Outlawing incitement to religious hatred—a British perspective

AbstractThe recent enactment of the Racial and Religious Hatred Act 2006 makes it (for the first time) unlawful to incite hatred on religious grounds in England and Wales. This legislation has however been attacked by a number of Muslims on the basis that it is too rigidly drawn, and that the scope of the offence of incitement to religious hatred is narrower than comparable legislation governing incitement to racial hatred. In critically analysing the Racial and Religious Hatred Act 2006, this article makes particular reference to the recent Islamic Council of Victoria case in Australia on religious vili cation and hate speech which, it is suggested, provides a salutary lesson to those who would seek to expand the remit of the Act. It is argued that the Racial and Religious Hatred Act is not merely a symbolically important measure, but is also a fair and workable compromise which protects faith groups from incitement to religious hatred without placing excessive curbs on free speech.

AbstractHate Speech and harassment are widespread in online communication, due to users' freedom and anonymity and the lack of regulation provided by social media platforms. Hate speech is topically focused (misogyny, sexism, racism, xenophobia, homophobia, etc.), and each specific manifestation of hate speech targets different vulnerable groups based on characteristics such as gender (misogyny, sexism), ethnicity, race, religion (xenophobia, racism, Islamophobia), sexual orientation (homophobia), and so on. Most automatic hate speech detection approaches cast the problem into a binary classification task without addressing either the topical focus or the target-oriented nature of hate speech. In this paper, we propose to tackle, for the first time, hate speech detection from a multi-target perspective. We leverage manually annotated datasets, to investigate the problem of transferring knowledge from different datasets with different topical focuses and targets. Our contribution is threefold: (1) we explore the ability of hate speech detection models to capture common properties from topic-generic datasets and transfer this knowledge to recognize specific manifestations of hate speech; (2) we experiment with the development of models to detect both topics (racism, xenophobia, sexism, misogyny) and hate speech targets, going beyond standard binary classification, to investigate how to detect hate speech at a finer level of granularity and how to transfer knowledge across different topics and targets; and (3) we study the impact of affective knowledge encoded in sentic computing resources (SenticNet, EmoSenticNet) and in semantically structured hate lexicons (HurtLex) in determining specific manifestations of hate speech. We experimented with different neural models including multitask approaches. Our study shows that: (1) training a model on a combination of several (training sets from several) topic-specific datasets is more effective than training a model on a topic-generic dataset; (2) the multi-task approach outperforms a single-task model when detecting both the hatefulness of a tweet and its topical focus in the context of a multi-label classification approach; and (3) the models incorporating EmoSenticNet emotions, the first level emotions of SenticNet, a blend of SenticNet and EmoSenticNet emotions or affective features based on Hurtlex, obtained the best results. Our results demonstrate that multi-target hate speech detection from existing datasets is feasible, which is a first step towards hate speech detection for a specific topic/target when dedicated annotated data are missing. Moreover, we prove that domain-independent affective knowledge, injected into our models, helps finer-grained hate speech detection.

The fervor of student speech is demonstrated through different mediums and venues in public schools. In this case, a new principal encounters the mores of a community that believes in free speech, specifically student free speech. When a pep rally becomes a venue for hate speech, terroristic threats, and profanity, the student code of conduct could become the principal’s best weapon. This case explores case law, codes of conduct, organizational culture and climate, and leadership in the context of a controversial cheerleader sketch at a pep rally. A brief literature review can be found in the teaching notes with suggestions for current and future school administrators.

This personal and frank book offers an insider's view on the violent confrontations in Charlottesville during the “summer of hate.” Blending memoir, courtroom drama, and a consideration of the unhealed wound of racism in our society, the book shines a light on the conflict between the value of free speech and the protection of civil rights. The author has spent his career in the thick of these tempestuous and fraught issues, from acting as lead counsel in a famous Supreme Court decision challenging Virginia's law against burning crosses, to serving as co-counsel in a libel suit brought by a fraternity against Rolling Stone magazine for publishing an article alleging that one of the fraternity's initiation rituals included gang rape. The author has also been active as a university leader, serving as dean of three law schools and president of one and railing against hate speech and sexual assault on US campuses. Well before the tiki torches cast their ominous shadows across the nation, the city of Charlottesville sought to relocate the Unite the Right rally; the author was approached to represent the alt-right groups. Though the author declined, he came to wonder what his history of advocacy had wrought. Feeling unsettlingly complicit, the author joined the Charlottesville Task Force, and realized that the events that transpired there had meaning and resonance far beyond a singular time and place. Why, he wonders, has one of our foundational rights created a land in which such tragic clashes happen all too frequently?

As a member of the British academic community—an international relations professor who is deeply involved in Middle Eastern studies—I find it distressing that some of the most dismal aspects of the American academic environment are coming our way. Nowhere is this trend more pronounced than on the question of Israel. That country is, of course, no stranger to controversy, but the attack on the right of academics to criticize Israel is a relatively recent and a highly disturbing phenomenon.

On January 24, 2019, the International Day of Education was celebrated for the first time. One of the celebrations was a speech by the Secretary-General of the United Nations (UN), in which Mr. António Guterres highlighted the role of education in combating hate speech, intolerance in various aspects and also in xenophobia. In the words of the Secretary-General of the UN: "Such a situation constitutes a violation of his fundamental right to education. The world cannot afford to deprive a generation of children and young people of the knowledge they will need to have a place in the economy of the 21st century. " In 2019, there are still 262 million children and young people who do not have access to school, and most of these children and young people are girls who are in a situation of exclusion. In 2015 between September 25 and 27, Heads of State and Government and senior representatives from various countries met at United Nations Headquarters in New York when they celebrated the 70th anniversary of the United Nations and decided on the new objectives’ development, setting the 2030 Agenda.

The Gonococcal Resistance to Antimicrobials Surveillance Programme (GRASP) in England and Wales has monitored azithromycin resistance since 2001. In 2007, high-level azithromycin resistance (MICs >256 mg/L) was identified for the first time in six isolates, all of which were the same sequence type (ST 649).

The United States has exceptionally strong Constitutional protections for free speech, but also for religious freedom. This chapter considers how this unique legal framework affects hate spin in the country. It finds that although hate speech can be expressed with a high degree of impunity, strong anti-discrimination laws limit the harms caused by such speech. Hate spin can, nonetheless, succeed in fostering fear and cultivating prejudice against minorities. The chapter examines how a network of anti-Muslim activists have used hate spin to campaign against mosque building, to oppose multi-cultural textbooks, and to introduce legislation protecting states from the fabricated threat of encroaching Muslim law. Beyond their stated goals, which may be frustrated by courts, these campaigns often have the symbolic purpose of spreading Islamophobia.

This chapter examines the moral problems raised by the “campus tour” of white nationalist Richard Spencer. This provides a way to reflect on some of the issues raised in and by moral dilemmas as a strategy within ethical theory, including their helpfulness for addressing real-life challenges. It also shows the power of practice to put familiar moral dilemmas in a new light. In the case of Spencer, and hate speech generally, a practice-focused approach enables us to see beyond the tension between two competing values of racial equality and free speech. That familiar framing leaves out the lived experience of people who are concretely threatened by white supremacists, the actual practices of those supremacists, and the relationships and structures of the society in which both racists and their victims live.
