Hardin was wrong. There was not a tragedy of overuse. The Commons were dismantled by the state to make room for the formal economy and higher income user groups. I revisit the history of the Commons as a central, planned space in cities in order to ask two main questions. First, what role did the Commons play for cities and how is its lost felt? Second, how might planning reintroduce the Commons? In response, this research builds a functional theory of self-sufficiency at multiple scales of governance based on the opportunities of the Commons. The conclusion charts an urgent agenda for planning practice during a global population phase shift as cities increasingly house a greater proportion of humanity.

Abstract As the global crisis triggered by the COVID-19 virus unfolded, The Economist magazine published a cover in May 2020 titled “Goodbye globalization: the dangerous lure of self-sufficiency.” The title summed up well the new political interest in the ideology of national economic self-sufficiency in the pandemic context. Unfortunately, contemporary textbooks in the field of international political economy (IPE) say little about this kind of “autarkic” thought. No survey of the history of autarkic thought exists even within specialist IPE literature or in the fields of intellectual history and the history of economic thought. Filling this gap in existing scholarship, this article highlights a rich history of autarkic thought that includes the ideas of famous thinkers such as Jean-Jacques Rousseau, Johann Fichte, Mohandas Gandhi, and John Maynard Keynes. Three core rationales for a high degree of national self-sufficiency have been advanced in the past: (1) insulation from foreign economic influence, (2) insulation from foreign political and/or cultural influence, and (3) the promotion of international peace. At the same time, considerable disagreements have existed among autarkists about some of these rationales and their relative importance, as well as about the precise meaning of national self-sufficiency. These disagreements stemmed not just from differences in their specific goals but also from the different conditions across time and space in which autarkic thought was developed. In addition to improving understanding of the autarkic ideological tradition, this article contributes to emerging scholarship attempting to overcome Western-centrism in IPE scholarship as well as literature exploring the new politics of de-globalization in the current era.

For centuries, various denominations of Christian missionaries have contributed in a larger way towards the spread of Christianity among the people of Indian sub-continent. Each Church had its own principles of preaching the word of God and undertook welfare activities in and around the mission-stations. From establishing schools to providing medical aids, the Christian missionaries were involved in constant perseverance to improve the ‘indigenous’ societies not only in terms of amenities and opportunities, but also in spiritual aspects. Despite conversion being the prime motive, every Mission prepared ground on which their undertakings found meanings and made an impact over people’s lives. These endeavours, combining missiological and theological discourses, brought hope and success to the missionaries, and in our case study, the Basel Mission added to the history of the Christian Mission while operating in the coastal and hilly districts of Kerala during the 19th and the 20th centuries. Predominantly following the trait of Pietism, the Basel Mission emphasised practical matters more than doctrine, which was evident in the Mission activities among the Thiyyas and the Badagas of Malabar and Nilgiris, respectively. Along with addressing issues like the caste system and spreading education in the ‘backward’ regions, the most remarkable contribution of the Basel Mission established the ‘prototype’ of industries which was part of the ‘praxis practice’ model. It aimed at self-sufficiency and provided a livelihood for a number of people who otherwise had no honourable means of subsistence. Moreover, conversion in Kerala was a combination of ‘self-transformation’ and active participation which resulted in ‘enculturation’ and inception of ‘modernity’ in the region. Finally, this article shows that works of the Basel Mission weaved together its theological and missiological ideologies which determined its exclusivity as a Church denomination.

Abstract. Women make up almost 50% of our global population ( World Bank, 2019 ); however, they comprise only 6% of elected nation leaders ( UN Women, 2020a ). Though small in number, when coronavirus disease 2019 (COVID-19) global pandemic impacted our societies in 2019, women leaders were featured for their skillful navigation of an unknown and invisible threat. An understanding of the history of work toward gender equity, the current state of female leadership, and the continued barriers facing female leadership are reviewed to gain increased appreciation for why this emphasis was placed on female leadership. Researches analyzing women leaders during COVID-19 during the early months of the pandemic are presented, showcasing the promising and significant findings. Global women leaders consistently demonstrated a trend of enacting prompt public health measures, resulting in low death rates.

‘The history of environmental law’ explains that environmental problems have been inherent in civilization since the beginning and have needed collective management. It tracks environmental issues and how societies managed them from ancient Rome to the Middle Ages, and then through to industrialization. The increasing international dimension of environmental problems is discussed, as well as the emerging environmentalism of the 1960s. The 1970s saw regional and international agreements signed in relation to a range of pollution and nature conservation issues, but there was disenchantment by the 2000s when environmental laws began to be seen as a threat to economic growth. Finally, the ultimate tragedy of the commons—climate change—is discussed.

