The article discusses political development in the paradigmatic cases of Western Europe and the United States, arguing that the building and consolidation of their democratic nation states follow different paths. Nevertheless, after two centuries of differential political and institutional evolution, at the end of the 20th century, Western Europe, with the deepening of the integration process, has moved in the direction of a supranational organization that has many similarities to the American compound republic. However, the different institutional histories, with their attendant path-dependency effects, will continue to condition the developments of Europe and America, rendering convergence toward uniformity highly unlikely. Notwithstanding institutional transformation occurring in the Western political world, plurality will continue to mark its future.

Social scientists have for some time been interested in the socialization of young people. An increasing number of studies are available which deal with Western Europe, Japan, South America, and the United States. However, little empirical research has been done on the socialization of Canadian children. The purpose of this paper is to consider the development of English- and French-Canadian children's attitudes toward government in Quebec and to determine, in particular, the impact of their cultural membership on their perception of government. The ultimate goal of this research – though not of this paper – is to investigate empirically the development of national identity in Canada, a concept that has been singled out by several scholars as crucial in political development and nation building.

The diversity induced by migration flows to Western societies has continued to generate scholarly attention, and a sizable new body of work on immigrant incorporation has been produced in the past ten years. We review recent work in the United States, the United Kingdom, France, Germany, Sweden, Norway, Belgium, the Netherlands and Spain. Despite differences between the United States as a settler society and Western Europe as a composite of classic nation states, we find an overall pattern of intergenerational assimilation in terms of socioeconomic attainment, social relations, and cultural beliefs. We then qualify this perspective by considering sources of disadvantage for immigrants on both sides of the Atlantic. In the United States, the lack of legal status is particularly problematic; in Europe, by contrast, religious difference is the most prominent social factor complicating assimilation. We proffer several general propositions summarizing mechanisms embedded in purposive action, social networks, cultural difference,and institutional structures that drive the interplay of blending and segregating dynamics in the incorporation of immigrants and their children.

How a country responds to a rupture such as the COVID-19 pandemic can be revelatory of its governance. Governance entails not only the exercise but also the constitution of authority. The pandemic response thus presents a real-world disruption to verify or problematize some truisms about national governance and produce novel comparisons and insights. We present a comparative analysis across four established democratic nation-states. First, we identify concerns of relevance for national pandemic responses and map them to state characteristics. Next, we conduct thematic analyses of recent ruptures in India, the United States, Sweden and Norway, to form a baseline of truisms about governance responses to frontier moments such as this pandemic, and hypothesize their relative propensities across the concerns. We then compile comparative data on emergent pandemic responses during the first 90 days of respective, temporally proximate outbreaks. This combination enables us to link response characteristics to national propensities across the relevant concerns. We identify similarities and differences between what the pandemic responses reveal and the truisms of scholarship about the four countries state characteristics. We argue that ruptures in democratic governance contexts embody temporally discontiguous and country-specific patterns. They are conjunctures of particular possibilities for bounded reconfiguration. Such reconfiguration can intensify or shift the course of what the state is becoming. We argue that in our cases it accelerates shifts to authoritarianism (India and the United States), raises stark questions of national identity (Norway and Sweden) and underscores tensions between the reemergence of welfare states and the global project of neoliberalism. By revealing what sort of rules show resurgence across ruptures, our comparative analysis deepens a timely understanding of punctuated politics of reconfiguration of authority.

Foreign aid has been the subject of much examination and research ever since it entered the economic armamentarium approximately 45 years ago. This was the time when the Second World War had successfully ended for the Allies in the defeat of Germany and Japan. However, a new enemy, the Soviet Union, had materialized at the end of the conflict. To counter the threat from the East, the United States undertook the implementation of the Marshal Plan, which was extremely successful in rebuilding and revitalizing a shattered Western Europe. Aid had made its impact. The book under review is by three well-known economists and is the outcome of a study sponsored by the Department of State and the United States Agency for International Development. The major objective of this study was to evaluate the impact of assistance, i.e., aid, on economic development. This evaluation however, was to be based on the existing literature on the subject. The book has five major parts: Part One deals with development thought and development assistance; Part Two looks at the relationship between donors and recipients; Part Three evaluates the use of aid by sector; Part Four presents country case-studies; and Part Five synthesizes the lessons from development assistance. Part One of the book is very informative in that it summarises very concisely the theoretical underpinnings of the aid process. In the beginning, aid was thought to be the answer to underdevelopment which could be achieved by a transfer of capital from the rich to the poor. This approach, however, did not succeed as it was simplistic. Capital transfers were not sufficient in themselves to bring about development, as research in this area came to reveal. The development process is a complicated one, with inputs from all sectors of the economy. Thus, it came to be recognized that factors such as low literacy rates, poor health facilities, and lack of social infrastructure are also responsible for economic backwardness. Part One of the book, therefore, sums up appropriately the various trends in development thought. This is important because the book deals primarily with the issue of the effectiveness of aid as a catalyst to further economic development.

Iraq's experience with chemical weapons provides ample lessons for nation-states looking to redress their conventional military shortcomings. Nation-states are likely to learn from Saddam that chemical weapons are useful for waging war against nation-states ill-prepared to fight on a chemical battlefield as well as against internal insurgents and rebellious civilians. Most significantly, nation-states studying Iraq's experience are likely to conclude that chemical weapons are not a “poor man's nuclear weapon” and that only nuclear weapons can deter potential adversaries including the United States.

The international order today is characterised by power shift and increasing multipolarity. Countries such as India and Vietnam are working to consolidate the evolving multipolarity in the Indo-Pacific. The article maps the convergences in the Indian and Vietnamese foreign policy strategies and in their approaches to the Indo-Pacific. Both countries confront similar security challenges, such as creeping territorial aggression. Further, India and Vietnam are collaborating with the United States and Japan to maintain a favourable balance of power in the Indo-Pacific. While Delhi and Hanoi agree on the need to reform the United Nations, there is still some distance to travel to find a common position on regional economic architectures. The India–Vietnam partnership demonstrates that nation-states will seek to define the structure of the international order and in this instance by increasing the intensity of multipolarity.
