While the Great Powers were meeting in Washington at the Dumbarton Oaks Conference, representatives of the Arab states were meeting in Egypt to draft the Alexandria Protocol, the document that would lead to the establishment of the Arab League in March 1945. The idea of Arab Unity has a long history driven by intra-regional dynamics but the form that the League ultimately took of a regional organization rather than the political union many envisioned was largely a product of the wartime environment. The Arab states found both opportunity and potential threats in the Dumbarton Oaks proposals as they worked to develop their own postwar vision. Discussions of regional councils in the months preceding Dumbarton Oaks raised fears of a western-imposed regional order and served as the center of gravity that ultimately allowed them, for the moment, to overcome regional rivalries and join together in the Arab League. This case study contributes to the decolonization of diplomatic history by placing the Arab nationalist movement in its global context and demonstrates how the Arab states, for whom unity was viewed as a pathway to independence, appropriated wartime internationalist ideals in the later war years.

Beckett's famous claim that his writing seeks to ‘work on the nerves of the audience, not the intellect’ points to the centrality of affect in his work. But while his writing's affective quality is widely acknowledged by readers of his work, its refusal of intellect has made it difficult to take fully into account in scholarly work on Beckett. Taking Beckett's 1967 short prose text Ping as a case study, this essay is an attempt to take the affective qualities of Beckett's writing seriously and to consider the implications of his affectively dense writing for his texts’ relationship to history. I argue that Ping's affect emerges from the rhythms of its prose, producing a highly ‘speakable’ text in which affect precedes interpretation. In Ping, however, this affective rhythmic patterning is portrayed as mechanical, the product of the machinic ‘ping’ that punctuates the text and the text's own mechanical rhythms, demanding the active involvement of the reader. The essay concludes by arguing that Ping's mechanised affect is a specifically historical feeling. Arising from a specifically twentieth-century anxiety about technology's tendency to evacuate ‘natural’ emotion in favour of inhuman affect, it participates in a tradition of affectively resonant but curiously blank or indifferent performances of cyborg embodiment. Read in this historical light, Ping's implication of the reader in the production of its mechanised affect grants it, from our contemporary perspective, an archival quality. At the same time, it asks us to broaden the way in which we understand the Beckettian text's relationship to history, pointing to the existence of a more complex and recursive relationship between literature, its historical moment, and our contemporary moment of reading. Such a post-archival historicism sees texts as generated by but not bound to their historical moments of composition, and understands the moment of reception as an integral, if shifting, part of the text's history.

AbstractThis paper investigates the design and development of bio-inspired suture pins that would reduce the insertion force and thereby reducing the pain in the patients. Inspired by kingfisher's beak and porcupine quills, the conceptual design of the suture pin is developed by using a unique ideation methodology that is proposed in this research. The methodology is named as Domain Integrated Design, which involves in classifying bio-inspired structures into various domains. There is little work done on such bio-inspired multifunctional aspect. In this research we have categorized the vast biological functionalities into domains namely, cellular structures, shapes, cross-sections, and surfaces. Multi-functional bio-inspired structures are designed by combining different domains. In this research, the hypothesis is verified by simulating the total deformation of tissue and the needle at the moment of puncture. The results show that the bio-inspired suture pin has a low deformation on the tissue at higher velocities at the puncture point and low deformation in its own structure when an axial force (reaction force) is applied to its tip. This makes the design stiff and thus require less force of insertion.

Purpose The purpose of this paper is to discuss the role of digital forensics in an evolving environment of cyber laws giving attention to Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) countries, comprising Bangladesh, India, Myanmar, Sri Lanka, Thailand, Nepal and Bhutan, in a dynamic global context. Design/methodology/approach This study uses a case study approach to discuss the digital forensics and cyber laws of BIMSTEC countries. The objective of the study was expected to be achieved by referring to decided cases in different jurisdictions. Cyber laws of BIMSTEC countries were studied for the purpose of this study. Findings The analysis revealed that BIMSTEC countries are required to amend legislation to support the growth of information technology. Most of the legislation are 10-15 years old and have not been amended to resolve issues on cyber jurisdictions. Research limitations/implications This study was limited to the members of the BIMSTEC. Originality/value This paper is an original work done by the authors who have discussed the issues of conducting investigations with respect to digital crimes in a rapidly changing environment of information technology and deficient legal frameworks.

