Farmers in China and many other developing countries suffer from low technical efficiency of chemical fertilizer use, which leads to excessive nutrient runoff and other environmental problems. A major cause of the low efficiency is lack of science-based information and recommendations for nutrient application. In response, the Chinese government launched an ambitious nationwide program called the “Soil Testing and Fertilizer Recommendation Project” (STFRP) in 2005 to increase the efficiency of chemical fertilizer use. However, there has been no systematic evaluation of this program. Using data from a nationally representative household survey, and using wheat as an example, this paper first quantifies the technical efficiency of chemical fertilizer use (TEFU) by conducting stochastic frontier analysis (SFA), then evaluates the impact of STFRP on the TEFU using a generalized difference-in-difference approach. We found that STFRP, on average, increased TEFU in wheat production by about 4%, which was robust across various robustness checks. The lessons learned from STFRP will be valuable for China’s future outreach efforts, as well as for other countries considering similar nutrient management policies.

Low technical efficiency and excessive usage of chemical fertilizer in grain production is a problem commonly faced by China and many other developing countries, which leads to serious environment pollution and high environmental governance cost. China is the largest rice producing and consuming country, and several kinds of rice are grown in China and all of which are important edible grain. However, there has been no systematic research on kind difference and provincial difference of technical efficiency of chemical fertilizer use (TEFU) for rice production. Using the data of China’s 22 rice production provinces from the China Agricultural Product Cost-Benefit Compilation and the China Statistical Yearbook, this study measures the TEFU for early indica rice, intermediary indica rice, late indica rice, and japonica rice production by using a stochastic frontier production function (SFPF) model, and then analyzes TEFU’s influencing factors using a Tobit model and conducts the robustness check using a panel data fixed effect model. We found that, on average, TEFU for four kinds of rice production were improved significantly during 1997–2018, increasing by 67.70%, 39.93%, 14.76%, and 21.88%, respectively. TEFU for China’s rice production have significant differences among different kinds and production provinces, and still have large improvement potential. Government’s fiscal support to agriculture, agricultural labor productivity, agricultural mechanization, effective irrigation, and implementation of the “Soil Testing and Formulated Fertilization Program” (STFFP) have significant positive impact on TEFU; and natural disaster and fertilizer price have significant negative impact on TEFU.

The excessive use of fertilizer has resulted in serious environmental degradation and a high health cost in China. Understanding the reasons for the overuse of fertilizer is critical to the sustainable development of Chinese agriculture, and large-scale operation is considered as one of the measures to deal with the excessive fertilizer use. Under the premise of fully considering the resource endowment and heterogeneity of large-scale farmers and small-scale farmers in production and management, different production decision-making frameworks were constructed. Based on the 300 large-scale farmers and 480 small-scale farmers in eight provinces of northern China wheat region, we analyzed the optimal fertilizer use amount and its deviation as well as the influencing factors of small-scale and large-scale farmers, then further clarified whether the development of scale management could solve the problem of excessive fertilizer use. The empirical results show that: (1) both small-scale farmers and large-scale farmers deviated from the optimal fertilizer application amount, where the deviation degree of optimal fertilizer application of small-scale farmers is significantly higher than that of large-scale farmers, with a deviation degree of 35.43% and 23.69% for small and large scale farmers, respectively; (2) not all wheat growers in North China had the problem of excessive use of chemical fertilizer, as the optimal level of chemical fertilizer application in Heilongjiang and Inner Mongolia are 346.5 kgha−1 and 335.25 kgha−1, while the actual fertilizer use amount was 337.2 kgha−1 and 324.6 kgha−1, respectively; and (3) the higher the risk aversion level, farmers tended to apply more fertilizer to ensure grain output. Therefore, increasing farm size should be integrated into actions such as improving technological innovation and providing better information transfer to achieve the goal of zero-increase in Chinese fertilizer use.

Nigeria is an agricultural country, most of the vegetable needs of its people being provided by small farmers who seldom use high-input technology. Over the last 20 years, there has been an encouraging upward trend in inorganic fertilizer consumption, but it is very difficult to estimate how much of this chemical fertilizer is used for vegetable production. There is a need for information which could be used to monitor national trends in fertilizer use on vegetables so that the government can predict future needs and advise manufacturing industry and farmers accordingly. Although increases in the yield and mineral content of vegetables through the use of chemical fertilizers have been recorded, several problems still preclude their use. Possible ways to overcome the problem and benefit vegetable growers are discussed.

Abstract The physical environment of farming systems is rarely considered when conducting farm level efficiency analysis, which is likely to lead to bias of performance measurements based on benchmarking methods such as Data Envelopment Analysis (DEA). We incorporate variations of the physical environment (rainfall and length of growing season) through the specifications of the linear programming in DEA to investigate performance measurement bias. The derived technical efficiency estimates are obtained using a sub-vector DEA which ensures farms are compared in a homogenous environment (i.e. accounting for differences in rainfall levels amongst distinct farm units). We use the Farm Business Survey to analyse a representative sample of 245 cereal farms in the East Anglia region between 2009 and 2010. Efficiency rankings obtained from a standard DEA model and a non-discretionary DEA model that incorporates the variations in the physical environment. We show that incorporating rainfall and the length of the growing season as non-discretionary inputs into the production function had significantly altered the farm efficiency ranking between the two models. Hence, to improve extension services to farmers and to reduce biased estimates of farm technical efficiency, variations in environmental conditions need to be integral to the analysis of efficiency.

The real estate sector keeps contributing significantly to the Spanish economy. A recent news article reports the existence of inefficiencies in the nature and delivery of new properties. We investigate the technical efficiency of this sector using a non-parametric “reasonable” benchmarking frontier, acknowledging the marked influence of the sector’s shadow economy. We then relate the results applying a panel data analysis to the shareholding concentration and identity of firm ownership. We find no systematic support for the effect of corporate ownership on technical efficiency
