The private rental housing market before and during the COVID-19 pandemic: A submarket analysis in Cracow, Poland

How the COVID-19 pandemic has altered the segmentation of residential rental markets is largely unknown. We therefore assessed rental housing submarkets before and during the pandemic in Cracow, Poland. We used geographically and temporally weighted regression to investigate the marginal prices of housing attributes over space–time. The marginal prices were further reduced to a few principal components per time period and spatially clustered to identify housing submarkets. Finally, we applied the adjusted Rand index to evaluate the spatiotemporal stability of the housing submarkets. The results revealed that the pandemic outbreak significantly lowered rents and modified the relevance of some housing characteristics for rental prices. Proximity to the university was no longer among the residential amenities during the pandemic. Similarly, the virus outbreak diminished the effect of a housing unit’s proximity to the city center. The market partitioning showed that the number of Cracow’s residential rental submarkets increased significantly as a result of the COVID-19 pandemic, as it enhanced the spatial variation in the marginal prices of covariates. Our findings suggest that the emergence of the coronavirus reshaped the residential rental market in three ways: Rents were decreased, the underlying rental price-determining factors changed, and the spatiotemporal submarket structure was altered.

As rental markets move online, techniques to assess racial/ethnic rental housing discrimination should keep pace. We demonstrate an audit method for assessing discrimination in Toronto's online rental market. As a multicultural city with less segregation and more diverse visible minorities than most US cities, Toronto lends itself to multiname audit studies. We sent 5,620 fictitious email inquiries to landlords offering apartments on Craigslist, a popular Internet classifieds service. Each landlord received one inquiry each from five racialized groups—Caucasian, Black, E/SE Asian, Muslim/Arabic, and Jewish. In our experiments, “opportunity denying” discrimination (exclusion through nonresponse) was 10 times as common as “opportunity diminishing” discrimination (e.g., additional rental conditions). We estimate Muslim/Arabic–racialized men face the greatest resistance, with discrimination occurring in 12 percent of experiments. The level of discrimination is modest but significant for Asian men (7 percent), Blacks (5 percent), and Muslim/Arabic women (5 percent). Discrimination was evenly spread throughout the city.

In 1965, the Institute for Jazz at the University of Music and Performing Arts (then the Academy of Music) in Graz started to build a reputation as a pioneer in jazz education in Europe. Upon the establishment of a separate Institute for Jazz Research in 1971, the institution was able to position itself as an academic centre with a focus on both artistic practice and the academic study of jazz; as such, it also inspired other jazz programmes across Central Europe. This article discusses the determining factors and socio-cultural conditions for the development of the Jazz Institutes in Graz and analyses aspects of professionalisation, internationalisation and outreach activities both local and international. The leading personalities in the institution's history are introduced, and their activities from 1965 to 1980 are described. After an overview of the Institute's current state, the article discusses internal and external conflicts and criticism of the Institute's activities, artistic orientation and status. Research for this article was compiled as part of the FWF research project ‘Jazz & the City: Identity of a Capital of Jazz', conducted at the University of Music and Performing Arts in Graz from 2011 to 2013 under Prof. Dr Franz Kerschbaumer

This study assesses the determinants of affordability in rental housing in Ogbomoso, Southwest, Nigeria. The location was borne out of the fact that the city houses Ladoke Akintola University of Technology which is a source of employment. Ogbomoso North Local Government Area, the domiciled home of the University was purposively selected for the study. Random sampling was used in selecting two hundred and thirteen households. The questionnaire and observation formed the basic instruments for data collection which were administered to respondents to collect information on socioeconomic characteristics such as; house type and condition as well as house rent. Both descriptive and inferential statistical analyses were employed in the presentation of the findings; correlation analysis was used to test the relationship between households’ income and house type. The bulk of the respondents collect N11,000 – N20,000 (35.2%) indicating they are low-income workers, while the significant house type was Brazilian rooming house (40.2%). Correlation analysis shows that there is a significant relationship between house type and households’ income (p=0.030) indicating house type is a function of household income. The study suggests among others that, the income of residents should be factored into housing policies in Nigeria in determining the housing needs of people.

