The Media Agenda: The Marginalization and Domestication of Europe

This chapter investigates whether the assumption that the media contribute to the communication deficit of the EU is reflected in the empirical pattern of political coverage. In particular, it explores the extent to which German media take a Europeanized perspective on political affairs and whether or not they promote the politics of European integration. The study is based on a content analysis of the editorials of German national quality newspapers covering the period between 1994 and 1998. The findings show that the media under study devote only a very small portion of their attention to European issues, thus marginalizing Europe to an extent that is not warranted by the significance of the European level of governance. If the media do focus on European issues, they predominantly address them in terms of national politics, which is interpreted as a ‘domestication’ of Europe in public discourse. At the same time, the media unanimously support the idea of European integration. This pattern of communicating Europe reflects the élite consensus on European matters in Germany and may have contributed to the alienation of the general public from European politics.

AbstractThe paper explores the process of the Czech journalists setting the EU agenda in the media during the ‘hot phase’ of the Czech national parliament election campaigns in 2002, 2006, and 2010. Unlike most studies that concentrated on the media agenda in the European Parliament election campaigns, we focused on periods that were neither strictly key events nor routine, but that were more intensively covered by the media and simultaneously generated more influential political representation defining national political attitudes towards the EU. Articles that referred to the EU during the ‘hot phase’ were content analyzed. The results suggest that in the Czech press, the EU agenda is less and less visible, and, moreover, that it is increasingly negatively framed and reduced to an economic agenda.

The European Union (EU) is facing one of the rockiest periods in its existence. At no time in its history has it looked so economically fragile, so insecure about how to protect its borders, so divided over how to tackle the crisis of legitimacy facing its institutions, and so under assault by Eurosceptic parties. The unprecedented levels of integration in recent decades have led to increased public contestation, yet at the same the EU is more reliant on public support for its continued legitimacy than ever before. This book examines the role of public opinion in the European integration process. It develops a novel theory of public opinion that stresses the deep interconnectedness between people’s views about European and national politics. It suggests that public opinion cannot simply be characterized as either Eurosceptic or not, but rather that it consists of different types. This is important because these types coincide with fundamentally different views about the way the EU should be reformed and which policy priorities should be pursued. These types also have very different consequences for behaviour in elections and referendums. Euroscepticism is such a diverse phenomenon because the Eurozone crisis has exacerbated the structural imbalances within the EU. As the economic and political fates of member states have diverged, people’s experiences with and evaluations of the EU and national political systems have also grown further apart. The heterogeneity in public preferences that this book has uncovered makes a one-size-fits-all approach to addressing Euroscepticism unlikely to be successful.

Sources of information are a key part of the news process as it guides certain topics, influencing the media agenda. The goal of this study is to examine the most frequent voices on vaccines in the Portuguese press. A total of 300 news items were analysed via content analysis using as sources two newspapers from 2012 to 2017. Of all the articles, 97.7% included a source (n = 670). The most frequent were “governmental organisations”, “professional associations” and the “media”. Less frequent sources were “university scientists”, “governmental scientific bodies”, “consumer groups”, “doctors”, “scientific companies”, “NGOs” and “scientific journals”. Most articles used only non-scientific sources (n = 156). A total of 94 articles used both categories and 43 used exclusively scientific sources. Our findings support the assertion that media can be an instrument to disseminate information on vaccines. Nevertheless, despite being present in most articles, the number of sources per article was low, therefore not presenting a diversity of opinions and there was a lack of scientific voices, thus suggesting lower quality of the information being offered to the audience.

This article argues that external factors of EU coverage in the media need to be reassessed against domestic factors, in particular how parties modulate media attention to EU affairs. We explain which parties may set the EU on the media agenda, and how parties interact with events depending on the level of conflict over EU issues. Drawing on the first long-term analysis of partisan agenda-setting of EU affairs in the media – based on ARIMA time-series models of monthly data collected for six newspapers from 1990 to 2015 – we determine the scale of partisan agenda-setting and find partial support for our model. Political parties do not face the intrusion of EU issues, but some of them are actively involved in this process.

Although scholarship on competitive framing acknowledges that framing is a dynamic process in which the early stages may matter most, very little research has focused on the dynamics of issue emergence. In this article, we draw on several literatures to develop theories for how controversy related to new issues will emerge and expand in news coverage. Through a comprehensive content analysis of 101 local newspapers across the fifty U.S. states, we explore the dynamic and evolving process wherein a new issue—the HPV vaccine—emerged into public discourse and a legislative debate over school requirements for vaccination began. We find that coverage of controversy is a function of proximity, driven primarily by events within a state, although external events also influence local coverage. We also find that the legislative discussion in the media did not necessarily start out as controversial, but as the issue evolved, we observe a large increase in the proliferation of both actors taking positions and the types of arguments made to influence debate. The findings yield important insight into issue emergence with implications for how future research might test competing frames to better understand how the presentation of controversy in the mass media affects public opinion.

