Adapting Coercion: How Three Industrialized Nations Manufacture Vaccination Compliance

Abstract Context: This research examines the development of vaccination policy in Britain, the United States, and Australia to begin to understand the different forms of coercion that industrialized states utilize to achieve vaccination compliance from the majority of their citizens. Methods: This research applies a comparative-historical analysis of the three countries listed, using a combination of primary and secondary documents. Findings: The different degrees of compulsion in the vaccination policies of Britain, the United States, and Australia is explained through an analysis of the path-dependent ways that each nation adapted coercion in response to civil society resistance. Each nation has moved up and down a continuum of coercion searching for a policy that balances overcoming passive noncompliance without engendering active resistance. Arriving at different balancing points between these two objectives, the three nations have now institutionalized policies with different degrees of coercion. Conclusions: This research shows that vaccination policy is not just created top-down by the state, but through an ongoing interactive process with citizens and civil society. Furthermore, as vaccination is a “wicked problem” that faces ongoing civil society resistance, states will need to perpetually adapt the coerciveness of their policies into the foreseeable future.

Green political theory generally emphasizes universal values and associated projects at the expense of particular contexts. However, these contexts affect the plausibility and attractiveness of theoretical projects. In light of the current spectrum of green political thinking from anarchist to statist poles, this paper shows that sometimes statist strategies make sense, sometimes more confrontational action is required, and sometimes a mix is appropriate. The kind of context highlighted is state structure as it faces civil society. Comparative historical analysis of four countries (the United States, Norway, Germany, and the United Kingdom) is brought to bear.

This chapter uses comparative-historical analysis to discuss criminal process in the context of penal power in the modern liberal state as penal law and penal police—the dual penal state. Focusing on Germany and the United States, it considers two ways of thinking about criminal process, from parallel perspectives that correspond to two modes of state governance: law and police. The first is characteristic of the law state (Rechtsstaat) and the second, of the police state (Polizeistaat). The emphasis is on the criminal process that is consistent with the pursuit of the ideal of liberal law to which states that regard themselves—or wish to be regarded by others—as participants in the modern liberal legal-political project are committed.

This paper examines the magnitude of the reporting bias inherent in the historical cost accounting of a firm's physical capital. Reported depreciation data pertaining to U.S. Steel Corporation (currently USX) between 1939 and 1987 are compared with standardized historical cost figures and replacement cost estimates. The findings suggest that replacement cost depreciation would have provided more information about U.S. Steel's ability to maintain its productive capacity than historical cost depreciation did. Thus, this analysis provides an illustration of one of the primary arguments for replacement cost accounting.

There are no laws in history. Realists, liberals, and others are both right and wrong. Although no one can be certain that military incidents may not happen, for the foreseeable future China and the United States are unlikely to favor major war. They have cooperated well for almost four decades now. China is likely to continue to focus on its economic modernization. It has far to go to measure up to the West. The American-Chinese economies are still complementary. A conflict with the United States or even with China’s neighbors would have damaging repercussions for China’s economic goals. The United States is so strong that it would make little sense for China to take it on militarily. There are also other deterrents against war, from nuclear weapons to emerging norms about international relations. It is anybody’s guess what will happen after the next few decades. History indicates anything is possible.

This article examines the first decades of the field of ethnohistory as it developed in the United States. It participated in the general rapprochement between history and anthropology of mid-twentieth-century social science. However, unlike parallel developments in Europe and in other research areas, ethnohistory specifically arose out of the study of American Indian communities in the era of the Indian Claims Commission. Thus ethnohistory developed from a pragmatic rather than a theoretical orientation, with practitioners testifying both in favor of and against claims. Methodology was flexible, with both documentary sources and ethnographic methods employed to the degree that each was feasible. One way that ethnohistory was innovative was the degree to which women played prominent roles in its development. By the end of the first decade, the field was becoming broader and more willing to engage both theoretical and ethical issues raised by the foundational work. In particular, the geographic scope began to reach well beyond North America, especially to Latin America, where archival resources and the opportunities for ethnographic research were plentiful, but also to areas such as Melanesia, where recent European contact allowed researchers to observe the early postcontact period directly and to address the associated theoretical questions with greater authority. Ethnohistory is thus an important example of a field of study that grew organically without an overarching figure or conscious plan but that nevertheless came to engage central issues in cultural and historical analysis.

Abstract (Spanish/English)Forjando el Aztecanismo: Nacionalismo Musical Mexicano del Siglo XX en el siglo XXI en Los ÁngelesHoy en día, un creciente número de músicos mexico-americanos en los Estados Unidos tocan instrumentos indígenas mesoamericanos y réplicas arqueológicas, lo que se conoce como “Música Azteca.” En este artículo, doy a conocer cómo los músicos contemporáneos de Los Ángeles, California, recurren a los legados de la investigación musical nacionalista mexicana e integran modelos antropológicos y arqueológicos aplicados. Al combinar el trabajo de campo etnográfico con el análisis histórico, sugiero que los marcos musicales y culturales que alguna vez sirvieron para unir al México pos-revolucionario han adquirido una nuevo significado para contrarrestar la desaparición del legado indígena mexicano en los Estados Unidos.Today a growing number of Mexican-American musicians in the United States perform on Indigenous Mesoamerican instruments and archaeological replicas in what is widely referred to as “Aztec music.” In this article, I explore how contemporary musicians in Los Angeles, California, draw on legacies of Mexican nationalist music research and integrate applied anthropological and archeological models. Pairing ethnographic fieldwork with historical analysis, I suggest that musical and cultural frameworks that once served to unite post-revolutionary Mexico have gained new significance in countering Mexican Indigenous erasure in the United States.

This special issue focuses on the role of civil society in international relations. It highlights the dynamics and impacts of public opinion on international relations (Zaller, 1992). Until recently, it was usual to consider public opinion in terms of its influence on policy makers and in terms of moulding public opinion in the broad frame of the policy makers in one's country. Given that public opinion in the United States was assessed and judged so frequently and diffused so globally, it was natural to frame questions guided by those concepts which pertained to the global and domestic context of the United States.

We challenge the widely held view that classic American voluntary groups were tiny, local, and disconnected from government. Using newly collected data to develop a theoretically framed account, we show that membership associations emerged early in U.S. history and converged toward the institutional form of the representatively governed federation. This form enabled leaders and members to spread interconnected groups across an expanding nation. At the height of local proliferation, most voluntary groups were part of regional or national federations that mirrored the structure of U.S. government. Institutionalist theories suggest reasons for this parallelism, which belies the rigid dichotomy between state and civil society that informs much current discussion of civic engagement in the United States and elsewhere.
