For a deep understanding of Beijing-Tianjin-Hebei (BTH) collaborative innovation, we detected and visualized the communities of innovation in BTH Urban Agglomeration based on the patent cooperation network. China Patent Database was connected with Business Registration Database and the Tianyan Check to achieve the geographical information of organizational innovators. Spinglass algorithm was applied and ultimately 12 communities of innovation were detected. Based on the different structure characteristics, we further clustered the 12 communities into four typical structures that are hierarchical, single-center, polycentric, and flat structures. The hierarchical structure is usually large in scale and the cooperative intensity is relatively high. Single-center structure has a center with a high proportion of centrality and the cooperative intensity is relatively low. Polycentric structure has multiple centers with similar proportions of centrality. Flat structure is usually small in scale and has no obvious network center. In the patent cooperative network of BTH Urban Agglomeration, universities and state-owned enterprises occupied the centers and acted important roles to connect other organizations. Some communities of innovation showed significant industry characteristics, mainly involving six industry fields that are electric power, construction, petroleum, metallurgy and materials, municipal transportation, and railway. From the geographical perspective, some communities manifested local attributes and some demonstrated cooperation between regions. Beijing was the center of the Beijing-Tianjin-Hebei patent cooperation network. Compared with the pair of Beijing-Tianjin and the pair of Beijing-Hebei, Tianjin and Hebei were not closely connected. In the future, Beijing-Tianjin-Hebei collaborative innovation should strengthen cooperation between Tianjin and Hebei.

Low-carbon technological innovation is the main means to develop a low-carbon economy, and network knowledge sharing and collaborative innovation is an effective model for the development of low-carbon technologies. First of all, this article adopts a decision-making experiment and evaluation laboratory method and interpretation structure model, combines the two methods, extracts the advantages of the two, and discards the shortcomings of the two, thus constructing a new optimized and upgraded interpretation structure model. We give methods to explore the main influencing factors of collaborative innovation of low-carbon technologies for online knowledge sharing. Based on the industrial network knowledge sharing and cooperation network environment, the network evolution game model of network knowledge sharing knowledge collaboration is constructed to study the rewards and punishments, the profit distribution rate, the knowledge potential difference, and the parameter pairing of the network knowledge sharing cooperation network structure in the process of network knowledge sharing and collaborative knowledge innovation. The influence of the network knowledge sharing cooperation strategy is obtained through simulation to change the size of the relevant parameters so that the network knowledge sharing cooperation agent chooses the network evolution game of the sharing strategy to realize the optimal evolutionary stable strategy. According to the simulation results, this article proposes suggestions from the following aspects, aiming to improve the overall knowledge synergy effect of the network knowledge sharing and cooperation network.

The promotion of information flow reinforces the interactive cooperation and evolutionary process among cities. In the information age, public online search is a typical behavior of Internet society, which is the key to information flow generation and agglomeration. In this study, we attempt to explore the evolutionary characteristics of intercity networks driven by public online social behavior in the information age and construct an information flow network (IFN) from the perspective of public search attention. We also explore the evolution of the IFN in terms of the whole network, node hierarchy, and subgroup aggregation. Meanwhile, we also discuss the impact of the sustainable driving factors on the IFN. Finally, an empirical study was conducted in Guanzhong Plain Urban Agglomeration (GPUA). Our results show that: (1) the information flow in GPUA fluctuating upward in the early study period and gradually decreasing in the later study period. However, the agglomeration degree of information flow in the urban agglomeration continues to increase. (2) The hierarchical structure of urban nodes in GPUA presents a trend of “high in the middle and low on both sides”, and the formation of subgroups is closely related to geographic location. (3) The driving factors all impacting the IFN include public ecology, resource investment, information infrastructure, and economic foundation. This study provides theoretical and practical support for exploring the intercity network and promotes the sustainable urban development.

What does it mean to have true cultural competence as an speech-language pathologist (SLP)? In some areas of practice it may be enough to develop a perspective that values the expectations and identity of our clients and see them as partners in the therapeutic process. But when clinicians are asked to distinguish a language difference from a language disorder, cultural sensitivity is not enough. Rather, in these cases, cultural competence requires knowledge and skills in gathering data about a student's cultural and linguistic background and analyzing the student's language samples from that perspective. This article describes one American Speech-Language-Hearing Association (ASHA)-accredited graduate program in speech-language pathology and its approach to putting students on the path to becoming culturally competent SLPs, including challenges faced along the way. At Teachers College, Columbia University (TC) the program infuses knowledge of bilingualism and multiculturalism throughout the curriculum and offers bilingual students the opportunity to receive New York State certification as bilingual clinicians. Graduate students must demonstrate a deep understanding of the grammar of Standard American English and other varieties of English particularly those spoken in and around New York City. Two recent graduates of this graduate program contribute their perspectives on continuing to develop cultural competence while working with diverse students in New York City public schools.
