<p>Public housing in Kuala Lumpur was introduced by the government as a means of replacing informal settlements and providing housing for the lower income. Government subsidies often cover some of the costs of public housing to help keep it affordable and at the lower end of house prices. To help meet the low cost agenda, public house designs are often kept to a minimal standard in Malaysia, removing low income Malay dwellers from their ideal image of home. In the long run, signs of neglect in the public houses are reflected in the lack of care and maintenance from dwellers, vandalism and more.   This thesis proposes that good, homely architectural design practices suited to the dweller can help encourage emotional ties between dwellers (low income families) and the dwelling (public houses). Its aim is to investigate potential architectural design approaches to tackle such problems in future Kuala Lumpur public houses.  This raises the question of which homely architectural design strategies might be best utilised in the Kuala Lumpur public housing environment. The thesis begins by exploring the meaning of home in relation to both dwellers and dwelling before then identifying ‘homely’ architectural design practices suited to the Malay community. In the context of public houses, this research investigation identifies privacy, environmental comfort, security and safety as homely aspects that are most often lacking in public housing design, contributing to a less homely environment. To enhance the homely attributes of public houses, the thesis proposes ways to restore homely qualities of spaces in the public house, drawing from these three aspects in order to arrive at design opportunities best suited to the lifestyle of its dwellers.</p>

The damage of architecture in Iraq has been caused by a series of wars during the last four decades. The last conflict against the Islamic State from 2014 to 2017 caused severe destruction to the buildings in seven governorates, namely: Nineveh, Baghdad, Anbar, Babel, Kirkuk, Diyala, Salah Aldeen. three years after the Iraqi government has announced liberation, the cities are still covered by tons of rubble and thousands of people are still staying in camps. Several international humanitarian organizations are providing urgent assistance to help some local people to rebuild their homes. This paper presents initial results of an ongoing PhD research, which focuses on the role of architectural design in the postwar reconstruction in Iraq. It addresses an architectural damage assessment of the Post-War in the Old City of Mosul, after liberation from ISIS in 2017. The damage assessment focuses the residential buildings as it is the most affected sector and the most needed to start re-building. As rubble is the main obstacle for the residents besides that it's the first step for the recovery, this paper studies the scale of destruction to determine the quantity and quality of rubble in this historic city. Thus, it presents the current actions taken by locals and examines the government movements towards rubble management. Results show that, the unguided strategy of rebuilding is inefficient causing more damage to the environment and there is no comprehensive plan to protect historic buildings with a high heritage. The aim of this paper is to provide basic guidelines and recommendations for preventing further destruction to the heritage of the Old City.

