The article aims to identify how varied factors (e.g., physical and socioeconomical) behind vulnerability of the urban poor in Dhaka’s low-income settlements interact with each other to constitute their overall vulnerability. It addresses the complexity of the issues involved which cannot be understood by having partial look at their vulnerability. Hence, it suggests a ‘whole systems’ view to understand the underlying phenomenon. Data collected through mixed methods were analysed using a grounded theory-systems analysis approach. It identifies the reinforcing loops developed within the systems that strongly promote poverty traps and also identifies ways in which these vicious circles can be broken.

This paper synthesizes and develops research undertaken by participants in The North-South Institute project, "Macroeconomic policy choices for growth and poverty reduction" in low- income developing countries.1 The project analysed the features of poverty and growth in seven poor countries of varying circumstances and proposed macroeconomic and growth policies for poverty reduction for them. The research was guided by the question: "How does poverty inform growth strategy?" Our research provides evidence of the channels through which growth and distribution or poverty processes depend on each other and respond to policy together. We encapsulate the messages of these case studies in the following six propositions, discussed at length in the paper: i) macroeconomic stability reduces poverty; ii) land redistribution enhances growth; iii) income poverty traps constrain growth; iv) urban-rural growth disparities drive income inequality; v) regional poverty traps resist growth, and vi) ley growth policies can aggravate poverty gaps.  The propositions suggest growth policies that may be either of two types in terms of impact on growth and distribution. They have the potential to enhance both growth and distribution (win-win) or to enhance growth while aggravating income gaps or vice versa (win-lose).

In the context of rapid urbanization, poorer residents in cities across low- and middle-income countries increasingly experience food and nutrition deficiencies. The United Nations has highlighted urban agriculture (UA) as a viable solution to food insecurity, by empowering the urban poor to produce their own fresh foods and make some profit from surplus production. Despite its potential role in reducing poverty and food insecurity, there appears to be little political will to support urban agriculture. This is seen in unclear political mandates that are sustained by information gaps on selection criteria for UA sites. The research reported here addresses this issue in the form of a decision-making support tool that assesses the suitability of cadastral units and informal plots for allotment gardens in urban and peri-urban areas. The tool was developed and tested for three rapidly expanding cities in Benin, a low-income country in West Africa, based on an ordered logit model that relates a set of 300 expert assessments on site suitability to georeferenced information on biophysical and socio-economic characteristics. Soil, land use, groundwater depth, vicinity to market and women’s safety were significant factors in the assessment. Scaled up across all cadastral units and informal sites, the tool generated detailed baseline maps on site suitability and availability of areas. Its capacity to support policymakers in selecting appropriate sites comes to the fore by reporting changes in site suitability under scenarios of improved soil fertility and enhanced safety for women.

AbstractThe goal of this study was to measure food insecurity among families with children in a low-income district of Lima, Peru and to identify the formal and informal food resources available to them that may affect their food security status. In June-July 2019, we collected data from 329 randomly selected households in Villa El Salvador (Lima, Peru). Following a mixed methods approach, we found that the percentage of households using food assistance programs (FAPs) increased with increasing levels of food insecurity, but two FAPs were heavily used by households regardless of food (in)security. The main reasons for using FAPs included financial need, already being signed up in the program, and believing that the food was of nutritional value; the main reasons for non-use were finding the program unnecessary, dislike or poor perceived quality of the food, and not being able to sign up for the program. Similarly, informal food resources, such as buying food on credit or receiving food from someone outside the household, were incrementally used with increased levels of food insecurity. Our study clarifies the relationship between level of household food insecurity and FAP use – FAPs more commonly used by food insecure households were used because of financial need, whereas the FAPs most commonly used by food secure households were those with automatic enrollment. At a programmatic level, our research highlights the need for making nutritious and preferred foods available in FAPs and standardizing the application of enrollment criteria.

This paper examines urban regeneration outcomes for homeowners through a mixed-methods analysis of population change in six redevelopment sites. Israel's national urban regeneration policy presents itself as a ‘win-win’ mechanism, claiming that it mitigates displacement. This claim is tested and discussed through the theoretical lens of state-led gentrification and displacement. The Israeli program relies on contractual agreements between private homeowners and developers and provides homeowners with newly built high-rise condominium units. Consequently, homeowners can choose how to capitalize on their new property – whether to inhabit, let or sell. We argue that their choice reflects the preferences and varied capabilities of owners. While homeowners are relatively protected from direct displacement, the variance in owner capabilities may lead to economic pressures that chiefly impact vulnerable low-income owners. We suggest that the Israeli model of sharing the benefits from housing commodification glosses over the capability gap and frames potential displacement pressures as market choice features.
