This research compares how English and French desisters experience and perceive probation supervision. In this qualitative study, desisters of both countries were interviewed to collect narratives of change within the context of punishment in the community. The aim of this research was to explore and compare the role of probation in desistance processes, in different national, socio-economic, and criminal justice settings. The findings demonstrate similarities in perceptions of probation officers as people with resources. Differences emerged in the types of resources engaged with and the perceived punitiveness of mandatory supervision.

A fundamental role of the probation service is to provide advice and information to courts assisting in determining the most appropriate sentencing decisions. Historically, all probation officers as part of their mandatory training had experience in a court setting. Under the government’s Transforming Rehabilitation (TR) reforms, probation services were divided into 21 new privately-owned Community Rehabilitation Companies (CRCs) and a new public National Probation Service (NPS). This resulted in the NPS assuming the right to an audience at court by statute and the withdrawal of a right to an audience at court for CRCs. This qualitative study conducted during the summer of 2017 seeks to gain an insight into the views of CRC practitioners on contemporary court practice, specifically exploring their views on not having a professional role to provide advice and information on their caseload in court. The interviews identified four themes, reflecting both barriers to, and facilitators of, the withdrawal of the right to an audience at court by the CRC. These themes illustrated that the initial developments in the courts post-TR did not give the opportunity for active CRC involvement, resulting in increased scrutiny and criticism of their practice.

Little research exists on what works in the supervision of offenders with debt problems. This qualitative study aims to provide insight into the barriers probation officers and clients experience during supervision regarding debt and the support that clients need. Interviews were conducted with 33 Dutch probation officers and 16 clients. The results show that debt often negatively influences clients’ lives and hinders their resocialization. Probation officers lack effective methods to support clients with debt problems. To adequately help clients with debt problems, probation officers should obtain more knowledge about effective interventions and collaborate more closely with debt specialists from the probation supervision outset.

Various theories have been put forward to explain the processes underpinning desistance from crime. To provide additional insights into this phenomenon, this article presents an autobiographical account of one man’s journey towards a crime-free life. The narrative reveals a change process that is at once personal and universal, and describes the external forces that shaped his pathway to desistance as well as his experiences of personal fortitude and agency. In addition, it highlights the role of probation supervision as a catalyst for change. The autobiographical account is accompanied by a reflective academic commentary that situates these personal life experiences within the wider desistance literature. While the reader may view the autobiographical tone of this article as subjective, it should be noted that the account is not simply a re-telling of an individual life story but offers a critical appraisal of existing knowledge viewed through the lens of one person’s journey towards desistance.

In this era, a lot of activities that can not be separated from the practice of cheating or fraud , no exception In the government . Inspektorat Sumenep is the leading institution of internal Local Government in preventing and detecting fraud in the Local Government appropiate Perbup Sumenep No. 29 of 2008 . Dinas Pendidikan Sumenep need attention on the issue . This is due to Dinas Pendidikan Sumenep an agency with the largest number of assets and managing large budgets . These conditions led to the formulation of the problem is How Inspektorat Sumenep role in preventing and detecting fraud in Dinas Pendidikan Sumenep. This study used a qualitative approach in which the focus of this study is Inspektorat role in preventing and detecting fraud at Dinas Pendidikan Sumenep . Primary data obtained by direct interviews with the parties directly related to the determination of the source of research data in a qualitative study using nonprobability sampling . The sampling technique used was purposive sampling . The conclusion of this study, role of the Inspektorat Sumenep in the prevention of fraud in Dinas Pendidikan Sumenep still not maximal . This is due to Inspektorat Sumenep not supervise from the planning / budgeting and not optimal in overseeing and assisting the implementation of the SPIP as an instrument of fraud prevention in Dinas Pendidikan Sumenep . The role of Inspektorat Sumenep in the detection of fraud in Dinas Pendidikan Sumenep done by conducting an audit of financial and asset management in each financial year.Keywords: fraud, government, inspektorat.

Abstract                Indonesian Criminal Justice System consists of the police, public prosecutor and the courts. The role of the police investigators is certainly vital as the frontline in building public confidence in the rule of law in Indonesia. The role of the investigator is quite important in realizing society’s  justice. The era of globalization requires a pattern fast-paced, instant, measurable, and transparent of life and it requires investigators to follow the times by optimizing the use of technology. The aim of this study is to give effect to the rule of law in Indonesia that provides fairness, expediency and certainty. However, it considers to have priority of Pancasila values in the process of inquiry and investigation. The values of supreme divinity, God (religious), humanity, unity, democracy and justice are values that establish a balance (harmony) in enforcing the law. Law and its implementation can create product which meets the demands for social justice. This paper will examine the role of the investigator according to positive law currently in force as well as the role of investigator in implementing the values of Pancasila, accompanied by optimizing the use of technology. Keywords: Re-actualizing, Investigation, Police, values of Pancasila, Technology   AbstrakSistem Peradilan Pidana Indonesia meliputi institusi kepolisian, kejaksaan, dan pengadilan. Tujuannya adalah untuk memberikan arti bagi penegakan hukum di Indonesia yakni memberikan keadilan, kemanfaatan, dan kepastian. Namun yang harus diperhatikan adalah mengutamakan nilai-nilai Pancasila dalam melakukan proses penyelidikan dan penyidikan. Nilai-nilai ketuhanan yang maha esa (religius), kemanusiaan, persatuan, kerakyatan dan keadilan merupakan nilai-nilai yang membangun keseimbangan (harmoni) dalam menegakkan hukum. Sehingga produk hukum dan pelaksanaannya memenuhi rasa keadilan masyarakat.
