Role Of Information

The role of information and communication in establishing and defining world order formed the basis of a comprehensive call for the New World Information and Communication Order. Many strategic and regional blocs of nations and economic forums have been formed over time. BRICS has made a relatively new attempt in the coming together of several politically, economically and culturally diverse countries. Their summits reflect their intention to work together. By positioning the media system, this brief article looks at the patterns of evolution since New World Information and Communication Order and the comparable aspects of media in these countries. China and India, apart from their membership in BRICS also have historical ties, issues and concerns. Connectivity, as intended in the Belt and Road Initiative, is in a bilateral sense a matter of diplomacy and negotiation. An attempt has been made to contextualise this issue as well.

This article first reviews the notion of the New World Information and Communication Order (NWICO) and lessons that can be learned from it. It then discusses how to best conceptualize a) imperialism and b) media and cultural imperialism today, mainly based on the works of Christian Fuchs. The paper takes issue with Colin Sparks’ article “Media and Cultural Imperialism Reconsidered”, published in the Chinese Journal of Communication in 2012. Both Sparks and Fuchs argue that we have to reconsider the concept of cultural and media imperialism, but they do it in fundamentally different ways. The article exposes the problems of a revisionist approach, as taken by Sparks, but it also advocates a radical approach that is analytical and reflective rather than straightforward and action-oriented.

If we want to convert our rural population into knowledge driven, progressive, self sufficient, self reliant, sustainable society, the role of Information and Communication Technologies (ICT’s) cannot be ignored. Timely availability information is considered as most important factor in Indian agriculture. At present ICT is the technology of this millennium. Transferring the developed technology to all end users is time-consuming and tiresome task and is often not completed due to paucity of resources and lack of manpower. In India, agriculture and rural development has gained significantly from ICT due to its widespread extension and adoption. The friendship between nations lies in the mutual affinity of the people, and the people’s affinity lies in the communion of hearts. The cultural and humanities cooperation between China and Russia has a long history. In recent years, under the role of the“Belt and Road” initiative, the SCO, and the Sino-Russian Humanities Cooperation Committee, Sino-Russian culture and humanities cooperation has continued to deepen. Entering a new era, taking the opportunity to promote Sino-Russian relations into a “new era China-Russia comprehensive strategic cooperative partnership”, the development of human relations between the two countries has entered a new historical starting point, while also facing a series of problems and challenges. This article is based on the current status of Sino-Russian human relations in the new era, interprets the characteristics of Sino-Russian human relations in the new era, analyzes the problems and challenges of Sino-Russian human relations in the new era, and tries to propose solutions and solutions with a view to further developing Sino-Russian cultural and humanities relations in the new era. It is a useful reference, and provides a reference for future related research, and ultimately helps the Sino-Russian cultural and humanities relations in the new era to be stable and far-reaching.

China and Russia issued a joint statement on 8 May 2015 outlining the main approaches to linking the Silk Road Economic Belt (SREB) and the Eurasian Economic Union (EAEU) projects. Both parties believe that to build the ‘Belt and Road’ project, it is necessary to use economic integration laws and actively enhance the role of the Shanghai Cooperation Organisation (SOC) in stimulating regional economic cooperation, promoting construction of the SREB and linkage to and cooperation with the EAEU, creating a Free Trade Area (FTA) in the Asia-Pacific region (APR) and simultaneously begin creating a similar FTA among China, Russia and Central Asia to gradually stimulate interstate trade and promote regional economic development, actively developing—along with an improved model of energy cooperation—infrastructure and related industry and strengthening business contacts and jointly promoting construction of the SREB.

In order to promote utilizing the available resource made in any library information has to be taken to the door step of a clientele a such information and communication technology will serve as a catalyst in doing that. This paper has explored the role of information and communication technology ICT in academia and as well as the strategies used in propagating the available services in an academic library this is because tailor made information it is highly required so as to avoid wasting the precious time of academicians and this can be only achieving with the help of information and communication technology software, therefore, descriptive method was adopted in the methodology of this study.
