The National Renewal Fund (NRF), set up in February 1992, aims to provide a safety net to protect the workers in industrial enterprises from possible adverse consequences of the new economic policy. In this article, V R S Cowlagi examines the scope and the performance of the NRF and suggests various ways of enhancing its impact.

The article examines the development of the light industry sectors of the Urals in the 1920s drawing on materials from state archives of the Russian Federation. The study is to identify the signs of the process of early industrial modernization in the light industry of the Urals in the days of the New Economic Policy and to analyze them. To achieve this goal, the following tasks have been set: to analyze the network of light industry enterprises in the Urals; to study the state of material and technical base of industrial enterprises in the region; to reveal the dynamics of gross output. Early industrial modernization in Russia began in the late 19th century. However, for a number of reasons, including the events of the First World War, revolutionary upheavals, and the Civil War, it remained unconcluded after the first two decades of the 20th century. The period of the New Economic Policy is considered by V.V. Alekseev and I.V. Poberezhnikov as a continuation of the early industrial modernization. The chronological framework of the study covers the period of the New Economic Policy, from 1921 to 1927. The territorial framework is the Ural Economic Region. Geographic, economic, and ethnic factors permit to address the Urals as an integral territorial entity. In the 1920s, it included the Ural region (now the Sverdlovsk, Perm, Chelyabinsk, and Kurgan regions), the Orenburg gubernia (now the Orenburg region), the Votyak Autonomous Oblast (now the Udmurt Republic), and the Bashkir ASSR (now the Republic of Bashkortostan). The article highlights the issues of trustification in the light industry of the region, the emergence of new plants and factories. The network of industrial enterprises was transformed during the period under review. As a result of consolidation and liquidation of unprofitable enterprises, the number of factories and plants decreased in comparison with the indicators of 1913 by 12 units. The largest number of industrial enterprises was concentrated on the territory of the Ural Region. The process of the light industry sectors recovery of the 1920s was accompanied by the solution of a number of problems associated with shortage of raw materials and need to upgrade the equipment. During the period under review, enterprises experienced difficulties in raw materials supply. Most dynamically developing industries were textiles, footwear, and clothing. By the end of the New Economic Policy, the volume of production of light industry goods in the region exceeded pre-war indicators. However, the revealed data indicate that the process of early industrial modernization in the light industry of the Urals was incomplete by the end of the 1920s.

The scientific article is focused on the research of conceptual bases of public policy in Ukraine in the XX century in the historian legal discovery. The author has established that a financial and tax system, from the moment of declaration of the Soviet power in the territory of Ukraine, underwent serious transformation, the economic policy was directed to maintenance and strengthening of the power, preservation of an economic mechanism and creating favorable conditions for economic recovery. And the economic program is proclaimed still the Bolshevist power provided: Establishment of the progressive income tax; to cancellation of indirect taxes on necessities; establishment of high taxes on luxury goods. At the first stages of the XX century no new types of tax were established, behind an exception the expansion of the bases of application of penalties and only in 1917 it was indicated the need of legal collection of the taxes imposed by provisional government. It defined that the new economic policy was proclaimed for the purpose of restoration of commodity economy, revival of almost cancelled monetary taxes, from the ideas to a central and their principles of decentralization and partial denationalization. However, discrepancy of the made tax decisions, which took root on general level, turned out to be consequence strengthening of planned methods and mediate in administrative control, which constantly amplified arbitrariness from the state. The attention has been focused on the fact that post-war years of the government budget was subordinated to the solution of the major task to mitigation of consequences of war and restoration of the destroyed economy of the country. Growth of receipts in the budget in the form of tax from a turn and assignments from the profit of the restored industrial enterprises allowed to lower taxes on the population a few. Since January 1, 1946 a war tax was cancelled, and since September of the same year the free minimum for workers and employees was raised. The author has reasonably introduced the need for the periodization of the formation of the public tax policy, which is offered for considering through a prism of division into six main stages.

The article refutes popular belief about the necessity to abolish the New Economic Policy (NEP) of the 1920s for the purpose of industrialization. It is shown that it started successfully under NEP although due to a number of reasons the efficiency of the investments was low. The abolishment of NEP was caused not by the necessity to accelerate the industrialization but by the wrong policy towards the agriculture that stopped the development of farms. The article analyzes the discussion about possible rates of the domestic capital formation. In the course of this discussion, the sensible approach to finding the optimal size of investments depending on their efficiency was offered. This approach is still relevant today.

The article reviews the implementation of the perspective planning in the USSR during the period of the New Economic Policy — NEP, from methodological discussions to the development of five-year plans — sectoral and for the entire national economy. The article analyzes the discussion of the proposal of the first five-year plan submitted by S. Strumilin at the congress of planning bodies in March, 1927. It is shown that the sharp criticism of this plan for being imbalanced by the leading economists of the country, in particular, V. Bazarov and N. Kondratiev, is valid. The author points out the influence of political factors on the planning process. The popular cliche that the forced industrialization in the five-year plan was necessary to prepare for the war is refuted.

The paper provides a definition of the economic mechanism for managing the communication business processes of industrial enterprises in the context of globalization as a set of a system of relations, authorities, forms and methods of organization and operation, which are regulated by legal and other norms of activity and provide effective interaction in internal and external environments. This allows to deepen the understanding of the essence in the context of globalization under the orientation towards communication (we mean interaction first of all). The composition of the comprehensive economic mechanism for managing the communication business processes of industrial enterprises is studied. This mechanism includes organizational, economic, legal, political, technical and technological, market, production, social, motivational, adaptive and communication submechanisms. This allows further formalization of the process of elemental improvement of the communication business processes of industrial enterprises. The components of mechanism are detailed. In particular, the economic submechanisms include the mechanisms of profits distribution, economic stimulus, financial, equity, investment and reinvestment in development and other mechanisms. The legal submechanisms include the mechanisms, which govern communication and professional legal relations. Organizational submechanisms include structural mechanisms, administrative and information mechanisms that ensure the development and modernization of communication activities at the enterprise, its information security. Political submechanisms include mechanisms of information policy, social and economic policy and foreign economic policy. Market submechanisms include the ones of market competition, demand and supply, etc. Social submechanisms include the ones of transparency of doing business, social responsibility, social and psychological impact, etc. Production submechanisms include the following ones: resource, implementation of new types of software and hardware and other. Technical and technological submechanisms include the ones of scientific and technological progress, technological updates. Motivational submechanisms include the mechanisms of material and non-material incentives of personnel. Adaptive submechanisms are the submechanisms of innovative development (including implementation of innovations in information field), managing the personnel potential, etc. Communication submechanisms include the ones of information-and-analytical activities (including research conducting); external communications (including the system of integrated communications tools, modern telecommunications and communications facilities); internal communications (including creating corporate culture).
