AbstractAs part of the Flow Encountering Abrupt Topography (FLEAT) program, an array of pressure-sensor equipped inverted echo sounders (PIESs) was deployed north of Palau where the westward-flowing North Equatorial Current encounters the southern end of the Kyushu–Palau Ridge in the tropical North Pacific. Capitalizing on concurrent observations from satellite altimetry, FLEAT Spray gliders, and shipboard hydrography, the PIESs’ 10-month duration hourly bottom pressure p and round-trip acoustic travel time τ records are used to examine the magnitude and predictability of sea level and pycnocline depth changes and to track signal propagations through the array. Sea level and pycnocline depth are found to vary in response to a range of ocean processes, with their magnitude and predictability strongly process dependent. Signals characterized here comprise the barotropic tides, semidiurnal and diurnal internal tides, southeastward-propagating superinertial waves, westward-propagating mesoscale eddies, and a strong signature of sea level increase and pycnocline deepening associated with the region’s relaxation from El Niño to La Niña conditions. The presence of a broad band of superinertial waves just above the inertial frequency was unexpected and the FLEAT observations and output from a numerical model suggest that these waves detected near Palau are forced by remote winds east of the Philippines. The PIES-based estimates of pycnocline displacement are found to have large uncertainties relative to overall variability in pycnocline depth, as localized deep current variations arising from interactions of the large-scale currents with the abrupt topography around Palau have significant travel time variability.

Abstract The aim of this paper is to quantify the contribution of synoptic transients to the full spectrum of space–time variability of sea level pressure (SLP) in middle latitudes. In previous work by the authors it was shown that tracking cyclones and anticyclones in an idealized atmospheric model allows one to reconstruct a surprisingly large fraction of the model’s variability, including not only synoptic components, but also its large-scale low-frequency component. Motivated by this result, the authors performed tracking of cyclones and anticyclones and estimated cyclone and anticyclone size and geometry characteristics in the observed SLP field using the 1948–2008 NCEP–NCAR reanalysis dataset. The reconstructed synoptic field was then produced via superimposing radially symmetrized eddies moving along their actual observed trajectories. It was found that, similar to earlier results for an idealized model, the synoptic reconstruction so obtained accounts for a major fraction of the full observed SLP variability across a wide range of time scales, from synoptic to those associated with the low-frequency variability (LFV). The synoptic reconstruction technique developed in this study helps elucidate connections between the synoptic eddies and LFV defined via more traditional spatiotemporal filtering. In particular, we found that the dominant variations in the position of the zonal-mean midlatitude jet are synonymous with random ultralow-frequency redistributions of cyclone and anticyclone trajectories and, hence, is inseparable of that in the storm-track statistics.

The twenty-first century has seen a surge in scholarship on Latino educational history and a new nonbinary umbrella term, Latinx, that a younger generation prefers. Many of historian Victoria-María MacDonald's astute observations in 2001 presaged the growth of the field. Focus has increased on Spanish-surnamed teachers and discussions have grown about the Latino experience in higher education, especially around student activism on campus. Great strides are being made in studying the history of Spanish-speaking regions with long ties to the United States, either as colonies or as sites of large-scale immigration, including Puerto Rico, Cuba, and the Philippines. Historical inquiry into the place of Latinos in the US educational system has also developed in ways that MacDonald did not anticipate. The growth of the comparative race and ethnicity field in and of itself has encouraged cross-ethnic and cross-racial studies, which often also tie together larger themes of colonialism, language instruction, legal cases, and civil rights or activism.

AbstractPast sea-level change represents the large-scale state of global climate, reflecting the waxing and waning of global ice sheets and the corresponding effect on ocean volume. Recent developments in sampling and analytical methods enable us to more precisely reconstruct past sea-level changes using geological indicators dated by radiometric methods. However, ice-volume changes alone cannot wholly account for these observations of local, relative sea-level change because of various geophysical factors including glacio-hydro-isostatic adjustments (GIA). The mechanisms behind GIA cannot be ignored when reconstructing global ice volume, yet they remain poorly understood within the general sea-level community. In this paper, various geophysical factors affecting sea-level observations are discussed and the details and impacts of these processes on estimates of past ice volumes are introduced.