AbstractThe word “sustainable” débuted in 1987 but has since become a hot topic issue, both for scientific research and wider society. Although sustainability may appear to be a thoroughly twenty-first century goal, sustainability science concepts and goals such as balance, endurance, order and change, reach back at least as far as the proto-scientific investigations of alchemy. Both alchemy and sustainability science can be understood as systems or strategies which individuals and societies can use to organise and manage themselves in a complex world filled with dynamic problems. Alchemy never created a panacea or transmuted base metals into gold because those goals proved to be based on fundamentally flawed theories and premises. Nevertheless, alchemy did succeed in helping adherents manage themselves and their societies in advantageous ways. Alchemy also positively and significantly influenced subsequent scientific development. Likewise, science helps humanity manage itself on multiple scales, from the individual to the international, and will certainly contribute to further scientific research and development. However, it is not yet known whether carbon neutrality, entirely renewable energy and other sustainability goals will be achieved or whether these goals will also come to be seen as based on flawed understandings and theories. For this reason, this article explores key features of alchemy, traces how they persisted through Enlightenment-era science and how they continue to be present and influential within scientific efforts today. The article goes on to reflect on how the history, development and continued use of concepts such as balance, endurance, order and change may be useful portents of how humans and human society will manage themselves in the future. Such reflections may also temper the zeal with which individuals that accept or reject sustainability goals treat each other, thereby offering a way for divergent groups to manage their interactions. Flawed theories prevented alchemy from achieving many of its primary stated goals. However, alchemy was very beneficial, both during its period of use and subsequently through its influence on subsequent development. This article identifies ideas from alchemy that were originally beneficial and that have persisted through Enlightenment-era science and into contemporary science. The article also explores how those ideas continue to influence scientific and sustainability goals today. Understanding and reflecting on alchemy’s successes and failures facilitates reflection on the potential successes and failures of sustainability and the human consequences of trying to manage a sustainable future.

Gladstone’s dramatic commitment of the liberal party to a policy of home rule for Ireland in 1886 was followed by the Grand Old Man’s two attempts at turning his policy into legislation. The first home rule bill, that of 1886, was defeated in the house of commons and then in a general election: the second, that of 1893, was overwhelmed in the house of lords and then dropped by Gladstone’s fourth government. Though the Gladstonian commitment remained and the liberal party continued to be a home rule party — and though the pros and cons of the union of 1800 remained the major structural feature of British party politics — it was not until 1912 that the liberals did anything further about their major Irish policy. For most of the period 1893-1912 they were, of course, impotent in opposition and consequently in no position to take the initiative on home rule. In 1906, however, they won a landslide victory over their unionist opponents and it is striking that this electoral victory and the great impulse it gave to one of the most dynamic governments in the whole history of British liberalism was not followed, as had the last two liberal victories under Gladstone, by the introduction of a third home rule bill. Had the liberal landslide of 1906 been put behind another home rule measure the whole history of the matter would certainly have been radically different. The house of lords would have been easily overwhelmed; the great advance in constitutional reform for Ireland would have been carried in a spirit of liberal reform rather than of political surrender; the development of Sinn Fein would have been frustrated or at least diverted. But the liberal victory of 1906 was not so used. Home rule was postponed and sidetracked and was taken up again only when the liberal party once more desperately needed Irish votes in the budget election which followed the rejection of Lloyd George’s financial measures by the lords in November 1909. The home rule banner was hoisted afresh by Asquith, the prime minister, in his Albert Hall speechof 10 December 1909 and the third home rule bill appeared in due course in 1912 in direct — and significant — succession to the budget and the parliament act for both of which the Asquith government needed Irish support in the commons.

 Collaborative forest management (CFM) is a ‘community-based’ forest tenure regime that works in partnership between the central government, local government and local forest user groups in Nepal’s Terai, particularly in the management of large, contiguous forests. It has been in practice since the early 2000s in the form of ‘pilot initiatives’ and is gradually receiving greater legal attention. Through our own experiences, available literature and review of policies, we document the evolutionary history of Terai forest and CFM’s current issues. We found that the management aspects of Terai forests have been weak throughout its history. We also found a number of issues and challenges in the implementation of CFM. Some of the prominent issues include ambiguity in tenure rights and security, lack of appropriate and uncontested policy provisions for cost and benefit sharing among collaborators, limited decision-making space for forest-managing communities and local governments, and limited capacity of collaborators for the productive management of forests. We suggest tenure reform in terms of legal, institutional, technical and financial arrangements, so as to make CFM an effective forest management model in the Terai.

This article explores the early history of Roman exemplary literature through the case study of the elder Cato’s account of his imitation of the parsimony and self-sufficiency of M’. Curius Dentatus. I reconstruct from Cicero, Plutarch, and other sources a Catonian prose text that unified the exemplary narrative of Curius’ refusal of a bribe from Samnite emissaries with an evocative location at the hearth of a humble Sabine farmstead, an approving “audience” in Cato himself, and a model for the replication of Curius’ virtue. The narrative itself served as the monumentum for the exemplum, and its details are often evoked in place of the exemplary deed itself. I argue that this narrative is both a very early instance of exemplary literature and a self-conscious reflection on the power of literature to transcend temporal and spatial limitations and to extend cultural models for the familial replication of elite virtues to a broader audience.
