An Analysis and Illustration of U.S. Adult and Workforce Education Policy

Systematic policy analysis regarding the area of adult and workforce education (AWE) in the United States is limited in the literature. This article presents the results from a historical analysis of federal-level U.S. policy documents spanning the years 1914-2014. We performed a systematic content analysis utilizing a context justification approach to analyze 19 pieces of U.S. legislation to discern broad patterns and trends in the area of AWE policy development. The benefits of examining policy through a lens of governance and system-level trends include gaining a clearer understanding of the evolution of key policy dimensions and how they contribute to shaping current circumstances in the field. Our analyses suggest the importance of historical conditions in shaping policy characteristics. We conclude that it is essential to understand these policy characteristics in order to seek the necessary information to more strategically advocate for AWE in the 21st century, and highlight areas where further inquiry is needed.

Public Service, in popular culture, can be viewed through many artistic lenses. Although there has been a consistent negative portrayal of government through art forms such as film and television, this research looks to review how government institutions in the United States have used art to provide a positive portrayal of public service. Eight forms of public service art are outlined through a content analysis of the holdings at the Virtual Museum of Public Service. The findings show that government and public entities have historically and continually engaged in promoting public service through art. Many of these public art examples are accessible year round, without limitations, such as buildings, statues, and public structures.

This paper examines the magnitude of the reporting bias inherent in the historical cost accounting of a firm's physical capital. Reported depreciation data pertaining to U.S. Steel Corporation (currently USX) between 1939 and 1987 are compared with standardized historical cost figures and replacement cost estimates. The findings suggest that replacement cost depreciation would have provided more information about U.S. Steel's ability to maintain its productive capacity than historical cost depreciation did. Thus, this analysis provides an illustration of one of the primary arguments for replacement cost accounting.

This article examines the first decades of the field of ethnohistory as it developed in the United States. It participated in the general rapprochement between history and anthropology of mid-twentieth-century social science. However, unlike parallel developments in Europe and in other research areas, ethnohistory specifically arose out of the study of American Indian communities in the era of the Indian Claims Commission. Thus ethnohistory developed from a pragmatic rather than a theoretical orientation, with practitioners testifying both in favor of and against claims. Methodology was flexible, with both documentary sources and ethnographic methods employed to the degree that each was feasible. One way that ethnohistory was innovative was the degree to which women played prominent roles in its development. By the end of the first decade, the field was becoming broader and more willing to engage both theoretical and ethical issues raised by the foundational work. In particular, the geographic scope began to reach well beyond North America, especially to Latin America, where archival resources and the opportunities for ethnographic research were plentiful, but also to areas such as Melanesia, where recent European contact allowed researchers to observe the early postcontact period directly and to address the associated theoretical questions with greater authority. Ethnohistory is thus an important example of a field of study that grew organically without an overarching figure or conscious plan but that nevertheless came to engage central issues in cultural and historical analysis.

Abstract (Spanish/English)Forjando el Aztecanismo: Nacionalismo Musical Mexicano del Siglo XX en el siglo XXI en Los ÁngelesHoy en día, un creciente número de músicos mexico-americanos en los Estados Unidos tocan instrumentos indígenas mesoamericanos y réplicas arqueológicas, lo que se conoce como “Música Azteca.” En este artículo, doy a conocer cómo los músicos contemporáneos de Los Ángeles, California, recurren a los legados de la investigación musical nacionalista mexicana e integran modelos antropológicos y arqueológicos aplicados. Al combinar el trabajo de campo etnográfico con el análisis histórico, sugiero que los marcos musicales y culturales que alguna vez sirvieron para unir al México pos-revolucionario han adquirido una nuevo significado para contrarrestar la desaparición del legado indígena mexicano en los Estados Unidos.Today a growing number of Mexican-American musicians in the United States perform on Indigenous Mesoamerican instruments and archaeological replicas in what is widely referred to as “Aztec music.” In this article, I explore how contemporary musicians in Los Angeles, California, draw on legacies of Mexican nationalist music research and integrate applied anthropological and archeological models. Pairing ethnographic fieldwork with historical analysis, I suggest that musical and cultural frameworks that once served to unite post-revolutionary Mexico have gained new significance in countering Mexican Indigenous erasure in the United States.

Abstract As of November 2020, the United States leads the world in confirmed coronavirus disease 2019 (COVID-19) cases and deaths. Over the past 10 months, the United States has experienced three peaks in new cases, with the most recent spike in November setting new records. Inaction and the lack of a scientifically informed, unified response have contributed to the sustained spread of COVID-19 in the United States. This paper describes major events and findings from the domestic response to COVID-19 from January to November 2020, including on preventing transmission, COVID-19 testing and contact tracing, ensuring sufficient physical infrastructure and healthcare workforce, paying for services, and governance. We further reflect on the public health response to-date and analyse the link between key policy decisions (e.g. closing, reopening) and COVID-19 cases in three states that are representative of the broader regions that have experienced spikes in cases. Finally, as we approach the winter months and undergo a change in national leadership, we highlight some considerations for the ongoing COVID-19 response and the broader United States healthcare system. These findings describe why the United States has failed to contain COVID-19 effectively to-date and can serve as a reference in the continued response to COVID-19 and future pandemics.

AbstractIt is a common—often stereotypical—presumption that Europe is secular and America religious. Differences in international religious freedom and religious engagement policies on both sides of the Atlantic seem to confirm this “cliché.” This article argues that to understand why it has been easier for American supporters to institutionalize these policies than for advocates in the EU, it is important to consider the discursive structures of EU and US foreign policies, which enable and constrain political language and behavior. Based on the analysis of foreign policy documents, produced by the EU and the United States in their relationship with six religiously diverse African and Asian states, the article compares how both international actors represent religion in their foreign affairs. The analysis reveals similarities in the relatively low importance that they attribute to religion and major differences in how they represent the contribution of religion to creating and solving problems in other states. In sum, the foreign policies of both international actors are based on a secular discursive structure, but that of the United States is much more accommodative toward religion, including Islam, than that of the EU.

Aside from language, students of international relations in the United States and Great Britain have several things in common: parallel developments in the emergence of international relations as a field of study after World War I, and more recent efforts to broaden the field by drawing security issues and changes in the international political economy under the broad umbrella of “international studies.” But a review of four recent books edited by British scholars demonstrates that there is also a “distance” between British and American scholarship. Compared with dominant trends in the United States, the former, though hardly monolithic and producing a rich and varied literature, is still very much attached to historical analysis and the concept of an “international society” that derives from the period in modern history in which Britain played a more prominent role in international politics. Because trends in scholarship do, in fact, reflect national political experience, the need continues for transnational cooperation among scholars in the quest for strong theories in international relations.