Bodin arrived in Toulouse c.1550, a brief account of the economy, social composition, and governmental institutions of which opens the chapter. There follow comments on its cultural life and identification of its leading citizenry, with remarks on the treatment of alleged religious dissidents by the city itself, and especially on discordant intellectual influences at work in the University, most notably the Law Faculty and the modes of teaching there. The chapter’s second part reviews Bodin’s translation and edition of the Greek poem Cynegetica by Oppian ‘of Cilicia’, assessing the quality of his editorial work, the extent to which allegations of plagiarism levelled against him were valid, and the nature and merits of his translation. The third section recounts contemporary wrangling over educational provision in Toulouse and examines the Oratio in which Bodin argued the case for humanist-style educational provision by means of a reconstituted college there.

Purpose: Quantify resident caseload during call and determine if there are consistent differences in call volumes for individuals or resident subgroups. Methods: Accession codes for after-hours computed tomography (CT) cases dictated by residents between July 1, 2012 and January 9, 2017 were reviewed. Case volumes by patient visits and body regions scanned were determined and categorized according to time period, year, and individual resident. Mean shift Relative Value Units (RVUs) were calculated by year. Descriptive statistics, linear mixed modeling, and linear regression determined mean values, differences between residents, associations between independent variables and outcomes, and changes over time. Consistent differences between residents were assessed as a measure of good or bad luck / karma on call. Results: During this time there were 23,032 patients and 30,766 anatomic regions scanned during 1,652 call shifts among 32 residents. Over the whole period, there were on average 10.6 patients and 14.3 body regions scanned on weekday shifts and 22.3 patients and 29.4 body regions scanned during weekend shifts. Annually, the mean number of patients, body regions, and RVUs scanned per shift increased by an average of 0.2 (1%), 0.4 (2%), and 1.2 (5%) (all p < 0.05) respectively in regression models. There was variability in call experiences, but only 1 resident had a disproportionate number of higher volume calls and fewer lower volume shifts than expected. Conclusions: Annual increases in scan volumes were modest. Although residents’ experiences varied, little of this was attributable to consistent personal differences, including luck or call karma.

Taking into account that accessibility is one of the most strategic and determining factors in economic models and that accessibility and tourism affect each other, we can say that the study and improvement of one of them involved the development of the other. Using network analysis, this study presents an algorithm for labeling the difficulty of the streets of a city using different accessibility parameters. We combine network structure and accessibility factors to explore the association between innovative behavior within the street network, and the relationships with the commercial activity in a city. Finally, we present a case study of the city of Avila, locating the most inaccessible areas of the city using centrality measures and analyzing the effects, in terms of accessibility, on the commerce and services of the city.

In this article, Silvija Jestrovic introduces the notion of spatial inter-performativity to discuss theatre's relationship to actual political and cultural spaces. Focusing on the Berlin of the 1920s in performances of Brecht and Piscator, then on a street procession of the Générik Vapeur troupe that took place in Belgrade in 1994, she examines how theatrical and political spaces refer to and transform one another. Silvija Jestrovic was a SSHRC postdoctoral fellow at York University in Toronto, and has recently taken up an appointment in the School of Theatre Studies at the University of Warwick. She is currently working on a book-length project entitled Avant-Garde and the City.

This paper develops a theoretical framework for institutional analysis of the governance of low-income housing in the city. I focus on the provision of local public goods as a central issue for low-income housing. Factors that affect the governance structure from the efficiency perspective and the equity perspective, respectively, are explored. I argue that over-subsidisation is an important problem for income-redistribution institutions and, hence, public housing or social housing becomes an important form of governmental intervention in low-income housing. The framework is then applied to low-income housing in China. In particular, I analyse the governance structures of several major types of low-income housing including public rental housing, private low-income housing, work-unit compound and urban village.
