The concluding chapter surveys the prospects for more democratic governance of national economies and more equitable outcomes in the global economy. The backdrop for the chapter is the marriage of shadow finance with the conservative governments that have achieved electoral success on the basis of popular dissatisfaction with the response of neoliberal governments to the global economic crisis. The conservative movement and its governments are incoherent and unwilling to address, even in terms of modest reform, the power of finance and its responsibility for inequality and crisis. Effective reform could emerge from the union of professional expertise, whose commitment to technocratic aspects of the neoliberal project may have weakened, with democratic social movements.

This article is an abridged version of a book chapter, Culturally and Linguistically Appropriate Services, published in the Handbook of Home Health Care Administration, Sixth Edition (Marilyn Harris, editor). The article describes the importance of culturally and linguistically competent care for the success of home health agencies. It uses the 15 standards of the National Standards for Culturally and Linguistically Appropriate Services in Health and Health Care (CLAS Standards) as an outline for identifying strategies that home health leaders can incorporate into their agencies’ practices to enhance their care to culturally and linguistically diverse patients. Providing services that produce equitable outcomes for diverse patients is likely to enhance agency Home Health Compare and HHCAHPS (Home Health Care Consumer Assessment of Healthcare Providers and Systems) scores, Star Ratings, and reimbursement in a value-based reimbursement model.

Equity has become a major concern in efforts to conserve nature. However, in the Global South, inequitable social impacts of conservation usually prevail. We investigate barriers to equitable governance of four protected areas through an innovative approach linking the tri-dimensional framing of environmental justice with the notion of telecoupling. We conceptualize the creation, support, and implementation of protected areas as telecoupling processes that involve flows, actors, and action situations, and assess them based on a set of indicators of procedural justice, distributive justice, and recognition. We perform the analysis for parallel or competing telecoupling processes that affect the areas and we then investigate the scope and reach of resistance actions to attain more equitable outcomes. Identified barriers include dependence of the PAs on transnational financial flows, presence of competing extractive demands, negative narratives on local practices, wilderness and Malthusian framings, authoritarian rule, narrow development options, and socio-cultural discrimination. These combined barriers create multiple forms of exclusion. Resistance actions are likely to succeed when actors can mobilize alliances and resources across distance. We conclude that justice framings can make power relationships in telecouplings more visible, and that considering distant interactions can elucidate causes of (in)equity in conservation.

<p>Fuel poverty describes the inability of households to afford adequate energy services, such as space heating. In New Zealand, where 25% of households are estimated to be ‘fuel poor’, high electricity prices in a restructured electricity market have an important influence on fuel poverty. However, the ability of the New Zealand Government to regulate these high electricity prices is constrained. Consequently, there is a strong reliance on consumers to switch energy suppliers, which promotes competitive prices and in turn regulates the price of electricity. In contrast to energy efficiency improvements, switching offers fuel poor households a low-cost opportunity to improve the short-term affordability of energy services. Yet, switching is suggested to not benefit fuel poor households who are in most need of affordable energy.  This thesis explored the relationship between fuel poverty and supplier switching in Wellington, New Zealand through a geographic lens. First, a new approach to identifying fuel poverty in New Zealand was applied. Using geographic information systems (GIS), a fuel poverty index was calculated to identify fuel poverty in Wellington at meshblock level. Spatial analysis of the index revealed the complexity of identifying fuel poverty and the extent to which the spatial distribution of fuel poverty in Wellington is shaped by the city’s colonial history. The index was then used to identify survey participants through which a survey was conducted exploring Wellington households’ switching behaviours. In a competitive market, consumers are expected to switch according to economically rational behaviours. However, switching behaviours in the survey sample were influenced by factors other than these economically rational behaviours. Integrating the findings of this thesis supports suggestions that switching is not benefiting the fuel poor. Finally, this thesis sheds light on the extent to which an understanding of the geography of fuel poverty can be applied towards improving the effectiveness of policy and equitable outcomes for fuel poor households.</p>

Violent conflicts are quite often perceived as a destructive and negative phenomenon, and there is little understanding of how they also offer opportunities for a positive change in the society. In particular, little is understood about how violent conflicts and development processes interact and create positive changes in local institutions and practices. This article focuses on such interactions observed amongst the Community Forest User Groups (CFUGs) in the Koshi Hills of Nepal, as the Livelihoods and Forestry Programme (LFP) worked through the conflict period. It demonstrates that the Maoist conflict contributed in several ways to enhance the pro-poor outcomes of development actions. We show that the conflict helped empower the marginalised groups, improve their access to community resources, and bring about important changes within the local institutions and practices, contributing to equitable resource management. We suggest that there are positive sides of a violent conflict, where development interventions need to focus on. The way school Health and Physical Education (HPE) is conceptualized and taught will impact on its ability to provide equitable outcomes across gender, sexuality, ethnicity, religion and social class. A focus on social justice in HPE is pertinent in times when these ideals are currently under threat from neoliberal globalization. This paper draws on data from the initial year of an international collaboration project called ‘Education for Equitable Health Outcomes – The Promise of School Health and Physical Education’ involving HPE and Physical Education Teacher Education researchers from Sweden, Norway and New Zealand. The data in this paper record the researchers’ presentations and discussions about issues of social justice and health as informed by school visits and interviews with HPE teachers in the three different countries. The analysis of the data is focused on what is addressed in the name of social justice in each of the three countries and how cross-cultural researchers of social justice in HPE interpret different contexts. In order to analyse the data, we draw on Michael Uljens’s concepts of non-affirmative and non-hierarchical education. The findings suggest that researching social justice and health (in)equality across different countries offers both opportunities and challenges when it comes to understanding the enactment of social justice in school and HPE practices. We conclude by drawing on Uljens to assert that the quest for social justice in HPE should focus on further problematizing affirmative and hierarchical educational practices since social justice teaching strategies are enabled and constrained by the contexts in which they are practised.

We live in an increasingly urban, increasingly unequal world. This is nowhere more evident than in cities of the global South, where many residents face deep injustices in their ability to access vital services, participate in decision-making or to have their rights recognised as citizens. In this regard, the rallying cry of the Sustainable Development Goals (SDGs) to ‘leave no one behind’ offers significant potential to guide urbanisation processes towards more equitable outcomes, particularly for the urban poor. Yet the SDGs have also faced a series of criticisms which have highlighted the gaps and silences in moving towards a transformative agenda. This article explores the potentials of adopting a relational lens to read the SDGs, as a mechanism to navigate these internal contradictions and critiques and build pathways to urban equality. In particular, it offers three questions if we want to place urban equality at the heart of the agenda: who owns the city; who produces knowledge about the city; and who is visible in the city? Drawing from the practices of organised groups of the urban poor, this article outlines the key lessons for orienting this agenda towards the relational and transformative aims of urban equality.