Abstract China's rise has raised important questions about the durability of US hegemony in East Asia. Much of the debate, however, has generally been cast in fairly simplistic terms, suggesting the durability or end of US regional hegemony. Such framings nevertheless fail to fully capture regional dynamics and complexity. Advancing an English School conception of hegemony, this paper examines the politics, contestation, and renegotiation of the post–Cold War US hegemonic order in East Asia. It maps out four logics of hegemonic ordering in the existing literature, outlines their shortfalls and advances a twofold argument. First, although regional order will not disintegrate into binary “order versus disorder” or “US versus Chinese hegemony” scenarios, the politics of hegemonic ordering—the interactive discourses, processes, relations, and practices that underpin hegemony—will intensify as the United States and China continue to both cooperate and compete for power, position, and influence in East Asia. Second, I argue that the East Asian regional order will evolve in ways that resemble hybrid forms of hegemony in a complex hierarchy. Specifically, I develop a new logic—“coalitional and collaborative hegemonies in a complex hierarchy”—that is anchored in assertiveness, fluidity, and compartmentalization. It demonstrates that Washington and Beijing will not only form coalitional hegemonies, seeking legitimation from multiple and often overlapping constituencies, but also engage in a collaborative hegemony on shared interests. This better reflects evolving regional dynamics and yields theoretical insights into examining hegemonic transitions less as clearly delineated transitions from one distinct hegemonic order to the next, and more as partial and hybrid ones.

According to press reports from Beirut, Lebanon, on August 11 and 18, 1959, representatives of nine Arab states—all the members of the Arab League except Tunisia—were preparing a lengthy reply to the suggestion of Mr. Dag Hammarskjold, Secretary-General of the UN, that the Palestine refugees being sheltered by various Arab countries be economically integrated into these countries. Spokesmen for the Arab states declared at the end of a tenday conference that they would unanimously support the refugees' demand to return to their homes in what had become the state of Israel; this was tantamount to rejection of Mr. Hammarskjold's proposal to spend $1.5–$2 billion within the next five years to create productive jobs for about one million refugees living in Arab lands. Although the Secretary-General had asserted that economic integration would not prejudice any rights of the refugees, the Arabs interpreted the plan to mean that the refugees would be permanently resettled among them. Apparently the only part of Mr. Hammarskjold's report that was acceptable to the Arabs was that calling for the continued existence of the UN Relief and Works Agency (UNRWA), the organization administering the relief program for refugees in Lebanon, Jordan, and the United Arab Republic.

PurposeThis paper aims to determine the stage of the life cycle where the trucks of a waste collection fleet from a Colombian city are located through a reliability approach. The reliability analysis and the evaluation of curve of operational costs allow to know the moment in which it is necessary to make decisions regarding an asset, its maintenance or possible replacement.Design/methodology/approachFor a dataset presented as maintenance work orders, the time to failures (TTFs) for each vehicle in the fleet were calculated. Then, a probability density function for those TTFs was fitted to locate each vehicle in a region of the bathtub curve and to calculate the reliability of the whole fleet. A general functional analysis was also developed to understand the function of the vehicles.FindingsIt was possible to determine that the largest proportion of the fleet was in the final stage of the life cycle, in this sense, the entire fleet represent critical assets which in most of cases could be worth replacement or overhaul.Originality/valueIn this study, an address is exposed for the identification of critical equipment by reliability and statistical analysis. This analysis is also integrated with the maintenance management process. This is a broadly interested topic since it allows to support the maintenance and operational decision-making process, indicating the focus of resource allocation all over the entire asset life cycle.
