Some coastal environments facing climate change risks are starting to be managed with nature-based solutions (NBS). Strategies based on the rehabilitation of green infrastructures in coastal municipalities, such as renaturalization of seafronts, are considered adaptive to the effects of climate change but may cause misconceptions that could lead to social conflicts between the tourist sector and the society. A survey was carried out to study user perceptions on the effects of climate change, preferences for adaptation strategies, and the assessment of projects of dune reconstruction. We find that while beach users recognize the benefits of NBS for environmental conservation and storm protection, they show little concern about possible effects of climate change on recreational activity and have limited understanding about the protective capacity of NBS. Thus, a greater effort must be made to better explain the effects of climate change and the potential benefits of NBS in coastal risk management.

China is facing many challenges in the water sector while implementing integrated water resources management (IWRM). Another daunting task – adapting to water-related impacts of climate change, is also challenging China's water managers. These challenges have been posing threats to China's economic, social and environmental development. While separate efforts in promoting IWRM and climate change adaptation have been made, the approach of mainstreaming climate change adaptation strategy within IWRM is seldom studied. Attempting to fill the gap, this paper argues that there is great potential in synergizing them after analysing their distinctions and common points. By developing climate-proofing strategies within IWRM, mainstreaming is able to minimize adverse water-related climate change risks and maximize the benefits of policies and plans. In this study, entry points of mainstreaming climate change adaptation in the sustaining environment of IWRM and its process will be identified and analysed.

Program kampung iklim (Proklim) was launched by the Government to increase the implementation of the climate change adaptation strategy. The decision to adopt an adaptation strategy is influenced by farmers’ perceptions of climate change. This study aims to determine the level and compare the awareness of the climate change and perceptions of the climate change risks, among farmers from the Proklim and non-Proklim locations. The study was conducted in 3 sub-districts that have Proklim location, in Sleman Regency. By using the simple random sampling method, a total of 112 farmers were selected from the Proklim and non-Proklim locations in the same proportion. The results showed that the Proklim and non-Proklim locations were dominated by farmers with an awareness of climate change and perceptions of climate change risks at a moderate level. Other findings showed that farmers from the Proklim location had a higher awareness of climate change compared with non-Proklim farmers, with a difference of awareness of 6.44%. Perceptions of climate change risk among farmers from the two locations didn’t show significant differences.

The negative impacts of climate change caused many losses for farmers. One solution to minimize losses is to implement a climate change adaptation strategy. The Indonesian government established a program called the Program Kampung Iklim/Proklim in 2012 which aims to increase awareness of climate change and the capacity to implement community adaptation strategies. This study aimed to determine the effect of the Proklim on the implementation of climate change adaptation strategy by farmers. The study was conducted  in Proklim and non-Proklim locations. By implementing the simple random sampling method, it was obtained 112 samples divided into 56 farmers from each Proklim and non-Proklim location. The results showed that farming experience, land area, membership in farmers group, access to weather information, awareness towards climate change and perceptions towards climate change risks are associated with more practice of adaptation strategy. The results also showed that the implementation of adaptation strategy was influenced by the Proklim location, so that the farmers involved in the program locations applied more climate change adaptation strategy than the farmers in non-program locations.  The authors recommend that Proklim needs to be applied in many locations, especially areas that are vulnerable to climate change, so farmers can improve the implementation of climate change adaptation strategies.

Based on the latest data, paper investigates the dynamics of global climate change and its impact on economic growth in the long-term. The notion of climate risk is considered. The main directions of climate risk management policies are analyzed aimed, first, at reducing anthropogenic greenhouse gas emissions through technological innovation and structural economic shifts; secondly, at adaptation of population, territories and economic complexes to the irreparable effects of climate change. The problem of taking into account the phenomenon of climate change in the state economic policy is put in the context of the most urgent tasks of intensification of long-term socio-economic development and parrying strategic challenges to the development of Russia.

AbstractInfrastructure is necessary to protect and provide the goods and services required by humans. As coastal green infrastructure (CGI) aims to respect and work with natural processes, it is a feasible response to mitigate or avoid the consequences of coastal squeeze. The concept of CGI is receiving increased attention of late due to the challenges facing us, such as climate change, population growth and the overexploitation of natural resources on the coast. Terms which may be applied to encourage the construction of infrastructure, or to minimize the responsibility for poorly made decisions, often induce misunderstanding. In this paper, the concept of CGI and its use in solving coastal problems is reordered. Four categories are proposed, according to the degree of naturalness of the project: Nature reclamation, Engineered ecosystems, Ecologically enhanced engineering, and De-engineering/Relocation. Existing coastal risk evaluation frameworks can be used to design many types of CGI. Key concepts, challenges and good practices for the holistic management of coastal squeeze are presented from the analysis of successful and unsuccessful CGI projects worldwide.

Abstract Over the last decade, communities have become increasingly aware of the risks they face. They are threatened by natural disasters, which may be exacerbated by climate change and the movement of land masses. Growing globalization has made a pandemic due to the rapid spread of highly infectious diseases ever more likely. Societal discord breeds its own threats, not the least of which is the spread of radical ideologies giving rise to terrorism. The accelerating rate of technological change has bred its own social and economic risks. This widening spectrum of risk poses a difficult question to every community – how resilient will the community be to the extreme events it faces. In this paper, we present a new approach to answering that question. It is based on the stress testing of financial institutions required by regulators in the United States and elsewhere. It generalizes stress testing by expanding the concept of “capital” beyond finance to include the other “capitals” (e.g., human, social) possessed by a community. Through use of this approach, communities can determine which investments of its capitals are most likely to improve its resilience. We provide an example of using the approach, and discuss its potential benefits.
