national government to the county governments. To ensure that national and county governments are providing good governance, public participation is vital. Studies done indicate that there is no information pertaining to devolutuon, county governments,  and public participation in the Kenyan county governments. In this study, Kitui county has been used to assess the county assembly initiative and the mass media initiative and their effectiveness in encouraging public participation. The exploratory research design was used to collect data from the target population of Kitui Central Sub County. Data was collected from 100 respondents using structured questionnaires. From the results received, it is evident that Kitui County Government has taken steps to enhance public participation by implementing Mass Media initiatives and County Assembly initiatives. Although, most of the respondents saw the need for the county government to put in more effort to ensure that the public is involved in governance, establishing efficient and effective public engagement initiatives will help strengthen public participation in devolved structures.

Public participation in science and gamification of science are two strong contemporary trends, especially in the area of emerging techno-sciences. Involvement of the public in research-related activities is an integral part of public engagement with science and technologies, which can be successfully achieved through a participatory game design. Focusing on the participatory dimension of educational games, we have reviewed a number of existing participation heuristics in light of their suitability to characterize available mobile and browser science games. We analyzed 87 games with respect to their participatory and motivational elements and demonstrated that the majority of mobile games have only basic participative features. This review of the landscape of participative science games in the domain of life sciences highlights a number of major challenges present in the design of such applications. At the same time, it reveals a number of opportunities to enhance public engagement using science games.

Abstract Background The COVID-19 pandemic has rapidly led to some of the most revolutionary changes in private and professional life around the world. While the extent and duration of these changes are not certain, they have already had a great impact on travel patterns. This is also the case in Sweden, despite its relatively liberal approach to restrictions, which relies on voluntary measures such as social distancing and self-monitoring for symptoms. Methodology Due to the pandemic, a shift to telework and virtual meetings is being tested in what can be seen as a large-scale experiment, and the knowledge and experience from that experiment may have lasting effects on everyday life. This study seeks to analyse the effects of government and public agencies’ recommendations on meeting and travel behaviour on employees at five public agencies in Sweden. Results The results indicate that the public authorities surveyed were well prepared and had a ‘backup collaboration solution’, at least technically, to make a rapid behavioural shift when travel was not an option. Though the Swedish government’s and Public Health Authority’s strong recommendations have led to the most dramatic reductions in work-related travel in modern times, the operations in Swedish agencies continue to function, along with the employees’ communications and collaborations. These results indicate that there is great potential for digital tools to influence if and how we commute and make business trips. The COVID-19 pandemic has shown that such tools can make the impossible possible.
