Accurate Selection of Police Officials within Small Municipalities: “Et Tu Assessment Center?”

Two unique issues raised in using an assessment center to select a municipal official were successfully addressed. Community input, involvement and acceptance of an innovative selection process (i.e., the assessment center method) was gained through the use of interviews, a mail-out survey and by training selected community residents to serve as assessors. Expenditure for the selection process was minimized by using unpaid professionals as assessors and by utilizing city offices as the setting for the assessment center. A mail-out survey approximately one year later indicated the community residents perceived the project and candidate selection as successful.

Abstract Karim and Haradh reservoirs within the Karim Small Fields (KSF) cluster in the South of the Sultanate of Oman are characterized by low to medium permeability and significant heterogeneity and contain medium to heavy crude oil. Reservoir depths are in the range of 1500 to 2000 m and productive areas are relatively small (around 2 km2 per field). Over the past 10 years, fields development did not result in sustained oil production despite the close well spacing. Geological and reservoir studies indicated that this is mainly due to the heterogeneity, lack of reservoir continuity and presence of significant wellbore damage in most wells. Accordingly, the KSF operator initiated an appraisal campaign focusing on hydraulic fracturing to stimulate the producing wells and improve the extension of their drainage areas. This campaign resulted in significant improvement in well productivity and the analysis of results indicates good potential for improving the ultimate oil recovery from these reservoirs. Although the results from hydraulic fracturing campaign are encouraging, they also indicate that appropriate selection of well candidates, key parameters in the fracturing procedure, effects of well completion and impact of well age are very important for successful oil gain. As a result, a comprehensive procedure for selecting and ranking candidate wells for hydraulic fracturing in Karim and Haradh formations has been developed. The procedure includes assessing the impacts of key properties such as fracture height, depth of oil-water contact, thickness of oil column, and distance to faults. In addition, the lessons learned from the previous appraisal campaign will contribute to achieving optimum fracture geometry in future campaigns. The candidate selection workflow involves understanding the geology, geomechanics, and petrophysics of the wells in which a fracturing operation was performed previously in different formations in KSF. More than 20 existing wells were screened through the candidate selection process using a clear workflow to incorporate all the relevant aspects of the selection criteria. The outcome of the candidate selection phase led to selection of the best wells for fracturing operations in the Karim and Haradh formations. The improvements on the fracturing design have been followed to obtain the optimum fracturing design for the selected wells.

This article discusses the post-clientelist initiatives used by political parties in the selection of candidates within the party to determine the regent and vice regents nominated for the local election. Candidate selection is the political domain of political parties, but in the context of figure-based politics, parties tend to play more as political vehicle in the candidacy of local head. Through this role, resource exchanges take place between parties and candidates within the internal party candidacy arena. Using qualitative methods through in-depth interviews and observations of candidate selection in the Bekasi Regent 2017 election, this article seeks to reveal how post-clientelist initiatives are used by party elites to optimize the incumbency advantage as main political resource in the candidate selection to determine who will pair the incumbent. The results show that the dominance of party elites in candidate selection process determines how financial resources and political support are optimized to win the incumbent. Decision to choose the vice-regent from the same party while still forming coalitions with other parties indicates that post-clientelistic strategy is operated both internally and externally. This practice confirms the tendency of the candidate selection model to be more inclusive because it involves other parties, but remains pragmatic.

The selection of a school principal is a very important personnel function in a school system. Considerable effort has been expended by school systems to improve the selection process. In an endeavor to establish objectivity in an apparently subjective procedure for principal selection, the National Association for Secondary School Principals (NASSP) developed an assessment process to enhance the identification and selection of potential school principals. Research studies to date have been individually inconclusive in identifying the best criteria for assessment and selection of school administrators. The primary questions of this study centered on concerns about the criteria used for evaluating leadership potential. First, are NASSP-style assessment centers effective in evaluating desirable criteria for the principalship? Which criteria used in assessment are the most and least correlated with job performance criteria? If the criterion validity of current dimension estimators is relatively low, which alternate criteria might augment the current assessment process? This study used a series of meta-analyses to integrate the factors identified within and outside of the NASSP assessment center process into a consistent theoretical framework for the improvement of principal preparation, assessment, selection and performance. A model for future assessment center programs is then proposed on the basis of this analysis.

