Algorithmic Capitalism and the Digital Divide in Sub-Saharan Africa

Digitalization generates new opportunities for employment and earnings, but also entails a plethora of uncertainties and challenges. This article highlights the implications of algorithmic capitalism and how it relates to the digital divide in sub-Saharan Africa by discussing specific examples (Ghana and Kenya), considering the existing structure of social inequality. Both case studies refute the World Bank’s argument that economic liberalization and deregulation are sufficient approaches to improve material access to Internet services in the Global South. The article concludes that the digital divide is an extension of the global phenomenon of inequality. Although algorithmic capitalism has increased the number of Internet users in the region, it has failed to bridge the digital divide, particularly the urban–rural division. This article also suggests that privately owned mobile phone service providers can contribute to Internet usage and to bridging the digital divide in sub-Saharan Africa.

Purpose – This paper aims to investigate whether Sub-Saharan African countries are catching up with the rest of the world in terms of online usage. Online service usage is an important component of the discourse of the “digital divide”, an emblematic term for the inequality of information and communication technology access. Design/methodology/approach – This paper is a quantitative analysis of internet and Facebook penetration coupled with economic strength (GDP/capita), literacy and degree of rural population. Findings – The findings reveal a heterogeneous pattern with a few African countries being digital oases and close to European levels, whereas the majority of the countries are still digital deserts. A strong correlation is found between economic strength and internet penetration. A generalist picture that Sub-Saharan is on the trajectory of closing the digital divide is an imprecise reflection of the reality. Research limitations/implications – It is argued that instead of measuring supply-side data, which has been the trend till now, the use of demand-side elements such as online service usage tells more about digital inequalities between countries. Practical implications – The research encourages internet firms to open up their eyes for Sub-Saharan Africa as an investment opportunity with an untapped gap of online usage. Social implications – The three-billion internet users on the planet are unevenly spread and under-represented in Africa. By drawing a heterogeneous online usage landscape, digital policy can be accurately steered toward countries with the largest needs. Originality/value – There is a paucity of research going into the depth of online usage in Africa. The paper is a contribution to fill that gap.

Using the Internet in the developed part of the world has become a necessity or a matter of choice. However, for the majority in countries of Sub-Saharan Africa, Internet usage is still an illusion since Africa has remained the least Internet-connected region in the world (Lishan, 1997). Such “digital divide” between the developed and developing countries has raised interests and concerns from different parties, ranging from indigenes and governments of these countries to international organizations or agencies. Since such a gap impedes development and progress in these countries, as well as limits the potential of a truly global and competitive e-economy, the need to understand the dynamics of Internet usage in these countries becomes relevant. This chapter discusses Internet usage in Sub-Saharan Africa, citing examples from Nigeria, Ghana, and Kenya. The factors that influence Internet usage in these countries are presented, followed by two general propositions. Furthermore, organizational implications and suggested guidelines for connectivity are discussed, as well as future trends, followed by a conclusion.

Higher digital connectivity is expected to bring opportunities to leapfrog development in sub-Saharan Africa (SSA). Experience within the region demonstrates that if there is an adequate digital infrastructure and a supportive business environment, new forms of business spring up and create jobs for the educated as well as the less educated. The paper first confirms the global digital divide through the unsupervised machine learning clustering K-means algorithm. Next, it derives a composite digital connectivity index, in the spirit of De Muro-Mazziotta-Pareto, for about 190 economies. Descriptive analysis shows that majority of SSA countries lag in digital connectivity, specifically in infrastructure, internet usage, and knowledge. Finally, using fractional logit regressions we document that better business enabling and regulatory environment, financial access, and urbanization are associated with higher digital connectivity.

This study examined the current state of water demand and associated energy input for water supply against a projected increase in water demand in sub-Saharan Africa. Three plausible scenarios, namely, Current State Extends (CSE), Current State Improves (CSI) and Current State Deteriorates (CSD) were developed and applied using nine quantifiable indicators for water demand projections and the associated impact on energy input for water supply for five Water Service Providers (WSPs) in Kenya to demonstrate the feasibility of the approach based on real data in sub-Saharan Africa. Currently, the daily per capita water-use in the service area of four of the five WSPs was below minimum daily requirement of 50 L/p/d. Further, non-revenue water losses were up to three times higher than the regulated benchmark (range 26–63%). Calculations showed a leakage reduction potential of up to 70% and energy savings of up to 12 MWh/a. The projected water demand is expected to increase by at least twelve times the current demand to achieve universal coverage and an average daily per capita consumption of 120 L/p/d for the urban population by 2030. Consequently, the energy input could increase almost twelve-folds with the CSI scenario or up to fifty-folds with the CSE scenario for WSPs where desalination or additional groundwater abstraction is proposed. The approach used can be applied for other WSPs which are experiencing a similar evolution of their water supply and demand drivers in sub-Saharan Africa. WSPs in the sub-region should explore aggressive strategies to jointly address persistent water losses and associated energy input. This would reduce the current water supply-demand gap and minimize the energy input that will be associated with exploring additional water sources that are typically energy intensive.

