Sustainable Development in a Global Context: A Success or a Nuisance?

AbstractThis article argues that the evolution of, and challenges to, sustainable development cannot be understood completely outside its contemporary global context, consisting mainly of three interconnected spheres, i.e., the global governance system, the North-South debate, and global trade liberalization. As the boundaries of these three spheres get more and more blurred in a context of an intensifying globalization, the project of sustainable development is very often faced with obstacles that set back its evolution and might very well bring it to a halt. Above all, sustainable development is now caught in the crossfire between the push for exponential economic growth, on the one hand, and a compelling need to reverse catastrophic ecological threats and social exigencies, on the other. More often than not, the current structure and scope of global governance constitutes more of a hindrance than a help to the emerging paradigm of sustainable development. Accordingly, this article seeks to pinpoint the different challenges to the implementation of sustainable development in the field of global governance and to discuss to what extent these challenges are inherent in the structure and scope of this system. In a similar vein, this article examines and discusses the challenges to sustainability within two other highly interrelated spheres, namely global trade and the North-South politics. With this end in view, a special focus is placed throughout this paper on the interconnectedness of, and overlap between, these three global spheres and the determinant role played by the major actors therein.

The past decade has seen several high profile national policy conflicts related to sustainable development beset the northern Australian pastoral industry. Examples include the live cattle export ban, tree clearing legislation in Queensland and significant pastoral sector concerns about exploration and development of coal and gas reserves across the north. Although these are very legitimate cross-societal debates, the high levels of conflict associated with them impact on the willingness of corporate, family and Indigenous farming enterprises in northern Australia to invest in development. They also affect the willingness and capacities of pastoralists to cooperate with governments in various approaches to change management in northern landscapes. In the pursuit of a better pathway that might resolve policy problems while also delivering industry benefit, this paper analyses several high-profile industry and landscape scale conflicts from recent years, teasing out the key features of governance system dysfunction. At the same time, I also look at positive governance developments emerging in related contexts. Drawing on this analysis, I suggest the current system of governance affecting the northern Australian pastoral industry might have much to learn from the application of more evidence rich and engaging systems of co-management. I suggest that moving in this direction, however, would require Australian, state and Northern Territory (NT) governments to genuinely partner the industry, Traditional Owners and other key sectoral interests, leading to long-term vision building, strategy development and delivery partnerships that benefit industry and communities while resolving wider societal concerns.

This chapter argues that the notion of international cooperation as a purely executive, legal, or technocratic matter misses some decisive features of world politics today. International institutions are seen not only by political, but also by societal actors as political institutions exercising public authority requiring legitimacy. Two broad claims are tested. According to the first, the politicization of international institutions can be ascribed to the patterns of authority in the global governance system. The more political authority international institutions exercise, the more attention they attract, the more actors participate in debates and the more polarization in opinions takes place. The second broad claim is that politicization is a double-edged sword. On the one hand, it leads to a broadening of legitimation efforts including participatory and fairness-based narratives. On the other hand, politicization may also lead to a significant legitimacy gap that can undermine the authorities as a whole.

This chapter explores goal setting, as exemplified by the Sustainable Development Goals, as a governance strategy for reforming or rearranging existing international agreements and organizations so as to enhance their overall performance in promoting sustainable development. It discusses the political and entrepreneurial challenges peculiar to bringing existing international institutions into line, and identifies the conditions under which goal setting could be an effective tool for orchestration. The chapter concludes that, because of their ecumenical diversity and soft priorities, the Sustainable Development Goals are not likely to serve as effective instruments for fostering convergence. The 2030 Agenda for Sustainable Development provides neither an overarching norm that can serve as a platform for more specific goals nor an integrating vision of what long-term sustainable development in the Anthropocene means. In the absence of such an overarching principle and vision, the impact of the Sustainable Development Goals on global governance will likely materialize primarily as spurring some further clustering of existing regimes and organizations within crowded policy domains. The Sustainable Development Goals cannot be expected to generate major architectural reforms that will significantly reduce the fragmentation of the global governance system at large.

In the new era, it is proposed that China should be transformed from a participant and a cooperator into a designer, an impeller and a leader, continue taking an effect of responsible great power, increase public product supply, perfect a global governance system and contribute to China’s wisdom and China’s schemes during global governance, thus surveying and mapping geographic information takes on great mission. On the one hand, we have to timely grasp global geographic information data resources to provide an important scientific data support for China’s wisdom and China’s schemes. On the other hand, we have to provide surveying and mapping geographic information infrastructure construction and public products for developing countries, support location services within a global territorial scope, and realize the smoothness of talent flow, material flow and information flow between China and countries in the world. Meanwhile, external assistance and international communication and cooperation of surveying and mapping geographic information are also enhanced, and popularization and application of a geographic information technology in underdeveloped countries and regions are promoted.