Mosque architectural design is based on Islamic culture as an approach to objects and products from the Islamic community by looking at their suitability and values and basic principles of Islam that explore more creative and innovative ideas. The purpose of this system is to help the team and the community in seeing the best mosque in the top order so that the system can be used as a reference for the team and the community. The variables used in the selection of modern mosques include facilities and infrastructure, building structure, roof structure, mosque area, level of security and facilities. The system model used is a fuzzy promethee model that is used for the modern mosque selection process. Fuzzy inference assessment is used to determine the value of each variable so that the value remains at normal limits. Fuzzy values will then be included in promethee assessment aspects. The highest promethee ranking results will be made a priority for the best mosque ranking. This fuzzy inference system and promethee system can help the management team and the community in determining the selection of modern mosques in aceh in accordance with modern mosque architecture. The results of the study of the duration of the juvenile period of indigenous Chechen willow leaf pear genotypes (Pyrus salicifolia Pall.) are given in connection with the acceleration of the breeding process and the use of selected forms in pear breeding for high precocity. The studies were carried out in 2016-2019 at OOO “Orchards of Chechnya” in accordance with the Agreement on creative cooperation with the Russian Research Institute of Fruit Crop Breeding. The work was carried out in accordance with generally accepted programs and methods. The objects of the study were one-year and two-year-old pear seedlings obtained from sowing seeds of selected dwarf and low-growing local Chechen forms of willow pear (P. salicifolia Pall.), laying fruit buds on annual growths and seedlings of Caucasian pear (P. caucasica Fed.), 20 500 pcs. of each specie. The aim of the research was to study the potential of precocity of willow pear seedlings and to reveal of selected forms with the greatest degree of this trait. Stratified seeds were sown in the sowing department of the OOO “Orchards of Chechnya” production nursery in April, 2017. The seedlings were grown according to the common technology in dryland conditions on the plot with chestnut soil. The first fl owering of plants was noted in the spring, 2019. As a result of the research, for the first time on a large number of the experimental material it was found that in the off spring of the indigenous Chechen willow leaf pear genotypes, the selection of a little more than 2% of seedlings with a very short juvenile period (2 years) was possible. They are of great interest in accelerating the breeding process and in the selection of new pear varieties with high precocity. 20 willow leaf pear genotypes were selected for the further use in breeding for high precocity and as sources of the trait of short juvenile period.

AbstractObjectiveTo support the selection of food items for FFQs in such a way that the amount of information on all relevant nutrients is maximised while the food list is as short as possible.DesignSelection of the most informative food items to be included in FFQs was modelled as a Mixed Integer Linear Programming (MILP) model. The methodology was demonstrated for an FFQ with interest in energy, total protein, total fat, saturated fat, monounsaturated fat, polyunsaturated fat, total carbohydrates, mono- and disaccharides, dietary fibre and potassium.ResultsThe food lists generated by the MILP model have good performance in terms of length, coverage and R2 (explained variance) of all nutrients. MILP-generated food lists were 32–40 % shorter than a benchmark food list, whereas their quality in terms of R2 was similar to that of the benchmark.ConclusionsThe results suggest that the MILP model makes the selection process faster, more standardised and transparent, and is especially helpful in coping with multiple nutrients. The complexity of the method does not increase with increasing number of nutrients. The generated food lists appear either shorter or provide more information than a food list generated without the MILP model.

The selection of an optimal material is an important aspect of design for mechanical, electrical, thermal, chemical or other application. Many factors (attributes) need to be considered in material selection process, and thus material selection problem is a multi-attribute decision making (MADM) problem. This paper proposes a new MADM method for material selection problem. G1 method does not need to test consistency of the judgment matrix. Thus it is better than AHP. In this paper, firstly, we use the G1 method to determine the attribute weight. Then TOPSIS method is used to calculate the closeness of the candidate materials with respect positive solution. A practical material selection case is used to demonstrate the effectiveness and feasibility of the proposed method.

We investigate whether audit committees use voluntary disclosures to signal the committees’ higher level of involvement in the audit partner-selection process, which contributes to higher levels of audit quality. Audit committees more involved in the partner-selection process should ensure the selection of a more rigorous partner. We test this conjecture by first identifying partners new to audit engagements. We then compare audit quality for companies whose audit committees disclose involvement in the selection of the new partner to those without this disclosure. We find that this disclosure is positively associated with audit quality (measured using discretionary accruals, misstatements, and meeting consensus analyst forecasts by a very small margin). Our results are more salient for complex companies and those with powerful audit committees. These findings highlight that audit committees use their disclosures to signal involvement in the partner-selection process and are relevant to the Securities and Exchange Commission.