This study provides an overview of the media’s role in shaping public discourse and belief through framing news stories in a biased perspective and setting an agenda that is in keeping with the interests of the corporate and institutional funders of the media apparatus. Support for such an analysis is provided by a literature review that covers many critical aspects of news framing, agenda setting and cultivation theory, especially with respect to the emergence of a new ‘network society’. The ‘content analysis’ approach is utilised to search for biased content via the use of coders and decoders in some 140 randomly selected sampled links of the ‘Glenn Beck’ show during the two periods of time from 1 January 2010 to 30 June 2010, and from 1 January 2011 to 30 June 2011, each of these periods consisting of 70 samples. The results ultimately show that the programme almost unilaterally provides supportive views of moral conservative values, and slight negative portrayals of Muslims. The programme presents critical views of President Obama and his policies, although the finding in opposing Obama’s policies is not statistically significant. The significance of these findings is discussed within the larger context of media bias and its influence on political reality, as well as public discourse and belief; although the study and hence, the findings suggesting ‘bias’ do not represent the entire media industry representing conservative values.

Local authorities have to deal with a large part of practical work in promotion of the European integration project. Today, cities together with other actors are involved in the EU political process. This involvement leads to modification and enrichment of the European political space and increases the viability of supranational institutions. Cities extend the range of available channels for representation of citizens’ interests. Participation of cities in the decision-making improves the quality of these decisions and the legitimacy of supranational institutions, which is especially important in the context of the debate on the democratic deficit in the EU. Cities and other subnational actors can be active at the pan-European level and national levels. They use different "access points" at the European level, such as the Committee of the Regions, the European associations of cities, representations of local authorities in Brussels. The role of cities is especially evident in the Europe 2020, Cohesion Policy and the European Neighborhood Policy. European cities are involved in the elaboration of national reform programs. Cities and their associations can offer their assessments and visions of development to the Commission. Participating in the elaboration of national reform programs cities get a chance to influence the agenda of national development. This can indirectly affect the implementation of the Europe 2020 and dynamics of the European integration process as a whole. The participation of subnational actors – regions and municipalities – is important for realization of the Cohesion Policy objectives. Cities are particularly relevant for this policy, because they can become a ground for social conflicts and unrest. New tools, such as JESSICA and Integrated Territorial Investment, pay significant attention to local level politics in Europe. The European Neighborhood Policy has an important local dimension. There are such city-oriented programs as COMUS, The Covenant of Mayors, CIUDAD and projects of cross-border coordination. Examples show that cooperation between cities is successful, if it is based on the mutual interest in solving common problems. The Treaty of Lisbon has opened new opportunities to cities' participation. European institutions are now obliged to consult with the Committee of Regions on the issues that have a strong effect at the local and regional level. However, the involvement of cities into integration practices of the EU is still limited. This is due to both, the fundamental problem of the EU organizational design, and the lack of effective channels for representing urban interests at the European level.

This chapter examines the relationship between European integration and democracy. The continuous transfer of policy-making powers from European Union (EU) member states to the European level has raised serious concerns about democratic legitimacy. The chapter assesses the claims that European integration undermines national democracy, and that decision-making at the EU level is not sufficiently democratic. It argues that while significant challenges remain, European integration has definitely become more democratic over the years. But there is perhaps a trade-off, with stronger input legitimacy potentially an obstacle to efficient European-level decision-making. It also underlines the multilevel nature of the EU polity and the importance of public debates about European integration.

Abstract This article investigates how all the main quality and tabloid newspapers and the television newscasts of the main broadcasters in Czechia and Slovakia framed immigrants, what the tone of the employed frames was, and who the main framing actors were before and during the EU refugee crisis (2013–2016). Using quantitative content analysis (N = 7,910), we show that security and cultural frames are most commonly employed while the victimization frame is much less common. Whereas tabloids use the security and cultural frames more often, the victimization, economic and administrative frames are more often invoked in quality media. We also show that the framing of immigrants is predominantly negative, and that the security and cultural are the most negatively valenced frames. Finally, we document a dominance of political actors and the practical invisibility of immigrants and refugees in the media coverage.
