Abstract Solid Waste Management Service (SWMS) is an important public good, although most local governments in developing countries have failed to effectively provide it to their populace. Ineffective SWMS has serious environmental and public health ramifications. Consequently, other players such as Non-Governmental Organizations (NGOs), private companies and Community Based Organizations (CBOs) have to be involved in the delivery of SWMS. This study assessed the level of beneficiary for households’ satisfaction with SWMS as rendered by Okoa Maisha Project (OMP - the Swahili translation for project of saving lives) operating under the auspices of Where Talent Lives (WTL) - a local CBO located in Mnarani Village in Kilifi County in Kenya. The study revealed that majority of the respondents (52.4%, n=152) were very satisfied with the overall SWMS as rendered by OMP. The satisfaction was mostly due to quality variables such as householders’ education on solid waste management (54%, n=157), neatness of waste collection crew (52.4%, n=152) and reliability of waste collection (49.7%, n=144). Relative to other indicators, the respondents ranked low quality variables such as frequency of waste collection from households and the behaviour of the waste collection crew towards the residents. The study concludes by emphasising on the need for assessment of SWMS as provided by CBOs for improved service delivery. The study recommends routine supervision of the SWMS rendered by donor or government sponsored projects for effective and sustainable service delivery to the beneficiary householders and the community

Public policies have undoubtedly a very important position in the economy. The environmental economy is a phenomenon that requires intervention in the market through public policies. This is because environmental problems need to be intervened with public policy tools because they have the characteristics of externalities and are public goods. Accordingly, waste management is a subject of environmental economics, at which point public policies come into play particularly at the level of local governments and gain importance. However, this is not only a matter of public policies but also requires the active involvement of the private sector and social participation. The participation of society and non-governmental organizations, as well as public and private partnerships plays a pivotal role in the effective management of this process because it is difficult to understand the significance of solid waste management for a society that has not completed its intellectual and cultural education.

Pengelolaan sampah berbasis masyarakat (PSBM) adalah sistem penanganan sampah yang direncanakan, disusun, dioperasikan, dikelola dan dimiliki oleh masyarakat. Peran PSBM sangat penting dalam ikut membantu mengurangi permasalahan sampah kota, sehingga konsep tersebut banyak dilakukan di berbagai tempat, termasuk di Rawasari. Penelitian ini dilakukan untuk mengetahui perkembangan kegiatan PSBM di Rawasari, yang secara khusus bertujuan: (i) monitoring dan evaluasi, (ii) pembinaan dan pendampingan, (iii) sosialisasi dan publikasi. Hasil penelitian menunjukkan bahwa kegiatan PSBM di Rawasari berjalan dengan baik, berkat adanya pembinaan yang baik dan berkesinambungan. Hal ini tergambar dari peningkatan jumlah keluarga yang berpartisipasi dalam kegiatan pengomposan dan daur ulang sampah anorganik. Hasil tersebut juga tidak terlepas dari peran kader lingkungan yang ada serta kerjasama yang baik antar stakeholders, baik yang berasal dari pemerintah setempat, instansi kebersihan, lembaga penelitian, LSM, lembaga asing, dan warga setempat. Adanya kegiatan sosialisasi keberhasilan PSBM di RW 01 dan RW 02 melalui kegiatan pencanangan gerakan PSBM oleh Gubernur DKI Jakarta, ikut mendorong keberhasilan PSBM di Rawasari. Pemerintah DKI Jakarta menyadari bahwa peran serta masyarakat, sangat efektif dalam menekan jumlah timbulan sampah. CBSWM is very important role to reduce the problem of municipal solid waste. This concept is widely applied in various places, including in Rawasari, Central Jakarta. The study was conducted to determine the progress of the CBSWM in Rawasari, which specifically aims to: (i) monitoring and evaluation, (ii) coaching and mentoring, (iii) socializing and publication. The results showed that the activity of CBSWM in Rawasari is going well. This is illustrated by the increasing number of families who participate in composting and recycling of anorganic waste. These good results are affected by the roles of environmental cadres as well as good cooperation between stakeholders, such as local governments, research institutions, NGOs, international agencies, and local residents. The Jakarta administration realizes that the roles of the community are very effective in reducing the amount of waste generation. Partnerships as enshrined in policies are vital for achieving sustainable cities under the Sustainable Development Goals (SDGs). Indeed the SDGs recognize the importance of partnerships in solid waste management (SWM) as a way of developing workable and reliable waste management systems. SWM in Nairobi city continues to be a great challenge, and poor practices threaten environmental and public health. Ineffective waste management in Nairobi city has been linked to inefficient policy implementation and enforcement by different stakeholders. To effectively address the challenge of sustainable waste management in Nairobi city, amalgamation of strategies amongst several segments, including stakeholders, private and public sectors (formal and informal), non-governmental organizations and communities, is important, through partnerships to implement improved policies, in terms of capacity, financial prudence, and technical and institutional factors. The paper seeks to analyse existing policy framework on SWM and its effectiveness in addressing SWM in Nairobi city. The study is based on a descriptive research design which involved interrogating the stakeholders included in the implementation of the policy frameworks in place. Data were acquired through semi-structured questionnaires administered to 385 respondents and interviews with 10 key informants. The theoretical framework is based on institutional theory and capacity building theories that expound the gaps in policy implementation and the role of partnerships. Policies in SWM should be interlinked for sustainable cities.