Purpose The rising proportion of internet users in Sub-Saharan Africa and the lack of analytical techniques, as decision support systems, in choosing among alternative internet service providers (ISPs) by consumers underpin this study. The purpose of this paper is to propose an approach for evaluating high-speed internet service offered by ISPs in a sub-Saharan African country. Design/methodology/approach Using a sample size of 150, pairwise comparisons of two ISPs along five criteria of cost, usability, support, reliability and speed were performed by ten person groups of university students working in various organizations in Ghana and undertaking an online Six Sigma Course. Geometric means were employed to aggregate the scores in 15 groups, and these scores were then normalized and used as input into an analytical hierarchy process grid. Findings The results show that consumers of internet services highly emphasize the cost attribute of internet provision in their decision making. On the other hand, it was realized that consumers least emphasize the support provided by ISPs in their decision making among alternative ISPs. Originality/value This study has sought to provide an analytical framework for assessing the quality of service provided by alternative ISPs in a developing economy’s context. The evaluating criteria in this framework also reveal the key consumer requirements in internet service provision in a developing economy’s environment. This, to a large extent, will inform the marketing strategies of existing ISPs in Ghana as well as prospective ones intending to enter the Ghanaian market. Besides, the National Communication Authority, a regulator of communication services provision in Ghana, will be informed about the performances of the ISPs along five performance criteria. This is expected to aid in their regulatory functions.

Abstract Background In sub-Saharan Africa HIV transmission is a major challenge in adolescents, especially among girls and those living in urban settings. Major international efforts have aimed at reducing sexual transmission. This analysis aims to assess the trends in HIV prevalence by gender in adolescents, as well as urban-rural disparities. Methods HIV prevalence data were obtained for 30 countries with a national survey since 2010 and for 23 countries with one survey circa 2005 and a recent survey circa 2015. Countries were grouped into 2% or higher and lower than 2% HIV prevalence among girls 15–19 years in the first survey. Country medians and average annual rates of changes were used to summarize the trends. Data on HIV incidence at ages 15–24 and prevalence at 5–9 and 10–14 years were reviewed from 11 recent national surveys. Trends in urban-rural disparities in HIV prevalence and selected indicators of sexual and HIV testing behaviours were assessed for females and males 15–24 years, using the same surveys. Results HIV prevalence among girls 15–19 years declined in the higher HIV prevalence group from 5.7–2.6% during 2005–2015, corresponding with an average annual rate of reduction of 6.5% per year. Among boys, the median HIV prevalence declined from 2.1–1.2% in the higher prevalence group. Smaller changes were observed in the lower prevalence country group where median HIV prevalence among girls decreased from 0.7–0.4% (average annual rate of reduction 5.9%). Girl – boy differences at 10–14 years were small with a country median HIV of 1.0% and 1.3%, respectively. Urban females and males 15–24 had at least 1.5 times higher HIV prevalence than their rural counterparts, and all experienced similar declines during 2005–2015. Condom use and HIV testing increased among adolescents in both higher and lower prevalence countries, but indicators of sexual activity showed little change over time. Conclusions HIV prevalence declined in almost all countries during the last decade, in both urban and rural settings, for both sexes. The urban-rural gap persisted and HIV transmission to girls, but not boys, is still a major challenge in eastern and southern African countries.

This author discusses issues and threats to children’s cyber security vis-à-vis access to useful children online literature and the implications for sub-saharan Africa. The author points out that whereas the benefits of online children literature are immense especially in Africa where there is paucity of print literature, increasing cyber security and crime targeting children is of growing concern to governments, school teachers, parents, and Internet service providers. The chapter observes that whereas the developed world has made attempts to put in place mechanisms and systems such as acceptable user policies and protection software to mitigate undesirable consequences of online insecurity to which children are the most vulnerable, Africa is lagging behind despite the pervading Internet on the continent. The author notes that censorship of online literature is not the panacea to cyber insecurity, but parents should work closely with teachers and service providers to find pragmatic ways of protecting children online. Africa could learn a lot from developed countries on how to balance between access to useful online information resources against the growing cyber crime targeting children. The author cautions that the future of online security with regard to children’s safety in cyberspace is bound to become more complex as technologies become more advanced and online predators evolve sophisticated ways to circumvent online security measures, calling for the development of a proactive security strategy to protect children online.
