The article presents experience of different countries in promoting separate collection of waste. The purpose of the article is to summarize the scientific conclusions of Russian and foreign scientists in the field of household waste management. The author provides an overview of current scientific publications from Russian and foreign sources on the methods used in different countries to stimulate separate collection of household waste, successful results and problems of implementation, directions of waste management policy. The study evaluates the methods of stimulating separate collection in different countries. The policy of household waste management in Western Europe, the USA and Japan receives a high scientific assessment, the principles of stimulating sepa rate collection are enshrined in legislation. New in the practice of separate waste collection is the search for cost-effective and most environmentally friendly technologies. In the countries of Eastern Europe, changes in traditions and organization of housing and communal services are required to meet the high standards of developed countries. Some countries are implementing separate waste policy elements. China is seeking a comprehensive incentive for separate collection. The scientific assessment of international experience can be used in the formation of a comprehensive waste management policy in Russia.

This study aims to determine whether Perbup Number 100 of 2018 concerning policies and strategies for Sidoarjo Regency in managing household waste and similar household waste is in line with Presidential Regulation Number 97 of 2017 concerning national policies and strategies for managing household waste and other types of household waste in Indonesia. Sidoarjo Regency and to assess the technical suitability of waste processing in Sidoarjo Regency with Perbup Number 100 of 2018 Sidoarjo Regency policies and strategies in managing household waste and waste similar to household waste. This research was conducted at the Berkah Abadi Waste Bank and Telulikur Garbage Bank. The type of this research is socio-legal with a statute approach. The results of this study state that Perbup Number 100 of 2018 concerning policies and strategies for Sidoarjo Regency in managing household waste and waste similar to household waste is in line with Presidential Regulation Number 97 of 2017 concerning national policies and strategies for managing household waste and other types of household waste in Indonesia. Sidoarjo Regency and technical waste processing in both waste banks are in accordance with Perbup Number 100 of 2018 Sidoarjo Regency policies and strategies in managing household waste and waste similar to household waste. This paper examines whether a causal relationship exists between waste tonnage and employment when the waste collection is entrusted to a private operator in France (i.e. waste management policy by delegation of service). The empirical investigation is based on weekly data for four waste streams for the period from January 2015 to June 2017. Using nonstationary time series techniques including cointegration, VECM (Vector Error Correction Model) and long-run causality test of Toda and Yamamoto (1995) within a bivariate framework, the results demonstrate potential causal negative relationship between waste tonnage and employment. For three waste streams (i.e. household waste, outdoor garbage waste and miscellaneous waste), the results suggest that waste management practices that aim at entrusting the collection and treatment to a private operator (i.e. waste management by delegation of service) are not economically beneficial to society, because this policy does not favor environmental jobs creation. The paper calls for the adoption of other waste management practices to preserve employment in the waste collection sector.

Currently, there are still problems occurring in waste management activities in Pangkalpinang City. Solid waste that is scattered in the City of Pangkalpinang is caused by waste that has not been transported and handled. TPA Parit Enam's capacity, which serves solid waste in Pangkalpinang City, will decrease every year due to an overload of incoming waste generation. Currently, the City of Pangkalpinang aggressively implements a waste management policy at the source or the 3R program, including waste bank activities and waste processing at reduce, reuse and recycle (3R) landfills. The purpose of this study was to determine the effect of household waste reduction activities on the current use of the Parit Enam landfill in Pangkalpinang City in each of the scenarios that were compiled. The compilation model uses Powersim Studio 2005. The dynamic analysis shows that the activities that follow the waste at the source and respect what happens in TPS 3R Pangkalpinang City can affect TPA Parit Enam's useful life and produce a suitable scenario to be applied in the waste management activities of Pangkalpinang City. Scenario C (Optimistic), the valuable life of Parit Enam Landfillreaches 2023, and scenario C (Optimistic) can reduce the amount of waste transported by 29.65% compared to scenario A (Business as Usual). Besides, the proportion of household waste reduction reached 48% at the end of the simulation year.

This research develops a novel methodology for municipal waste management in Serbia, based on system dynamics modelling. The methodology shows how a country and relevant institutions should address complexities in the waste management sector. Waste management is a critical issue globally, which heavily impacts the economic development of a country, including the general quality of life within a society. The designed simulation generates different scenarios of the Serbian municipal waste system for reaching the 2035 recycling rate targets. Methodologies such as the theory of constraints, fragility analysis, and systems dynamics were implemented in the model. The scenarios and fragility modelling were conducted with the system dynamics modelling methodology in the Ventity simulation environment. The designed model has elements of discrete event simulations, system dynamics, and agent-based modelling. Importantly, real-world data for the period of five years (from the year 2016 to 2020) was used in the case study. This research undoubtedly reveals that the informal sector is the key source of fragility to the dynamic system considered. During the considered period, the informal sector contributed 62.3% of all separated waste to the system. Consequently, this research concludes that for the waste sector in Serbia to reach the 2035 EU goals, the existing practice in waste management has to be changed significantly and will benefit from the modelling approach used here. The whole system is highly dependent on the informal sector, which, in its current form, is volatile, unregulated, and fragile to aggressive regulative policies.

Households play a very important role in waste management policy development and its implementation in any city. This study is done among households of 12 wards in Urban Bengaluru(India). It is observed that waste management is open of the most important issue among households and households in general are not satisfied by waste collection, segregation its transport service and maintenance of public places, provided by local municipal body. Garrett's ranking method is also used to give ranking for various waste management practices adopted by various wards. The results suggest that problems faced by households across the city is not same, also perception towards the policy and practices of local bodies towards waste management differs significantly across the city. Cleanliness of public places and waste collection process should be given highest priority by the policy makers. The study also determines a different perspective towards understanding behaviour of household. the policymakers may use this technique to identify specific geographic areas where immediate action is required