Garbage can be interpreted as a consequence of the activities of human life. It is undeniable, garbage will always be there as long as life activities continue to run. Every year, it can be ascertained that the volume of waste will always increase along with the increasing pattern of public consumerism. The landfill which is increasingly polluting the environment requires a technique and management to manage waste into something useful and of economic value, Bantas Village, Selemadeg Timur District, Tabanan Regency currently has a Waste Management Site (TPS3R) managed by Non-Governmental Organizations (KSM ) The source of waste comes from Households, Stalls, Restaurant Entrepreneurs, Schools, Offices and Ceremonies which are organic and inorganic waste. The waste management system at Bantas Lestari TPS with 3R system is Reduce (reduction of waste products starts from the source), Reuse (reuse for waste that can be reused) and Recycle (recycling waste) to date it is still running but not optimal. The method used in this research is descriptive quantitative with data analysis using SWOT analysis. This study produces a Waste Management Strategy which is the result of research from the management aspect, aspects of human resources and aspects of infrastructure facilities.

Local governments face the need to achieve sustainability in the provision of public services, and to do so, proper governance is essential. This work proposes a method to assess governance in local waste management systems based on a set of indicators that are flexible and robust enough to allow objective and reliable evaluation even where the information that is available is deficient. The proposal is based on a set of indicators divided into six categories that represent an increasing order of governance maturity: institutional framework; government effectiveness; transparency and accountability; network creation; participation; and corruption control. The article presents the proposal and a first test in two Mexican municipalities, which are an example of municipal solid waste management systems in an incipient stage of development, where there may be serious limitations in terms of access to information. The results show that the methodology can be replicated in different contexts and can be useful for making decisions about improvements in municipal solid waste management systems or for comparing them with others. In addition, sufficient information was obtained for a first diagnosis of the cases studied, which indicates the coherence of the proposed framework. Points for practitioners Proper governance is essential to achieve sustainability in the provision of public services. The assessment of local governance must be robust enough to motivate changes and, at the same time, flexible enough to allow reliable evaluation where the quality of service and the availability of information may be scant. We propose a new framework for the assessment of governance in municipal solid waste management systems that meets these requirements, based on a set of indicators clustered according to governance maturity.

Solid waste management is the process of collecting and treating solid wastes. It also offers solutions for recycling items that do not belong to garbage or trash. Reducing and eliminating the adverse impact of waste materials on human health and the environment supports economic development. Quality of life is the primary goal of solid waste management. To ensure environmental best practices, content or hazard potential and solid waste must be managed systematically, and it is needed to be incorporated into ecological planning. This study aimed to assess Bonbon, Clarin, Bohol residents towards the proper implementation of solid waste management. The quantitative-descriptive method of research was used with the aid of a modified standardized survey questionnaire. The data showed that mothers or married respondents aged 21-30 got the highest percentage. Therefore, it shows that they are the ones primarily in charge of household waste management. The Assessment of the implementation of Solid Waste Management was conducted per dimension: Planning and Control, Zero Waste Collection Service, and Waste Disposal System. According to the results, the dimension of Planning and Control was labeled as Strongly Implemented, Zero Waste Collection Service was marked as Moderately Implemented, and Waste Disposal System was categorized as Moderately Not Implemented. Therefore, it shows that the Solid Waste Management in Bonbon, Clarin, Bohol was moderately implemented. Thus, the study's outcome served as a guide to enhance their best practices for the full implementation and sustainability of solid waste management in their locality.

Insufficient staff, inappropriate collection vehicles, limited operating budgets and growing, hard to reach populations mean that solid waste management remains limited in most developing countries; Malawi is no exception. We estimated the willingness to pay (WTP) for two hypothetical solid waste collection services. Additionally, we tested the impact of the WTP question positioning relative to environmental perceptions on respondents’ WTP. The first scenario involved a five minute walk to a disposal facility; the second scenario involved a 30 min walk. Additionally, the order of the question was randomized within the questionnaire. A WTP value of K1780 was found for the five minute walk scenario when the question was placed first, and K2138 when placed after revealing the respondent’s perceptions on the environment. In the 30 min walk scenario, WTP was K945 when placed first and K1139 when placed after revealing the respondent’s perceptions on the environment. The estimated values indicate that there is both a willingness to pay for solid waste services and that there are at least two options that would be acceptable to the community; a pilot scale implementation would be required to validate the hypothetical values, especially given the dependency on problem framing. Community financing should be considered as a sustainable approach to solid waste management in underserved areas.