Abstract Background Infection by hepatitis B and C viruses causes inflammation of the liver and can lead to cirrhosis, liver failure, and hepatocellular carcinoma. The WHO’s ambition to eliminate viral hepatitis by 2030 requires strategies specific to the dynamic disease profiles each nation faces. Large-scale human movement from high-prevalence nations to the United States and Canada have altered the disease landscape, likely warranting adjustments to present elimination approaches. However, the nature and magnitude of the new disease burden remains unknown. This study aims to generate a modeled estimate of recent HBV and HCV prevalence changes to the United States and Canada due to migration. Methods Total migrant populations from 2010-2019 were obtained from United Nations Migrant Stock database. Country-of-origin HBV and HCV prevalences were obtained for the select 40 country-of-origin nations from the Polaris Observatory and systematic reviews. A standard pivot table was used to evaluate the disease contribution from and to each nation. Disease progression estimates were generated using the American Association for the Study of the Liver guidelines and outcome data. Results Between 2010 and 2019, 7,676,937 documented migrants arrived in US and Canada from the selected high-volume nations. Primary migrant source regions were East Asia and Latin America. Combined, an estimated 878,995 migrants were HBV positive, and 226,428 HCV positive. The majority of both migrants (6,477,506) and new viral hepatitis cases (HBV=840,315 and HCV=215,359) were found in the United States. The largest source of HBV cases stemmed from the Philippines, and HCV cases from El Salvador. Conclusion Massive human movement has significantly changed HBV and HCV disease burdens in both the US and Canada over the past decade and the long-term outcomes of cirrhosis and HCC are also expected to increase. These increases are likely to disproportionally impact individuals of the migrant and refugee communities and screening and treatment programs must be strategically adjusted in order to reduce morbidity, mortality, and healthcare expenses. A methodology and its application to measure total, recurrent, and nonrecurrent (incident related) delay on urban freeways are described. The methodology used data from loop detectors and calculated the average and the probability distribution of delays. Application of the methodology to two real-life freeway corridors in Los Angeles, California, and one in the San Francisco, California, Bay Area, indicated that reliable measurement of congestion also should provide measures of uncertainty in congestion. In the three applications, incident-related delay was found to be 13% to 30% of the total congestion delay during peak periods. The methodology also quantified the congestion impacts on travel time and travel time variability.

This paper shows an application of the multiagent, activity-based transport simulation MATSim to evaluate equity effects of a congestion charging scheme. A cordon pricing scheme was set up for a scenario of the city of Zurich, Switzerland, to conduct such an analysis. Equity is one of the most important barriers toward the implementation of a congestion charging system. After the challenges posed by equity evaluations are examined, it is shown that agent-based simulations with heterogeneous values of time allow for an increased level of detail in such evaluations. Such detail is achieved through a high level of disaggregation and with a 24-h simulation period. An important difference from traditional large-scale models is the low degree of correlation between travel time savings and welfare change. While traditional equity analysis is based on travel time savings, MATSim shows that choice dimensions not included in traditional models, such as departure time changes, can also play an important role in equity effects. The analysis of the results in light of evidence from the literature shows that agent-based models are a promising tool to conduct more complete equity evaluations not only of congestion charges but also of transport policies in general.

We demonstrate the importance of politician social networks for electoral outcomes. Using large-scale data on family networks from over 20 million individuals in 15,000 villages in the Philippines, we show that candidates for public office are disproportionately drawn from more central families and family network centrality contributes to higher vote shares during the elections. Consistent with our theory of political intermediation, we present evidence that family network centrality facilitates relationships of political exchange. Moreover, we show that family networks exercise an effect independent of wealth, historical elite status, or previous electoral success. (JEL D72, D85, O17, Z13)