In Nigeria, statistics has shown that over 7 out of every 10 people live below the minimum poverty level and 9 of every 10 are in the low-income group (Fadairo & Olotuah, 2013). This indicates that, these people cannot provide housing for themselves, they need intervention from government through public low-cost housing. Public Low-cost housing has been defined as constructed public residential houses funded  by the government or in partnership with the government under the public-private partnership (PPP) scheme, to provide affordable housing for low-income people  (Ayoola & Amole, 2014; Makinde, 2014a). The results indicated that, there is need to consider users preferences in construction of public low-cost housing so as achieve maximum satisfaction. Research Objectives The purpose of this paper is to explore the design of public low-cost housing in Jigawa State, Nigeria and assess how residents perceived the housing units in relation to their culture since housing units are constructed or an intervention of the government for low-income earners. Thus, the paper would serve as a blueprinted government, housing policy makers and housing developers to understand that, the housing constructions and infrastructural elements should reflect the cultural background of the beneficiaries. Views of beneficiaries before and after construction of public low-cost housing are of great importance. Methodology This research was conducted through both qualitative and quantitative approaches. In qualitative aspect, three respondents were interviewed to express their perception on the public low-cost housing design, while quantitative aspect assessed the residential housing attributes of low-cost housing estates with view to identify the most important housing attributes considered by the residents through descriptive statistics and Relative Importance Index (RII). This was achieved through a well-structured questionnaire administered to the residents of public low-cost housing of Jigawa state, Nigeria although without considering other categories of housing type and high-income people. Previous studies such as Lukuman, Sipan, Raji, and Aderemi (2017), Tanko, Abdullah, and Ramly (2017) and Adegoke (2016) used RII on various studies. Results The results indicated that, the design of public low-cost housing in Jigawa State, Nigeria does not reflect the culture of the residents, most of the residents are not satisfied with it. In addition, out of fifty five (55) constructs from five (5) housing-related dimensions, the result identified thirty two (32) important attributes out of these, the residents considered twelve (12) to be the most important attributes affecting their well-being. Findings The residents of public low-cost housing preferred the housing design that will ensure privacy of their family in term of; provision of wall demarcation; more number of bedrooms, toilets and the position of main entrance should not face directly to the main street/road. The residents also, found sharing of toilets system and common roofing as part of housing design that affect the well-being. Other public low-cost housing attributes that perceived and ranked as the most important to them are; Masjid, social interaction, neighbors’ friendliness and helpful. Therefore, future construction of public low-cost housing in Jigawa State should incorporate these attributes/items in order to improve the well-being of the residents. This study aimed to evaluate the effectiveness of community restaurants (CRs), managed by the Government of the State of Bahia/Brazil, for the dimension of access to food. The study used secondary data obtained from the public opinion survey Profile of users of community restaurants in Salvador. The nutritional information was accessed through the analysis of CRs’ menus. Adequate effectiveness of access to food was considered when the CR served meals to 50% to 70% of the users considered the target audience (individuals served by the two CRs located in the city of Salvador/Bahia/Brazil). The participants (n = 1464; 778 as low-income individuals) were adult CR users from Salvador/Brazil. Most of the respondents were male, 40 to 54 years old, not white, had up to 9 years of formal education, without a partner, and living in the municipality of Salvador. The evaluated CRs are effective in serving 53.1% of the target population in their total service capacity. Meal provision only reached an estimated 0.7% of the socially vulnerable community in the district. The average energy value of the meal served by the CR units was 853.05 kcal/meal, with a mean energy density composition classified as average (1.15 kcal/g). The effectiveness of the evaluated community restaurants showed that these instruments were minimally effective in promoting access to food for the low-income population within their total daily service capacity, and the current quantity of these facilities was insufficient. However, these instruments stand out in the fundamental role of promoting the daily distribution of meals to the Brazilian population with the highest social vulnerability levels.

AbstractThe purpose of this research paper was to explore how HIV/AIDS manipulate nurses’ perception of their workload and pay in the era of HIV/AIDS in Gaborone and the surrounding areas of Botswana. The health care sector in Botswana is overwhelmed by HIV/AIDS, and this takes a toll on the nurses because they are the ones at the forefront in the fight against this demanding and risky illness at the workplace. The focus in this study was on the workload and pay in the era of HIV/AIDS. The general picture that emerges from the current study is that nurses are dissatisfied with their pay and to some extent the workload and this supports some of the earlier studies which reinforce their importance in the workplace. The study used both primary and secondary sources of information. For the purpose of this study convenience sampling was used. A questionnaire was used for data collection. The study adapted Index of Organizational Reactions (IOR). The findings of the current study will help the government to design strategies that will increase the level of job satisfaction among the nurses in the public health care sector of Botswana.

Indonesia is one of the countries that has large population. Development of public housing is tended in order that every family can occupy a public housing that is proper in healthful, secure, harmonious, and uniformed environment. The proper public house is a house construction that is fulfill safety regulation in its construction, suffice the minimum construction area, and give health for public house occupant. Realize of the statements, is needed for developing a construction public housing that can be occupied together in a public house building,that is devided in some parts separately, on vertical ar horizontal for every occupation. There is a lot of participants that is involved in developing a public house building, that is the developer as a participant for developing a public house building, owner, and the occupant as an organizer. The public house building certificate will be proven with a freehold public house building certificate for every occupant that is already fulfill the regulations as an owner in the public house building. Researcher has taken one of the case studies about the restraining of a freehold of public house building, with purpose of the case study is knowing a consumer protection legally toward the participant developer that is restraing a freehold public house building. Researcher solved this case study using the normative method that is supported an interview with related parties. Based on the research will be knowing that the regulation of a freehold public house building certificate does not applied clearly on the sanction of participant developer that is restraining a freehold public house building certificate on the time that is determined.

