Parliamentary Diplomacy and the us Congress: The Case of the nato Parliamentary Assembly

This article analyses the history and practice of the involvement of the us Congress in inter-parliamentary cooperation and diplomacy, with a specific case study of its members’ involvement in the Parliamentary Assembly of the North Atlantic Treaty Organization (nato pa), as a leading international parliamentary institution (ipi) in the field of international security. It argues that while members of Congress have participated in the activities of ipis in the past, they mostly focus on domestic affairs and are therefore less keen on engaging with ipis. Nevertheless, they do keep in close touch with transatlantic ipis. This is in line with us foreign policy, which places transatlantic relations at the top of the United States’ strategic interests. The article focuses on Congressional participation in the work of the nato pa before and during nato’s enlargement. It shows that Congress and its members can help the nato pa to play a visible role in transatlantic affairs.

Abstract. A case of continental outflow from the United States (US) was examined using airborne measurements from NASA DC-8 flight 13 during the Intercontinental Chemical Transport Experiment – North America (INTEX-NA). Mixing ratios of methane (CH4) and carbon monoxide (CO) at 8–11 km altitude over the North Atlantic were elevated to 1843 ppbv and 134 ppbv respectively, while those of carbon dioxide (CO2) and carbonyl sulfide (COS) were reduced to 372.4 ppmv and 411 pptv respectively. In this region, urban and industrial influences were evidenced by elevated mixing ratios and good linear relationships between urban and industrial tracers compared to North Atlantic background air. Moreover, low mixing ratios and a good correlation between COS and CO2 showed a fingerprint of terrestrial uptake and minimal dilution during rapid transport over a 1–2 day time period. Analysis of synoptic conditions, backward trajectories, and photochemical aging estimates based on C3H8/C2H6 strongly suggested that elevated anthropogenic tracers in the upper troposphere of the flight region were the result of transport via convection and warm conveyor belt (WCB) uplifting of boundary layer air over the southeastern US. This mechanism is supported by the similar slope values of linear correlations between long-lived (months) anthropogenic tracers (e.g., C2Cl4 and CHCl3) from the flight region and the planetary boundary layer in the southeastern US. In addition, the aircraft measurements suggest that outflow from the US augmented the entire tropospheric column at mid-latitudes over the North Atlantic. Overall, the flight 13 data demonstrate a pervasive impact of US anthropogenic emissions on the troposphere over the North Atlantic.

The Arbitral Tribunal of the Permanent Court at The Hague, by its award of the 7th of last September, in the case of the North Atlantic Coast Fisheries, brought to a close a controversy which in its various phases has been an almost constant source of vexatious dispute between the United States and Great Britain for the past seventy years.A treaty, granting exceptional rights, such as that which this Tribunal was called upon to consider, is peculiarly susceptible to different interpretations as the course of time brings new conditions not contemplated by its negotiators. The relations of the parties are changed. A liberty which at the date of the treaty was considered indispensable may become worthless, while one which was deemed insignificant may in years assume a place of vital importance to the beneficiaries under the grant. This change of conditions and of the value of rights has been especially true of the liberties acquired by the United States for its inhabitants under the first article of the Treaty of October 20, 1818.

This chapter focuses on the banquet held by the New York branch of the Pilgrims Society in March 1906 at the Waldorf-Astoria Hotel for Earl Grey, the Governor General of Canada. This dinner provides a case study of the ways in which the Society served as a network for British and American diplomats and provides one of the clearest examples of its public diplomacy activities. The banquet was held during a dispute between Britain, Canada, and the United States over fishing rights in the North Atlantic and the speeches given at the dinner by Earl Grey and Elihu Root, the US Secretary of State, were designed to mobilise public opinion in an effort to bring the dispute to an amicable end. Part of this public diplomacy effort was Earl Grey’s heavily-publicised gift to the US of a portrait of Benjamin Franklin that had been in his family’s possession since the American Revolution. The rhetoric surrounding this gift provides evidence about the cultural assumptions underpinning the Pilgrims’ public and cultural diplomacy.

The theoretical perspective of Bozeman’s publicness work is used to frame a two-part case study of the health insurance system in the United States. It begins with a historical overview of the incremental changes to the system over the past 70 years, illustrating how competing economic and political authorities have combined to create a uniquely expensive and poorly performing system. The empirical lens then focuses on one component of the US system, the Medicare program for the elderly and disabled. It shows how a fully public system has become increasingly privatized through a series of policy reforms starting in the 1990s. This analysis is timely in light of the recent Affordable Care Act of 2010 and the continuing efforts of the US Congress to limit the growth of entitlements such as Medicare.

Nato has been a phenomenon in international relations. It is unlike most multinational organizations of the past in that it has survived for a generation, and it has thereby fulfilled, at least, the minimal expectations of its founding fathers. Even more phenomenal for Americans has been the identification of the United States with an idea, a particular group of nations, and an organization which were all repugnant to a tradition that specifically isolated America from Europe. The origins of the North Atlantic Treaty are inextricably linked with the rediscovery of Europe by the United States.

With the development of certain administrative frictions (concerning coal quotas, occupation costs, and the scrap metal treaty) between the western occupying powers and the German Federal Republic, early indications were that if the talk of “contractual agreements” did materialize it would reserve, for the occupying powers, wide controls over important areas of west Germany's internal and external affairs. In Washington, however, a general modification of approach was noted during the September discussions between the United States Secretary of State (Acheson), the United Kingdom Foreign Secretary (Morrison), and the French Foreign Minister (Schuman), preparatory to the Ottawa meetings of the North Atlantic Council.
