In this essay, I decouple violent jihadism from both religion and terrorism and propose an alternative, nonexclusive understanding of jihadi groups as rebel groups engaged in civil wars. Arguing that jihadi groups can be profitably approached as the current species of revolutionary insurgents, I offer a comparison with an older species, the Marxist rebels of the Cold War. I point to a few significant similarities and differences between these two types of revolutionary rebels and draw some key implications, stressing the great challenges facing jihadi rebels in civil wars.

The Centennial of one of the cruelest of European civil wars fought in Finland between the Reds and the Whites from January to May 1918 has evoked a spectrum of theatre productions illustrating variations of styles and approaches on the events. The turn in the treatment of this cultural trauma occurred with the interpretations and narrative perspectives that were fixed in the 1960s, when an understanding for the defeated Red side was expressed in historiography, literature and theatre. Since that, the last six decades the Finnish theatre and public discourse on the Civil War have been dominated by the Red narrative as the memory of the 1918 Civil War provided an important part in the new identity politics for the 1969 generation. Since the 1980’s the topic was mostly put aside so that before the 2018 revivals of the Civil War topic, the productions seem to have been reactions by the artists confronting the developments at the end of the Cold War. Some theatrical events can even be tied to the cultural trauma of the 1969 left evoked by the collapse of the socialist block. The Centennial productions repeated the Red narrative but they also provided more balanced interpretationson the tragic events.

Because they are chiefly domestic conflicts, civil wars have been studied primarily from a perspective stressing domestic factors. We ask, instead, whether (and how) the international system shapes civil wars; we find that it does shape the way in which they are fought—their “technology of rebellion.” After disaggregating civil wars into irregular wars (or insurgencies), conventional wars, and symmetric nonconventional wars, we report a striking decline of irregular wars following the end of the Cold War, a remarkable transformation of internal conflict. Our analysis brings the international system back into the study of internal conflict. It specifies the connection between system polarity and the Cold War on the one hand and domestic warfare on the other hand. It also demonstrates that irregular war is not the paradigmatic mode of civil war as widely believed, but rather is closely associated with the structural characteristics of the Cold War.

Theories of civil war focus largely on factors internal to countries, generally ignoring the systemic effects of superpower rivalry during the Cold War, or great power politics associated with regional rivalries and ambitions. The question of the importance of proxiness of civil wars potentially challenges notions of commitment and time-inconsistency problems associated with explanations of why rational agents fail to find less costly bargains compared with fighting costly wars. Great powers often influence the politics of lesser powers by supporting sides in contentious politics as a means to achieve foreign policy objectives relatively cheaply. Models of civil war that focus exclusively on in-country ills, thus, would have very limited predictive power. It is argued here that great powers influence the politics of other nations without bearing the costs of direct involvement by supplying the logistics that allow the feasibility of rebellions. Examining these issues is all the more critical today because the multipolar world emerging out of the Cold War era promises to generate proxy struggles in many strategic places. While the study of civil war moves in the direction of disaggregating in order to understand micro processes associated with rebellion, it might be prudent to examine the interplay of factors between the micro and macro processes in multilevel models because the feasibility of fighting over not fighting is likely to be decided at higher rather than lower levels of aggregation. How to cauterize great-power machinations in civil war must in turn become a primary focus of international institutions, such as the United Nations, for strengthening instruments that would curtail external influences that propagate civil wars.

There is increasing awareness and international support for rebuilding states that have gone through conflict. Third-party interventions in bringing peace to countries that have emerged from civil wars have been channeled through a fundamental concept known as liberal peacebuilding. Liberal peacebuilding, even though it faces much criticism, has been a prominent strategy for third-party intervention in post-war countries since the end of the Cold War. This paper deals with the liberal peacebuilding process in Sierra Leone, after its decade-long brutal civil war. The focus lies on Dr Roland Paris’ institutionalization before liberalization (IBL) peacebuilding strategy, its strengths and shortcomings, and its contributions to sustaining peace in Sierra Leone since the end of the war in 2002. Arguing that the IBL strategy has helped to maintain peace in Sierra Leone after ten years of civil war, the paper analyzes how peacebuilding has been implemented in post-war Sierra Leone under the six different pillars of the IBL strategy.

Abstract Governments grant amnesties to rebel groups during civil wars and this is a puzzle. Why would the government offer an amnesty, which can be interpreted as a signal of weakness? In certain circumstances, offering amnesty is a rational policy choice. Governments should give amnesties when they are winning: the risk of misinterpreted signals is lessened, costs are low, rebel groups are weakened, and so amnesty can be used instrumentally to encourage defection or division among foot soldiers or as an incentive to leaders. Therefore, the government capitalizes on its military advantage and offers amnesty in a “stick then carrot” tactic. Using a database of amnesties during conflicts from 1990 to 2011, the article shows that governments are more likely to give amnesties following high rebel deaths. The use of amnesty during conflict is nuanced and context is important when understanding strategic choices.

