Higher education, post-conflict democratization and the legacies of authoritarian rule: The Tripoli University Programme for Rebuilding Libya

In this paper, the role of higher education in post-uprising Libya is analysed in terms of its relationship with transitional processes of democratization and civic development. It begins by contextualising the Libyan uprising within the optimism of the ‘Arab Spring’ transitions in the Middle East. Following this, the relationship between higher education and politics under the Qadhafi regime and in the immediate aftermath of its overthrow is discussed. A case-study of a programme designed to support Tripoli University in contributing towards democratisation will then be presented. The findings of the case-study will be reflected upon to offer a set of recommendations for international actors engaging in political and civic education in conflict-affected settings, in particular in the Middle East.

Leadership plays an important role in an educational establishment as they help to manage the day-to-day activities. Instructional leadership has always played a distinct role in higher education as the role of instructional leadership was always to influence on effective teaching and learning processes. The purpose of this research is intended to identify the role of instructional leadership, including the relationship between instructional leadership and the role of module leaders in higher education using their own institution as a case study. The author conducted a small scall semistructured interview where two programme leaders were selected from the School of Business and Health and Social Care and were approached directly by sending formal email and also over the phone and asked if they were willing to participate. Research findings suggest that instructional leadership enables the programme/module leaders to establish a shared belief around the learning and can improve the learner’s achievement.

This chapter examines the issue of identity in the Middle East from an Islamic perspective. It shows how Islam, in a variety of forms, has interacted with the domestic, regional, and international politics of the region. The chapter first provides an overview of the history and concepts of Islam and international relations in the Middle East before discussing the relationship between pan-Islam, colonialism, and the establishment of modern nation states in the Middle East, using Egypt and Saudi Arabia as case studies. It then explores the political economy of Islamic revival as well as the role of Islam in Cold War geopolitics and in foreign policymaking. It also considers how globalization has acted as a facilitator of transnational Islam and concludes by assessing how the Arab Spring has created new opportunities and challenges for the Islamic movement, along with their implications for Arab states’ foreign policies.

The chapter assesses the role of institutions of higher learning in designing education curriculum in collaboration with the library, museum, and archives (LAMs) of the Stevenson Hamilton Knowledge Resource (SHKR) center based at the National Park. This research is based on a qualitative research method. The finding of the NP case study underpins concepts and outcomes described in academic discourse on the relationship between institutions of higher learning and LAMs. LAMs may serve as lifelong learning in South Africa. The results of empirical research allow the researcher to conclude that designing educational materials requires the collaboration of the Ministry of Basic and Higher Education, Training, Science, and Technology and LAMs.

An understanding of the historical dynamics of social forgetting can be learned from the detailed case study of the vernacular historiography of the 1798 Rebellion in Ulster. It has far-reaching implications for a more meaningful appreciation of the relationship between history and memory. The political impasse in post-conflict Northern Ireland, which has stumbled over disagreements on ‘dealing with the past’ in the context of finding acceptable arrangements for transitional justice, could benefit from showing more sensitivity, not only to the role of oral history storytelling, but also to ingrained traditions of ‘vernacular silence’ that perpetuate social forgetting. A brief inspection of some prominent twentieth-century examples demonstrates the wider relevance of studying social forgetting. In today’s digital age, explorations of social forgetting suggest new possibilities for reconciling conflicts between an inner duty to remember and the right to be outwardly forgotten.

The objective of this study was to measure the level of cruise tourists' satisfaction as well as the relationship between satisfaction, recommendation, return intention, and expenditure. Also, the impact of factors such as nationality, length of the visit, and age on the level of expenditure was measured. An empirical approach for data collection was followed and a total of 152 questionnaires were collected from cruise tourists visiting the capital city of Oman, Muscat, as cruise liners anchor at Sultan Qaboos Port. Results of the regression analysis supported the existence of a causal relationship between satisfaction with destination attributes, overall satisfaction, recommendation, return intention, and expenditure. It was found that the average expenditure varies according to age and length of the visit. Recommendations for policy makers were suggested on how to increase the role of cruise tourism in strengthening the economy.

The Middle East is often considered a war zone, and it rarely comes to mind as a region that includes cases of peaceful change. Yet several examples of peaceful change can be identified at different levels of analysis: international, regional, interactive, and domestic. This chapter first critically examines the impact of the broader global/systemic level of analysis on the prospects for peaceful change. It then moves to examine the regional level of analysis, exploring the Kurdish question and the Arab-Israeli conflict as a central axis of change, the role of the Arab League, and the case of the Gulf Cooperation Council. The chapter then examines the interactive, bilateral level of analysis, exploring peaceful territorial change in the context of the Arab-Israeli conflict, with reference to the successful Israeli-Egyptian negotiations of 1977–1979 and the stalled Israeli-Palestinian peace process since 1993. Next, it explores the domestic level of analysis, focusing on domestic politics, the nature of ruling coalitions, and the implications of the domestic turmoil of the Arab Spring. The last section draws conclusions from each level of analysis, with implications about the prospects for peaceful change in the region.
