Does Transparency Improve Citizens’ Perceptions of Government Performance? Evidence From Seoul, South Korea

Despite a great deal of research that examines consequences of transparency policies, there have been few empirical assessments of the relationship between transparency and citizens’ perceptions of public sector performance. This study focuses upon the relationship between computer-mediated transparency and perceptions of public sector performance in particular. We hypothesize that citizens’ increased exposure to computer-mediated transparency will be positively related to their generalized perceptions of public sector performance. We also hypothesize that this positive relationship is mediated by citizens’ satisfaction with public service provision. Results suggest that increased exposure to computer-mediated transparency is positively associated with citizens’ perceptions of public sector performance, but negatively related to citizens’ satisfaction with public service provision. Moreover, the positive relationship between computer-mediated transparency and perceptions of public sector performance increases when controlling for public service satisfaction, indicating the presence of inconsistent mediation.

The main purpose of instituting good organizational structure as a parameter for public sector governance control practices is to resolve issues affecting the prudent management of resources to ensure effective public service delivery. However, quality of public service delivery only increased by an aggregate average of 2.4 percent from 2008 to 2017 as a result of poor organization structure. This implies that existence organization structure seems not useful due to the level of decay in public service delivery. Consequently, the present study assesses the relationship between organizational structure tools such communication with stakeholder, accountability and internal control on performance of Nigerian public sector. The study employed the two popular survey research instruments (questionnaire and interview) to collect data concurrently, analyzes separately and merged the results during interpretations. The target population for quantitative analysis is made up of Six (6) from each of the 175 MDAs in Nigeria as at December, 2018 while the study proposed Ten (10) participants for interviews. The quantitative data were analysed using descriptive and inferential statistic. The Partial Least Square Structural Equation Modelling (PLS-SEM) was used to test the hypotheses. The findings of the study from quantitative and qualitative analysis reveal that communication with stakeholder; accountability and internal control are positively and significantly associated with public sector performance. The study concludes that the three constructs proxied for organization structure have positive influence on the public sector performance. Therefore, the study recommends that all the heads of MDAs should lay more emphasis on transparency and accountability in order to be accessible independently by the public, the internal control system of MDAs should be regularly review and updated to achieve the stated public service objective and all MDAs staff should be training regarding the line of communication in public services in order to enhance public sector performance.

The aim of this paper investigate strategies that could be used for the effective integration of human resource development and knowledge management for sustainable public sector performance. With the calls for improved service delivery in the Botswana Public service sectors, there is need to adopt modern and effective way of managing change in the public sector part of which includes effective management of human resource development foreffectiveness competitive advantage. The only source of sustainable competitive advantage is to learn faster and more creatively than competing organizations. To the Botswana public service the foregoing affirmation remains challenges range from lack of quality leadership to the implementation of swift and effective HRD strategies combined with knowledge management. The methodology used for this paper is desktop research with emphasis on theoretical framework for improving public sector effectiveness. The results of emanating from the theoretical points to a number of strategies for integrating human resource development and knowledge management for sustainable public sector performance. This paper concludes with recommend implementation of relevant strategies are required for the effective human resource development and the management thereoffor a sustained public sector performance.

Governments around the world are increasingly adopting innovative ways that facilitate the easy provision of public sector services through efficient and effective ways. However, the linkages between ICT adoption, human resource (HR) quality, and public sector performance remains under-examined. This study examines the effects of ICT adoption and HR quality on public sector performance on one hand and the mediating effects of HR quality on the linkage between ICT adoption and public sector performance on the other using archival sources of data for 140 countries and a conceptual model based on the technology-organization-environment (TOE) framework. The data analysis using partial least squares-structural equation modeling shows that ICT adoption influences HR quality but not public sector performance directly. However, HR quality was found to positively influence public sector performance. Furthermore, HR quality was found to significantly moderate the relationship between ICT adoption and the public sector performance.

Local government performance within public sector performance is coming back because local government is faced with the problem of increased responsibilities under tighter budgets. Therefore, the issues of managing taxpayers’ money more efficiently and effectively still remain a challenge for local government decision makers. In addition, increased social inclusion has created a need for increased accountability and transparency towards local government managers.This paper aims to facilitate decision makers as well as local government officials to offer a ranking system of local government units (LGUs/municipalities) in Macedonia by analyzing and normalizing some of the main financial indicators that make up the final annual accounts of all LGUs in Macedonia. The output of this work is a local government index showing the best and worst performing municipalities in the country. The provision of one aspect of LG government performance allows all local government stakeholders to have an overview of the budget spent as well as identify some best practices by comparatively identifying the practices of the best performing LGUs. However, the data availability has narrowed the scope of this performance ranking.We hope that this study will contribute modestly to the existing literature of the performance in the public sector and specifically in that of the local government sector. There is an increasing interest in studies related to public sector performance. However, this interest has been very little in Balkan Countries.

E-government is a new phenomenon that improves public services provision to citizens, improves public sector performance, and enriches the political arena. Such ambitious objectives are not fully investigated in the literature, where most research focused on the service provision area. Improving public sector's performance is a vital dimension of e-government benefits and addresses the demands for cutting budgets and the financial situations facing many governments across the world. This study explored the e-government literature to summarize the reported contributions of e-government in relation to improving government performance. The second objective is to conduct an empirical test for our propositions based on public employees' perceptions regarding the set of benefits and contributions alleged by research. A sample of 107 public employees filled a survey summarizing the contributions of e-government based on 6 major dimensions. Conclusions and future work are stated at the end.
