3 China’s Sustainable Development in a Shifting Global Context

AbstractThis article argues that the evolution of, and challenges to, sustainable development cannot be understood completely outside its contemporary global context, consisting mainly of three interconnected spheres, i.e., the global governance system, the North-South debate, and global trade liberalization. As the boundaries of these three spheres get more and more blurred in a context of an intensifying globalization, the project of sustainable development is very often faced with obstacles that set back its evolution and might very well bring it to a halt. Above all, sustainable development is now caught in the crossfire between the push for exponential economic growth, on the one hand, and a compelling need to reverse catastrophic ecological threats and social exigencies, on the other. More often than not, the current structure and scope of global governance constitutes more of a hindrance than a help to the emerging paradigm of sustainable development. Accordingly, this article seeks to pinpoint the different challenges to the implementation of sustainable development in the field of global governance and to discuss to what extent these challenges are inherent in the structure and scope of this system. In a similar vein, this article examines and discusses the challenges to sustainability within two other highly interrelated spheres, namely global trade and the North-South politics. With this end in view, a special focus is placed throughout this paper on the interconnectedness of, and overlap between, these three global spheres and the determinant role played by the major actors therein.

The article examines the use of information and communication technologies (ICT) in achieving sustainable development goals (SDGs). This link is conceptually and contextually analyzed in the global context whereby scholarly opinions and research works are discussed to substantiate the role that ICT can play in achieving SDGs. The article further examines the link in South Africa, using the country as a locus of the study. The article aims to find answers to the following research questions: How is ICT linked to all 17 SDGs? To what extent this link may accelerate SDGs’ implementation? What is the impact of ICT on accelerating SDGs? What are the challenges hampering the efficient utilization of ICT for SDGs’ implementation? The article uses a qualitative approach with desktop analysis to draw significant information. In addition, unobtrusive methods were applied, such as conceptual analysis and document analysis, to draw conclusions based on the findings. The findings confirm that despite ICT policies and infrastructure, the use and impact of ICT on SDGs is not always high. The article suggests that improvements are required at policy, institutional, department and individual levels. The suggestions can be applicable globally, based on the technological advancement and socio-economic development in country-specific contexts.

Implementing the United Nations Decade on Education for Sustainable Development in Latvian Higher EducationThe article analyzes the implementation of aims and tasks of the UN Decade of Education for Sustainable Development (DESD) (2005-2014) in Latvian higher education institutions (HEI). In the first part of the article the general context of DESD and its' objectives that will be necessary to reach in all levels of education systems are characterized. The second part describes the results obtained from the research on five Education for Sustainable Development (ESD) indicators by considering the situation in two state universities and two regional HEI in Latvia. Educational policies, strategies, curricula, documentations, and different activities in higher education were analyzed in the context of the DESD. Evaluation of the situation in Latvian HEI in general permits the authors to conclude that cooperation on ESD in global context is developed better than local initiatives.

The climate change debate and how to tame impact of climate change in the global context, remains a topical issue that elicits response from both continental bodies and states. While western countries take practical diplomatic steps in the climate change debate, African states appear both silent and unprepared for the challenges of climate change. Exploitation of natural resources has left marked impact on the environment in most African states, as degraded environment; denying them opportunity of harnessing wealth of the environment to achieve sustainable national development. Utilizing secondary data, the paper examines Africa’s effort at striking favourable climate change deals in the global context and what Africans are doing to maintain a healthy environment to achieve sustainable development. The paper recommends that Africa should be proactive in the global climate change politics to avert being short-changed.

In the current global context of an economy dominated by services and the rise of environmental and social concerns, the challenge is to integrate the notion of sustainable development with the approach of banking innovation as a marketing strategy allowing banks to be competitive. This paper aims at the link between marketing innovation and sustainable development, often conceived and organized independently, and proposes to analyze the place of sustainable development in the marketing strategy of banks. Education for Sustainable Development (ESD) is at the heart of the 2030 Agenda for Sustainable Development and has been widely recognized as a key factor and an integral element of quality education. It is part of Goal 4 and permeates all other goals of sustainable development. The problem is that the Ukrainian experience of remote observation of the global process of sustainable development and the formation and implementation of Education for Sustainable Development shows that we are on the margins of these events. We need to understand the global context of our stay in the world in order to change our position and our role in the fateful events and movements of the century at their deepest level of cause. Emphasis is placed on the fact that the theory of sustainable development is an alternative to the paradigm of economic growth, which ignores the environmental danger of development on an extensive model. The three components of sustainable development - economic, social, environmental - appear as aspects of a single, holistic process of social development. But despite all the declarations to achieve a balance between economic growth, social community development and the environment a quarter of a century after the Rio Conference (1992), this has not happened. Sustainable development requires a change of outlook. That is why issues related to the transformation of our way of thinking, changes in the value-semantic paradigm of life of national societies as part of global humanity are on the agenda. Education can play a significant role in this complex matter, and it must itself change into a new way of becoming a person adapted to living in a world of instability, uncertainty, complexity and contingency. The purpose of the paper is to justify the implementation of Education for Sustainable Development (ESD) in Ukrainian education as the agenda for its reform based on documents from the UN, UNESCO, OECD and the like. The content of the concept of Education for sustainable development and its evolution, the trends in the integration of education in sustainable development and the role of education in achieving sustainable development goals are analyzed.
