In 2009 Hubbard and Duggan published their book ‘The Aid Trap’ which argued that a thriving private business sector in the recipient country must be encouraged. Otherwise foreign aid simply reinforces debt, poverty and dependency. This debate between neoliberal and neo-Keynesian approaches influenced the formation of effective foreign aid `strategies from new ODA donors such as South Korea. South Korea’s role in the ODA debate represents a more general geopolitical shift by emerging nations. The paper provides a critical assessment of South Korea’s state-led and soft power ODA policies by focusing on initiatives on aid effectiveness and fostering private/public partnerships (PPP’s). The paper goes on to critically consider and judge these eliteled ODA initiatives by addressing a grassroots NGO perspective.

This chapter reviews the aid effectiveness literature to assess whether foreign aid given to areas of limited statehood (ALS) can be expected to promote economic and social outcomes in the recipient country. It distinguishes between different types of aid, motives for granting it, recipient country policies and characteristics, and the modalities by which aid is delivered, as these factors have been argued to influence its effectiveness. This chapter then compares these properties between recipients most affected by limited statehood and those least affected. This allows us to assess the relative effectiveness of aid in countries with ALS. We conclude that on average aid given there is less likely to be effective than elsewhere. As countries with ALS, however, constitute a heterogeneous group, the specifics of individual countries and the types of aid given matter.

AbstractBlockchain technology has been considered a vehicle to foster development in poor countries by promoting applications such as secure delivery of humanitarian aid, digital identity services, and proof of provenance. This article examines whether (and if so, how) blockchain technology can enhance the effectiveness and efficiency of foreign aid governance, thereby moving beyond completely anonymous contexts. Foreign aid governance is plagued by lack of credible commitments among states, which are further exacerbated by information asymmetries and which often undermine aid effectiveness. In this context, blockchain technology holds two promises. First, through the guaranteed execution of smart contracts, it can strengthen the credibility of state commitments, for example collective burden-sharing rules among a group of donors or recipient country compliance with policy conditionality in return for aid. Second, through leveraging prediction markets, blockchain technology can allay information problems related to the verification of real-world events along the entire aid delivery chain.

Tax is very important in any country around the world. Since revenue collected from taxes enables a country to provide services to its citizens and for developmental progress as well. This study is about the effect of taxpayers’ awareness on tax compliance of PBSs in the Banadir region and carried out with the scope of May 2018 to March 2019. The variables used in the study was the level of taxpayers’ knowledge and tax law. While the study was explanatory research design the target population of 250 from the private business sector within the Banadir region. Data collected by administered questionnaire and were analyzed in descriptive statistics using statistical package for social science (SPSS20.0) and is presented in form of the frequency distribution of tables. It was also found a Correlation coefficient of a positive moderate degree of 0.637 and independent variables have enough explanations for the dependent variable with R2 of 87% Thus, the study recommends there was a need for effective taxpayers’ awareness programs to improve tax compliance. Also, to reduce corruption, improve accountability, and establish effective independent revenue authority.
