The Mulroney government and humanitarian intervention in the former Yugoslavia

Based on primary and secondary sources, this article analyzes the policy of the Mulroney government on humanitarian intervention in the former Yugoslavia between 1991 and 1993. It finds that the Mulroney government chose to play a leading role in the international intervention in the former Yugoslavia, because doing so both allowed the government to implement its vision of a post-Cold War world order that aligned with its understanding of Canadian interests, and satisfied the demands and preferences of the Canadian public. At the same time, the Mulroney government stumbled into unanticipated situations in Yugoslavia, and failed to respond to them effectively. This led the government to reconsider the assumptions that had motivated its initial enthusiasm for intervention, and to commence a review of peacekeeping and intervention that it would not live to implement.

This first-ever history of the US National Intelligence Council (NIC) is told through the reflections of its eight chairs in the period from the end of the Cold War until 2017. Coeditors Robert Hutchings and Gregory Treverton add a substantial introduction placing the NIC in its historical context going all the way back to the Board of National Estimates in the 1940s, as well as a concluding chapter that highlights key themes and judgments. The historic mission of this remarkable but little-understood organization is strategic intelligence assessment in service of senior American foreign policymakers. It has been at the center of every critical foreign policy issue during the period covered by this volume: helping shape America’s post–Cold War strategies, confronting sectarian conflicts around the world, meeting the new challenge of international terrorism, and now assessing the radical restructuring of the global order. Each chapter places its particular period of the NIC’s history in context (the global situation, the administration, the intelligence community) and assesses the most important issues with which the NIC grappled during the period, acknowledging failures as well as claiming successes. With the creation of the director of national intelligence in 2005, the NIC’s mission mushroomed to include direct intelligence support to the main policymaking committees in the government. The mission shift took the NIC directly into the thick of the action but may have come at the expense of weakening its historic role of providing over-the horizon strategic analysis.

Since the end of the bipolar era, Italy has regularly undertaken military interventions around the world, with an average of 8,000 units employed abroad in the twenty-first century. Moreover, Italy is one of the principal contributors to the UN operations. The end of the cold war represented a turning point for Italian defence, allowing for greater military dynamism. Several reforms have been approved, while public opinion changed its view regarding the armed forces. This chapter aims to provide a comprehensive perspective of the process of transformation that occurred in post-cold-war Italian defence, looking at the evolution of national strategies, military doctrines, and the structure of forces. After a brief literature review, the study highlights the process of transformation of Italian defeshnce policy since 1989. Through primary and secondary sources, the chapter illustrates the main changes that occurred, the never-ending cold-war legacies, and key challenges.

Despite long historical ties, post-colonial relations between India and Myanmar have fluctuated between magnanimity and mistrust. While India often stood for high moral grounds and promotion of democracy, it did so at the cost of losing Myanmar to China. This affected both India and Myanmar adversely: while New Delhi’s economic, energy and security interests were hurt, isolated Yangon became more China-dependent. However, since the early 1990s, domestic developments in Myanmar and post-Cold War structural changes in the world order necessitated conditions for cooperation and mutual gains. It appears that blatant domestic suppression in, and international seclusion of, Myanmar is not desirable. Having witnessed two eras of magnanimity and mistrust, Prime Minister Manmohan Singh’s visit to Myanmar in 2012 heralds a prospective era of market interdependence while opening Pandora’s box: can India get a better share of Myanmar’s commercial possibilities without compromising its core interests in promoting democracy, development and diaspora protection?

As the Cold War has receded, it has left behind a world system characterized by two divergent trends. On the one hand, as the two superpowers have withdrawn their security umbrellas, a host of ethnic and territorial conflicts have sprouted around the globe. On the other hand, as former rival blocs now create alliances, international mechanisms for the peaceful resolution of contentious issues have proliferated. A central concern of our times, then, is whether, and under what circumstances, these new mechanisms will be successful in dealing with the disorderly aspects of the new world ‘order’.

This article examines the debate surrounding the responsibility to protect [R2P] with particular reference to the use of peacekeeping forces in that regard. Post-Cold War, human protection had expanded into a matter of international concern. Yet, where formerly humanitarian intervention was the mot du jour, a change in conceptual vocabulary led to the introduction of R2P and to a redefinition of sovereignty. Accordingly, the primary responsibility to protect its citizens rests with the sovereign state but, owing to international solidarity, the residual responsibility rests with the international community. Contextually, R2P is embedded in a continuum of responsibilities: prevent, react and rebuild. Proponents of the concept already see a norm in development. Still, divisions and confusion remain concerning the concept’s legal basis, its scope and its parameters. This is particularly relevant in view of peacekeeping forces, which have been increasingly deployed for humanitarian purposes. Because of ill-defined mandates and an overextension of resources, however, traditional peacekeeping is no longer suitable, lacking the resources, the personnel and the necessary expertise. To be able to fulfil the goals of R2P, peacekeeping will have to be redefined and the forces equipped with more robust mandates or fail.

This article is based on the view that in the post-Cold War period, a US-defined New World Order discourse has been in formation. Adopting a critical discourse analytical perspective, the paper examines the deployment of American liberal democratic political ideology, which forms the basis of the New World Order discourse. American liberal democracy is construed vis--vis the articulation of illiberal global threats (namely, Osama bin Laden and Saddam Hussein); through international consensus-building based on universalized American principles of freedom and democracy; and through Americas self-election to global leadership. While the primary focus of the study is on the speeches of President George W. Bush since the 11 September 2001 attacks, the analysis also includes speeches by the former post-Cold War presidents, Bill Clinton and George H.W. Bush, in the context of earlier historic events. An intertextual analysis of the speeches shows the hegemonic form(ul)ation of American liberal democratic internationalism in the post-Cold War environment.

Russia attempts to revise a Western-led liberal world order. However, challenging the West seems to be a strategy aimed at improving Russia’s international standing. This strategy is undoubtedly ambiguous as Russia challenges the West, particularity the United States, and looks for a rapprochement at the same time.The Russian Federation abandoned the West in 2014 as a result of the annexation of the Crimean Peninsula what constituted breaking international law, andengagement into the war in the East Ukraine. Nevertheless, the milestone was not 2014, but 2008 when Russia had decided for the first time to use its militar yforce against Georgia and indirectly against the growing Western military and political presence in this post-Soviet republic. This game changer was hardly a surprise, because several signals of a desire to challenge the Western-led world order had appeared in the past at least twice in president Putin’s speeches in 2007 at Munich Security Conference and in 2014 during Valdai Club session in Sochi. This article seeks to provide a take in the discussion about the way Russia has been trying to reshape the post-Cold War order. This paper probes the notion that Russia has become a revisionist state trying to shape a post-Western world order. Besides, there are a few questions to be answered, first of all whether anti-Westernism is in fact its goal or rather an instrument in regaining more effective impact on international politics and how it may influence the post-ColdWar order despite its reduced political and economic potential.

This concluding chapter offers a summary and evaluation of the key ideas contained in the chapters of this Handbook. The chapter discusses peaceful change in terms of conceptual clarity; historical evolution of scholarship in the area, especially the interwar, Cold War, and post–Cold War era efforts at analyzing the concepts; and the policy innovations in this realm. This is followed by an evaluation of the key umbrella theories of international relations—realism, liberalism, and constructivism—and how they approach peaceful change. Some important sources and mechanisms of change are analyzed. This is followed by discussion of the policy contributions of selected great and rising powers toward peaceful change. The chapter then offers a summary of contributions and progress that various regions have made in the area of peaceful change. It concludes with some ideas for future research while highlighting the significance of the subject matter for international relations and the world order.
