They Don’t Care if We Die: The Violence of Urban Policing in Puerto Rico

In this essay, I trace how punitive policing in Puerto Rico has deepened existing racial, spatial, and class-based inequalities and further limited life chances for some of Puerto Rico’s most vulnerable citizens. To demonstrate how policing intensified forms of violent exclusion, I focus on mano dura contra el crimen, or iron fist against crime, a law enforcement initiative that sought to eliminate drug-related crime and violence by targeting public housing and other low-income spaces around the island for joint military and police raids during the 1990s. I argue that mano dura promoted an uneven distribution of risk, harm, and death by tacitly allowing the proliferation of violence within economically and racially marginalized communities. Although law enforcement agents engaged in acts of intimidation, harassment, and brutality during mano dura operations, it is perhaps the measures they implemented to concentrate violence in low-income communities that most contributed to the premature death and proximity to harm that barrio and public housing residents experienced. Furthermore, police and other state officials positioned the alarmingly high levels of drug-related violence and death occurring within the confines of these classed and racialized urban spaces as a necessary by-product of the island’s “war on drugs.” Ultimately, police intervention under the auspices of protecting el pueblo puertorriqueño, or the Puerto Rican people, as well as those moments when police deliberately “failed” to prevent violence related to the informal drug economy resulted in greater exposure to harm and death for marginalized communities on the island.

Echoing the federal “war on drugs,” the government of Puerto Rico has implemented a series of aggressive law enforcement policies aimed at dismantling the underground drug economy of the island. This article examines three main Puerto Rican law enforcement operations: “Greenback” (in 1985), “Lucky Strike” (in 1990), and the military invasion of public housings (in 1993). The data suggest that governmental attempts at disrupting the drug-based underground economy in Puerto Rico may have been responsible for the increase in violent crimes on the island during the past two decades. Policy implications of the anticrime operations also are discussed.

AbstractThe rise of crack cocaine in the late 1980s propelled the war on drugs. The experience of Canton, Ohio, shows how the response to crack solidified mass incarceration. A declining industrial city of 84,000 people in northeast Ohio with deep-seated racial divides, it was overwhelmed by aggressive, enterprising crack dealers from outside the city. In response, politicians and residents united behind the strategy of incessant arrests and drastic prison sentences. The law-enforcement offensive worsened conditions while pursuing African Americans at blatantly disproportionate rates, but few people engaged in reframing the drug problem. Instead, a punitive citizenry positioned punishment as the principal remedy. The emergency foreclosed on more comprehensive assessments of the city’s tribulations, while the criminal justice system emerged as the paramount institution.

Research on street-level bureaucrats has examined the various ways in which these professionals have implemented public policies in areas such as healthcare, education, and security, often emphasizing the role played by discretion in the implementation process. Despite its importance, the concept of street-level bureaucracy has scarcely been approached by housing studies. This study focuses on the role of street-level workers in the delivery of public housing to the lower-income population. We affirm the value of complementing street-level discretion with the concept of proximity, a premise borrowed from the microfinance literature, to increase the understanding of the interactions and relationships established between street-level workers and policy recipients during the implementation process. Such complementarity may contribute to a more accurate understanding of the housing policy implementation dynamics on the street-level and the possible adjustments to meet local needs. To explore this issue, we used a theoretical lens inspired by Goffman’s frame analysis that points to the importance of relational mechanisms that characterize the interactions between street-level workers and beneficiaries. These lenses were applied to a collective case study of Minha Casa Minha Vida-Entidades, a Brazilian subprogram in which street-level workers linked to social housing movements assume a leading role in the planning and execution of interventions. The results indicate that the combination of proximity and discretion has a positive influence on the implementation of housing policies. Our analysis shows the existence of nonprofit-oriented arrangements that may present different features and nuances at the implementation (micro) level and contribute to the (macro) debate on housing policies.

<p>Public housing in Kuala Lumpur was introduced by the government as a means of replacing informal settlements and providing housing for the lower income. Government subsidies often cover some of the costs of public housing to help keep it affordable and at the lower end of house prices. To help meet the low cost agenda, public house designs are often kept to a minimal standard in Malaysia, removing low income Malay dwellers from their ideal image of home. In the long run, signs of neglect in the public houses are reflected in the lack of care and maintenance from dwellers, vandalism and more.   This thesis proposes that good, homely architectural design practices suited to the dweller can help encourage emotional ties between dwellers (low income families) and the dwelling (public houses). Its aim is to investigate potential architectural design approaches to tackle such problems in future Kuala Lumpur public houses.  This raises the question of which homely architectural design strategies might be best utilised in the Kuala Lumpur public housing environment. The thesis begins by exploring the meaning of home in relation to both dwellers and dwelling before then identifying ‘homely’ architectural design practices suited to the Malay community. In the context of public houses, this research investigation identifies privacy, environmental comfort, security and safety as homely aspects that are most often lacking in public housing design, contributing to a less homely environment. To enhance the homely attributes of public houses, the thesis proposes ways to restore homely qualities of spaces in the public house, drawing from these three aspects in order to arrive at design opportunities best suited to the lifestyle of its dwellers.</p>