In communities where average family incomes are low relative to the costs of conventional housing – a common situation in New Hampshire – the services of adequate housing are, in effect, unavailable to many resident. If this service is to be available to low income residents, the public sector must provide public housing, or encourage private provision of low cost housing. Yet, instead of encouraging such housing, many New Hampshire communities ban or restrict the most common form of low cost housing – the mobile home.

RESUMOOs desastres relacionados às águas, ocorridos no Brasil, aprofundaram e ampliaram as pesquisas sobre tais fenômenos. Este artigo analisa os conflitos decorrentes da resposta do governo da cidade de Campos dos Goytacazes/RJ às consequências dos desastres: o programa de habitação popular “Morar Feliz”. Realizaram-se levantamentos bibliográficos, coleta de dados em órgãos públicos e entrevistas com moradores reassentados. Os resultados indicam a existência de conflito de interesses que opõem os moradores que reivindicam ficar no bairro em que residem, ou próximo a ele, e o governo municipal, que promove a expansão urbana em áreas com insuficiência de infraestrutura urbana.Palavras-Chave: desastres ambientais, habitação popular, risco.RESUMENLos desastres relacionados con el agua que ocurrieron en Brasil profundizaron y ampliaron las investigaciones sobre estos fenómenos. Purpose of the study: This paper aims to elaborate on how the institutional logic of public housing provision transforms from the old logic into the new logic. By encapsulating tacit-knowledge from the shift, this study focuses on how to explicate a model of multi-criteria decision-making for executing official residence projects in Indonesia. This research also aims to recuperate the future of the public residency field. Methodology: The methodology employed was a mixed method. The qualitative method was firstly applied by utilizing semi-structured interviews to build a decision-making model. Later, a quantitative method was implemented to improve the consistency of the model by using the Analytical Hierarchy Process protocols. Thirteen project representatives and ten decision-makers were being involved as the main informants. Google Sheets web-based software was applied for analyzing survey results by making use of a mathematical model for the Analytical Hierarchy Process. Main Findings: The result indicates that land not used as paddy field, fair house price, safe from flood location, serene ambiance, and developer experience has played a significant part in affecting buying decisions for residency projects. To carry out the new method, the total scores of the AHP calculation should be above 50. Otherwise, the government shall opt for the old mechanism. Applications of this study: The paper contributes to the public sector accounting field in the area of asset management and public housing procurement. The paper also gives a strong basis for the field to make use of the model of Indonesia's public housing provision. The government can adopt the research framework for choosing the new model or the old one. Novelty/Originality of this study: This study might be the only one of its kind. The research was using a multi-method to achieve the objectives. To generate a multi-criteria decision-making model, grounded data of excessive interviews were abstracted. Then the abstracted tacit-knowledge was tested with AHP to provide a consistent model.

The year 2014 had witnessed the scenario where most of the states in Malaysia pledged to declare themselves as Zero Squatter state. Thus far, most of the states in Malaysia are still striving to achieve the goal. The government has therefore aspires to reach the target by the year 2020. The Malaysian government under its 5-years National Plan has since introduced the low, medium and high cost housing categories. The housing policy was therefore designed to provide the public of all income levels, particularly the low-income groups, with affordable housing as part of an effort to eradicate squatters. However, despite the various policies, the number of squatter families remains large, especially in the urban areas. This paper therefore, intends to examine the instruments put forward by the government to eliminate squatters and assess the roles of related parties assigned to achieve the government’s mission. Through a qualitative approach, results demonstrated that Malaysia has various types of polices and guidance at both the federal and state levels in relation to low-cost housing provision. These would have supposed to help reduce the number of squatters in the country. However, to date, Malaysia is still experiencing problems with squatters. This calls for further investigation.