While United Nations peacekeeping missions were created to keep peace and perform post-conflict activities, since the end of the Cold War peacekeepers are more often deployed to active conflicts. Yet, we know little about their ability to manage ongoing violence. This article provides the first broad empirical examination of UN peacekeeping effectiveness in reducing battlefield violence in civil wars. We analyze how the number of UN peacekeeping personnel deployed influences the amount of battlefield deaths in all civil wars in Africa from 1992 to 2011. The analyses show that increasing numbers of armed military troops are associated with reduced battlefield deaths, while police and observers are not. Considering that the UN is often criticized for ineffectiveness, these results have important implications: if appropriately composed, UN peacekeeping missions reduce violent conflict.

Abstract Chi Ki-ch’ŏl’s story reveals a man not driven by ideology, but buffeted by it. He began adulthood as a Korean exile in Manchuria, where the Japanese occupation army conscripted him. After Japan’s defeat in August 1945, he joined a Korean contingent of the Chinese Communist Army and fought in the Chinese Civil War. His unit later repatriated to North Korea, where it joined the invasion of South Korea on 25 June 1950. When U.S.-led forces of the United Nations shattered that invasion in September, he quickly arranged to surrender to U.S. troops. While in custody, Chi worked with Republic of Korea (rok) intelligence to organize prisoner of war (pow) resistance to their being returned to North Korea after the impending armistice. He enjoyed privileges as an anti-Communist in the pow camps, and hoped it would continue. Although an active anti-Communist, Chi judged that he would not be able to live in South Korea as an ex-pow. After refusing repatriation to North Korea, he also rejected staying in South Korea. But Chi would survive elsewhere. He relocated to India, where he thrived as a businessman. He chose the space of neutrality to succeed as an anti-Communist, where life nevertheless reflected the contentious energy of the Cold War. Chi’s decision demonstrated how ideology, despite its importance to him, was not sufficient to translate his rejection of Communist North Korea into a commitment to South Korea.

Ao observar o sistema unipolar que emergiu do final da Guerra Fria, é marcante o sentimento de insegurança geopolítica gerada pela existência de apenas uma superpotência global e as dúvidas da atuação do Estado soberano nessa conjuntura. Nesse paradigma, Capitão América: Guerra Civil é lançado com uma simbologia contestadora do papel do hegemon no sistema internacional. Com isso, inicialmente é exposto o enredo do filme, seguido das teorias liberal e realista das Relações Internacionais e da semiótica greimasiana. Com isso em vista, é feita a análise dos símbolos do longa-metragem e, por fim, se conclui que os autores do texto tinham como objetivo disseminar uma mensagem de união política entre os americanos.     Abstract: Observing the unipolar system emerging from the closure of the Cold War, is remarkable the sentiment of geopolitical insecurity generated by the existence of only one global superpower and the doubts about the role of the sovereign State in such system. In this paradigm, Captain America: Civil War is released with a contesting symbology about the role of the hegemon in the international system. Therefore, first it is exposed the movie plot, followed by the liberal and realist theories of international relations and the French semiotics. With this in mind, the symbols in the feature are analised and, in conclusion, it is stated that the authors wish to convey a message in bipartisan union amongst the American people. Political leaders face threats to their power from within and outside the regime. Leaders can be removed via a coup d’état undertaken by militaries that are part of the state apparatus. At the same time, leaders can lose power when they confront excluded opposition groups in civil wars. The difficulty for leaders, though, is that efforts to address one threat might leave them vulnerable to the other threat due to the role of the military as an institution of violence capable of exercising coercive power. On one hand, leaders need to protect their regimes from rebels by maintaining strong militaries. Yet, militaries that are strong enough to prevail against rebel forces are also strong enough to execute a coup successfully. On the other hand, leaders who cope with coup threats by weakening their militaries’ capabilities to organize a coup also diminish the very capabilities that they need to defeat their rebel challengers. This unfortunate trade-off between protection by the military and protection from the military has been the long-standing theme in studies of civil-military relations and coup-proofing. Though most research on this subject has focused primarily on rulers’ maneuvers to balance the threats posed by the military and the threats coming from foreign adversaries, more recent scholarship has begun to explore how leaders’ efforts to cope with coup threats will influence the regime’s abilities to address the domestic threats coming from rebel groups, and vice versa. This new wave of research focuses on two related vectors. First, scholars address whether leaders who pursue coup-proofing strategies that weaken their militaries’ capabilities also increase the regime’s vulnerability to rebel threats and the future probability of civil war. Second, scholars examine how the magnitude of threats posed by rebel groups will determine leaders’ strategies toward the militaries, and how these strategies affect both the militaries’ influence over government policy and the future probability of coup onsets. These lines of research contribute to the conflict literature by examining the causal mechanisms through which civil conflict influences coup propensity and vice versa. The literatures on civil war and coups have developed independently without much consideration of each other, and systematic analyses of the linkage between them have only just began.
