Partnerships for sustainable cities as options for improving solid waste management in Nairobi city

Partnerships as enshrined in policies are vital for achieving sustainable cities under the Sustainable Development Goals (SDGs). Indeed the SDGs recognize the importance of partnerships in solid waste management (SWM) as a way of developing workable and reliable waste management systems. SWM in Nairobi city continues to be a great challenge, and poor practices threaten environmental and public health. Ineffective waste management in Nairobi city has been linked to inefficient policy implementation and enforcement by different stakeholders. To effectively address the challenge of sustainable waste management in Nairobi city, amalgamation of strategies amongst several segments, including stakeholders, private and public sectors (formal and informal), non-governmental organizations and communities, is important, through partnerships to implement improved policies, in terms of capacity, financial prudence, and technical and institutional factors. The paper seeks to analyse existing policy framework on SWM and its effectiveness in addressing SWM in Nairobi city. The study is based on a descriptive research design which involved interrogating the stakeholders included in the implementation of the policy frameworks in place. Data were acquired through semi-structured questionnaires administered to 385 respondents and interviews with 10 key informants. The theoretical framework is based on institutional theory and capacity building theories that expound the gaps in policy implementation and the role of partnerships. Policies in SWM should be interlinked for sustainable cities.

Public policies have undoubtedly a very important position in the economy. The environmental economy is a phenomenon that requires intervention in the market through public policies. This is because environmental problems need to be intervened with public policy tools because they have the characteristics of externalities and are public goods. Accordingly, waste management is a subject of environmental economics, at which point public policies come into play particularly at the level of local governments and gain importance. However, this is not only a matter of public policies but also requires the active involvement of the private sector and social participation. The participation of society and non-governmental organizations, as well as public and private partnerships plays a pivotal role in the effective management of this process because it is difficult to understand the significance of solid waste management for a society that has not completed its intellectual and cultural education.

Abstract Solid Waste Management Service (SWMS) is an important public good, although most local governments in developing countries have failed to effectively provide it to their populace. Ineffective SWMS has serious environmental and public health ramifications. Consequently, other players such as Non-Governmental Organizations (NGOs), private companies and Community Based Organizations (CBOs) have to be involved in the delivery of SWMS. This study assessed the level of beneficiary for households’ satisfaction with SWMS as rendered by Okoa Maisha Project (OMP - the Swahili translation for project of saving lives) operating under the auspices of Where Talent Lives (WTL) - a local CBO located in Mnarani Village in Kilifi County in Kenya. The study revealed that majority of the respondents (52.4%, n=152) were very satisfied with the overall SWMS as rendered by OMP. The satisfaction was mostly due to quality variables such as householders’ education on solid waste management (54%, n=157), neatness of waste collection crew (52.4%, n=152) and reliability of waste collection (49.7%, n=144). Relative to other indicators, the respondents ranked low quality variables such as frequency of waste collection from households and the behaviour of the waste collection crew towards the residents. The study concludes by emphasising on the need for assessment of SWMS as provided by CBOs for improved service delivery. The study recommends routine supervision of the SWMS rendered by donor or government sponsored projects for effective and sustainable service delivery to the beneficiary householders and the community

Municipal solid waste management is an environmental issue that has received considerable attention from researchers and environmental managers for decades. Supporting the management programs entail policies and regulations related to municipal solid waste. In developed countries, the implementation of environmental policies plays an important role and has a substantial impact on the effectiveness of solid waste management. However, in many developing countries such as Vietnam, the situation and effectiveness of the policy implementation have not been studied extensively. This investigation is conducted to ascertain the situation, limitations, and challenges in implementing solid waste management policy in Vietnam. Then, solutions for the problems and improvements for implementation efficiency are presented. This work used online questionnaires to survey environmental managers in different localities and applied qualitative research method to analyze data. The results show that not all national policies on solid waste management are implemented in all localities. Waste separation is also the foremost concern in municipal waste management in most localities of Vietnam. Most of the localities claimed that the unrealistic nature and difficult implementation of the policies and the lack of needed resources are the main limitations and challenges in Vietnam. Survey results also revealed that different localities in Vietnam have different solutions to increase policy implementation efficiency. Besides, the study also found similarities in the implementation of policies in solid waste management between Vietnam and some other countries and also gathered some valuable lessons for the improvement strategy. Finally, the implementation of an effective domestic solid waste management policy is an important platform for improving environmental quality and ensuring the sustainable development of the nation and mankind.

Good management of solid waste aims to protect human health, preserve the environment, save resources and towards the sustainable development of the country. Solid waste management is expected to become increasingly complex in Vietnam due to socio-economic development and population growth. There are many factors influencing solid waste management, but it is indispensable for law to be a social management tool of the State. The provisions of the law on solid waste management and the process of law implementation need to be more and more complete in response to the increasing requirements for environmental protection. Therefore, the paper focuses on clarifying the current legal model in Vietnam that governs solid waste management relations and the process of law implementation on solid waste management in Vietnam, points out some shortcomings and problems concerning law implementation on solid waste management, thereby proposing solutions to improve the efficiency of law implementation in this field. Those are: 1/Completing decentralization in solid waste management; 2/Determining the priority order in controlling and limiting the sources of solid wastes; 3/Completing incentive mechanisms and policies, encouraging activities to reduce, reuse and recycle solid waste; 4/ Strengthening inspection, examination and handling of violations in solid waste management; 5/Promoting socialization in solid waste management.

The legal and institutional framework, as well as the international trends in solid waste management, serves as the basis for the formulation of a policy framework that seeks to improve solid waste management (SWM) practices in the future. Recently, SWM has become a global concern, especially for urban environments such as Malaysia, whose economy could potentially be adversely affected. To address these issues, the authors has reviewed several laws, including the Federal Constitution 1957; Local Government Act (Act 171) 1976; Town and Country Planning Act (Act 127) 1976; Environmental Quality Act (Act 127) 1974; Street, Drainage, and Building Act (Act 133) 1974; and Solid Waste and Public Cleansing Management Act 2007. Relevant international norms and principles at the federal, state, and local levels have also been reviewed. Exploring this topic generates an overview of SWM implementation in the context of Malaysia and the rest of the world.

In Nepal, full-fledged environmental legislation was rare before the democratic constitution of 1990. The first law covering the environment and sustainability was the Environment Protection Act 1997. While the Solid Waste Act was introduced in 1987, the problem of solid waste management still surfaces in Kathmandu. In order to understand the bedrock of this unrelenting failure in solid waste management, the manuscript digs deeper into policy implementation by dissecting solid waste rules, environmental legislations, relevant local laws, and solid waste management practices in Kathmandu, Nepal. A very rich field study that included surveys, interviews, site visits, and literature review provided the basis for the article. The study shows that volumes of new Nepalese rules are crafted without effective enforcement of their predecessors and there is a frequent power struggle between local government bodies and central authority in implementing the codes and allocating resources in solid waste management. The study concludes that Kathmandu does not require any new instrument to address solid waste problems; instead, it needs creation of local resources, execution of local codes, and commitment from central government to allow free exercise of these policies.