States increasingly contest international institutions by “counter-institutionalization.” This comes in two forms. Counter-Institutionalization by Incumbent States (CMALL 4) means regime shifting and competitive regime creation. Incumbent states build and use parallel governance forums, especially when the dominant institution exercises authority on the basis of the “one-state, one-vote” principle. In that way, Western states insist on institutionalized inequality, asking for a global governance system that gives them a privileged role and allows for double standards. The costs of this strategy are significant. Rising powers also use the strategy of counter-institutionalization. They aim at changing existing, Western-biased institutions. Counter-Institutionalization by Rising Powers (CMALL 3) aims at voice—not at exit or loyalty. At the same time, there is an ongoing suspicion that stronger international institutions are instruments of Western dominance and help to prolong an unequal distribution of benefits. This tension leads to ambiguous responses, unified by the struggle against institutionalized inequality.

In September 2015, the international community agreed on 17 new sustainable development goals (SDG) as part of the new sustainable development agenda. This current perspective article discusses development cooperation under the new SDG agenda with a special focus on Norway’s efforts. It provides background on the governance system for development cooperation and discusses particular issues and topics present policy focuses on, and strategies and policies for achieving the SDG agenda for Norway, both at home and abroad. The role of education as a core part of development cooperation is highlighted and discussed throughout. A recurring theme is the role of conflict, stability and fragility for Norwegian development cooperation in particular. As discussed, Norway has a long-standing tradition of involvement in peacebuilding across the globe. Both the explicit link made by the new SDG agenda between peace and justice, through SDG 16, and its other goals bring the UN’s priorities in line with what has been a guiding principle for Norwegian development cooperation for several decades already.

Abstract In the last decade, complex statistical studies related to top managerial tools proven to impact the most the performances of business companies show the following (changing) hierarchy (excerpts): - Strategic Planning; - Customer Relationship Management; - Employee Engagement Survey; - Corporate Social Responsibility; - Balanced Scorecard. These tools are, practically, unknown to the majority of companies with Romanian capital. This cannot go on like that. The main argument comes from the conditions in which these companies act, from increasing challenges from similar EU companies, from globalization and from increased awareness for sustainable development. The paper tries to identify a common mainframe for implementing such tools. Specific aspects are also given as examples. Main conclusions are: 1. Even in a general mainframe, there is no unique approach applicable to all companies; 2. Involvement of top managers is essential; 3. The appointed implementation team is multidisciplinary in every case (technical experts, economists, environmentalists, mathematicians, IT professionals, etc.). Their legitimacy gives consistence and coherence to the implementing process; 4. An external, neutral facilitator is a must. He is the guide, the referee, the one that deals with possible disputes and divergences in the team; 5. All new managerial tools must be based on what companies already have; This paper is the first in a series dedicated to the subject and comes as a side result of the PAZEWAIA Project, financed by Innovation Norway, project currently active in the North-East Development Region of Romania.

Abstract The main objective of the current study is to highlight sustainable development from the perspective of the cosmetics industry producing ‘eco-friendly’ products. In the last decades an enhancing interest is being experienced towards sustainable development among cosmetics manufacturing companies, scientific research and development (R & D) laboratories as well as green consumers in the need for natural products safer for health and less toxic for the environment. Several international studies show that cosmetic products formulated with natural ingredients developed by cosmetic industry has a higher annual market growth than for synthetic products. R & D puts special focus on new innovative technologies in green cosmetic products to meet the frequently updated requirements of regulations in compliance with the current legislation. Scientific laboratory market has an increasing importance to evaluate natural and organic raw materials. In this work the authors attempt to focus on the growing importance of research activities to sustainable cosmetics production in life cycle assessment methodology. Naturally, the conceptual scope and extent of this study do not permit all the possible issues to be examined from every aspects due to lack of data, thus it will be endeavored to point out merely the most relevant considerations in the field of cosmetic industry.

Pati is a region on the north coast, according to the hypothesis of the researcher, the region is divided into three categories. The northern regions are more religious, the central is more plural, while the southern region is in the middle. In the central region there are many relics of tombs believed to be the those of the Muslim proselytizers in the area of Pati. The one that attracts the researcher is a tomb in the Gambiran area, where there are five local Muslim saints buried, one of them belons to mbah Hendro Kusumo, the son of Syech Ahmad Mutamakkin. This article attempts to trace back the spreading of Islam in Pati based on the existence of thetomb of Mbah Hendro Kusumo. It wants to answer question of whethere the existence of his tomb is due to his studying there or marital relationship, and how it relates to the spreading of Islam.Keywords: Mbah Hendro Kusumo, Traces of Islamic Dakwah, Islam

Education is one of the key goals of sustainable development (SD), which establishes the basis for the improvement of the people’s living conditions. In this logic a special role is played by universities that create an institutional framework for educating citizens on sustainable development, offering a new understanding of social problems. On the one hand, universities can create and promote knowledge about SD by their educational, expert and research activities, hence developing relevant values among people. On the other hand, universities can become an active agent in implementing the concept of SD by introducing it into its own academic activities. The article considers stakeholder approach as one of the approaches to the implementation of the concept of education for sustainable development (ESD). Therefore based on this approach, the article explores the benefits of the key stakeholders of the sustainable university. Low awareness among key stakeholders is one of the significant factors that hindering the implementation of the SD concept. Due to the lack of a sufficient research focused on studying the interests of the main stakeholders in the framework of ESD, this article is an attempt to narrow this gap.
